EAST LONGMEADOW, MA 01028 November 19 , 1992 Mr. Gralia, I have reviewed the September 3 , 1985 , order of conditions issued b the Planning Board to the then iDwners of the Osgood Mill Complex. The fire department requires or is submitting .information on the following: Page 2 Item 2 . a. We believe that all the underground tanks have been removed fron the site and if any are to be imtalled the fire department must be contacted. Please note the attached letter fro-m then DEQE regarding contamination on the site . This location is Still prosent on the site list as a Location To Be Investigated (L.T.B. 1) . 2c, Copies of the completion certificates for asbestos removal should be forwarded to the fire department. Page 3 Item 5 a. The main bridge, noted in item 4 was rebuilt and designed to earn, the weight of fire apparatus . It is acceptable as designed and con8tructed. The second lower cement bridge was to be reconstructed but was not. You have stated that the former parking area for the '}Olde Osgood Mill" office building would not be used and that the area formerly used for that purpose would be utilized for recreation , tennis r-ourt etc. Whoever owns the office building must have sufficient fire department access , in accordance with 527 CUR 25 . 00 relating to Obst,uctions _ and Hazardz in cer� .,j,�.... B►�ildirxc�s and on "SMOKE Dt=TECTOR AVF- LIMES" Public and Private Ways particularly 25. 05 Co In lieu, of reconstructing this bridge the department requests that the bridge be certified as to its load capacity, and a copy of that certification suit to the fire department. In addition, the. present access way leading from the courtyard across the bridge and to the rear of the office building should be maintained as a fire access , through whatever means the Planning Board deems appropriate. This fire access road should be as wide as the bridge , twelve feet, and be constructed to support the weight of the fire apparatus. it should begin at the courtyard and terminate at the bridge. The access road surface does not have to be hot top. The maintenance of this fire access would not prevent the proposed recreational uses. That agreement will insure present or future owners of the property, that fire personnel will have access to this unusual building in time of a fire or emergency. 5b. it is my understanding that the entire water main has not been installed or acoepted by the DPW. fence the water main is installed and is acceptable to the DPW the fire department's request will be satisfied. 50 . The fire hydrants were installed but will need to be tested and the DPW will have to ver;ly if they are properly connected. 5d. Automatic fire sprinkler systems are required to be installed in accordance with Mass . General Law Chapter 148 section 26 1 . These systems shall comply with National Fire Protection Association Standard 13R within the residential areas . The cellar area shall have a system installed that is in compliance with NFPA 13 . This was how the original building was to be equipped but the work never completed. By completing these installations with some mod,itioations they will be acceptable. The fire department will work the the sprinkler contractor to bring about these modifications. Some of those modifications are: 1. All the installations must be inspected and tested to see if the flows will be adequate. This will be dame in cooperation with the fire ' department. . The connection tax' !3prinkler systems protecting the units and adjacent halls shall be corrected by the removal of the separate sprinkler shut off. There shall he only one shut off . When the shut off is activated bath the domestic and sprinkler Muter shall be off . 3 . A water flow switch shall be installed in the sprinkler piping which shall activate an audio visual alarm outside the unit being protected. 4 . The sprinkler contractor shall review the entire sprinkler protection system with the Fire Chief prior to the start of any work an any existing or new systems. 5e. The dry - fire hydrant is to be maintained by the property owners. it needs to be tested and the fire department would assist with that. The adapter required for its use was stolen and in its current condition the department cannot connect to the existing pipe. 5f . The automatic sprinkler system used to protect the storage area on the lower floors would be installed in accordance with NFPA 13 and would require a fire department connection. This connection is also required under 780 CMR (Mass . Building Code) Section 1004 . Water Sprinkler Systems. The fire department connections are also required on the standpipe systems required for this building. some of those standpipes were installed and some were not. Most, if not all , were never completed_ These standpipes -must No installed in accordance with 780 CNR 1012 standpipe Systems. The fire department will work in conjunction with your contractor to insure that the- proper adapters and threads are installed on these devices. 5g. The field stone building has a fire sprinkler system in in and the system must be maintained in a ready condition. changes in use of the building will require fire department review for required fire protection systems and alarm systems. Yalu stated that this building is temporarily intended to be utilized as a storage and maintenance building for the complex. Fire protection and alarm systems will be in compliance with Mass. General Law Chapter 148, 527 C R Fire Prevention Regulations, 780 CMR the State Building Code and the ,americans with Disabilities Act (AD ) for the use to which it is utilized. 5h. The existing fire alarm box, located on the old mill shall be removed. The pedestal fire alarm box for the courtyard was never installed and need not be installed. A new fire alarm box and remote annunciator shell was installed at the far right corner of the existing old mill . This fire alarm box and remote annunciator shall service all the fire alarm devices in the residential complex. The main fire alarm control panel for the complex shall be located in the stairwell adjacent to the fire alarm Lox. S. The majority of the fire alarm system components have Loen installed but are not working. These need to be inspected, tested and be in compliance with Mass. General Law Chapter 148 Section 26 S and Section 26 D, 527 CMR 24, 780 CMR 1017 , 1018 and the ADA. The fire department will work with the selected fire alarm contractor in attaining compliance with these systems . Items 6a through 6d are still applicable, and are part of the requir8ments stated in the laws and regulations above. 7, The -fire alarm control panel, as stated in 5h above, shall be located . B . A water flow alarm for each k@rinkler system shall be installed as stated in 5d. These alarms will not activate the master fire alarm box. The system protecting the storage area Shall have its flow Switch connected to the main control panel and the activation of that flow switch will trip the master fire alarm box- mbg fire department is eager t0 Work with you to complete this project while providing for the fire safety of the future rekidentn of the Town. if there any questions regarding this matter please contact -me. - William V. PTovide a plan for construction of adequate vehicular and pedestrian access to both Main Street and High Street . The plan should consider the potential future access to Sutton St . The plan should be based on. ona updated traffic study and should address our concerns regarding flow and site distance in the direction of and at the intersection with Main St. 2 . Connect the new watermain on the Osgood Mill site to the recently installed water main on the North Andover Mills property. Abandon aU unlined on site water mains to be used for domestic purposes . Hydrants should be installed, in accordance with sheet C-4 of the, 1987 plan, or as required by the Fire Department . 3 . Tne water installations must conform to 310 CM R 2222 regarding cross-connections . 1:11an,8 showing proposed installation of back. flow err ev8ntia,11 devices must be submitted to VE. P . for review and approval . 4 . The sewage pumping station and collection system should conforin to the appropriate regulations and specifications of the Division of Public Works . A sewer connection permit must be obtained from the Division of Water Pollution Control of the Mass Division of Environmental Page 2 . Protection , The existing Pumping station along Cochic£ewicE Brook should be £edisigned to reflect future Site use . 5 .
