We plan to present out entrance and signa ge designs to the Board for their consideration and approval. s you and I discussed last Tuesday, we believe that the PDD zoning bar-law vests approval authority in the Planning Board for dimensional standards, permitted muses, parkin re- quirements, and si.,gna e. This approach is consistent with the purposes and intentions of the PDD by-lane' and allows a single body to consider the project in ,a comprehensive manner. The alternative approaches--using an Industrial signa ge formula on ,an 48-of-ri hnt" basis or asking for a separate Bin rulinng--represernt inferior solutions for troth the Town and for ins i have asked Matarazzo design to attend the March 1.7' meeting and to present the Mil l" s entrance design and sigpage plans. These plans wi11 supplement the landscape plans that were previously reviewed and approved as the project advanced through the Special Permit process. We will ask the Planning Board to approve the proposed signa3ge as part of the Special Permit. Once Planning Board approval :is secured, we mould obtain Building Permits from the Building Inspector to con- struct the entrances and signs for Osgood Mill, Please advise me if you prefer to handle the Signage. The plan prepared by Mat€aruzzo Design is without gVestiDn the mOst detailed and well thought out landscape design i have seen since my arrival in Forth Andover . The plan appears to ha a major improvement over the original plan submitted to the Planning Board under your PDD application for €)sgnnd Mill, If this plan is completed as designed the parking area for this project will contain mDre landscaping than any similar area in town. Specific review comments to the dasign are as follows: 1 . The size and location of the signs within the parking lot need to be coordinated and reduced in size . Need additional sign details (elevations) Z. Circulation patterns for the parking areas and 1nading deck near the proposed restaurant need to be redesigned. 3. ]discuss the poosWiity of placing a walkway path adjacent to the Mill Pond. 1 would like to create a walking system running from Sutton Street along Cochic€ ewick CreEk and the Mill Ponds to Elm Street and possibly beyond. . Was the patio roof included in the original application to the Planning Board. 5. No landscaping detail was supplied for the interior parking areas between the existing mill structure and the new structures currently under construction. 6, Need try decide if the revised plan need; to he re--submitted to the Planning Board for review. Review of restaurant and loading dock We have had the parking lot and access drive plan designed to alleviate as many problems as possible. ' The following items were taken into consideration. when designing the present configuration; a. The roadway was curved for esthetics and to slow down people using the road b. Ample access was given to each parking area while as many grass plots as possible were provided., c , The roadway was moved away fron the buaild®, in to provide privacy. d. The required parking has to be maintained so the roadway had to be on one extreme side of the parking lot. This required the road to be either next to the loading dock or near the units. Our designer determined that since the loading dock will get only infrequent use by small delivery vans the advantages of mDv— ing the road away from the units outweighed the small chance of having congestion near the dock. One fact to keep in mind then try— ing to visualize the traffic load on our access road is the fact that no cut through traffic will be allowed, as is allowed now, when people start occupying the units. 2. More detailed landscape for the rear of the building The landscaping at the rear of the old building, will be the same flavor an the front. The same planting material and details will be used in, islands as is used in similar islands at the front of the building. These details are not sbown because it is common pracAce to use as typical detail Khere multiple geometric arrangements of the same type are found. 3. EaLtension no Sutton Street connector Two spots have been set aside as follows; aµ existing entrance b4 the island on the right of the access road to the rear buildings, 4. Signs Directional signs will be less than the maximum four square feet allowed. The designs will be very simple and will be determined by the sign- maker so we have no plans to present at this time. Entrance signs will he at the Main Street entry and the Elm Street entry. The Main Street entry sign will be less than the twelve square foot maximum (a detail is enclosed) The Elm Street entry sign may needs variance. 5. Cuard House No guard house has been planned to date outside the building. 6. Walking Path We applied to NACC for walking paths and pond beautification, and we were turned down.
