Building Commissioner, l am of the opinion,pursuant to the Massachusetts State

maintained to insure the sir wtural integrity of the building.

The Petitioner genesis health Vcn(ures seeks approval from the North Andover
Planrung B oard to "raze" an existing a two story single-family residence situated on its
property located at 1803 Turnpike Street, North Andover, NIA. fn addition to the single
two-story structure, the site presently houses (he Sutton Hill Center a 142 heel 85,200
squaw foot nursing retirement center. The construction of the center was approved by
flit-Planning Board in 199 8 upon applicalian of the prior owner ADS Management, bic.
copy of the Planning Board's Notice of Decisiori is attached hereto. As a
condition to the approval by the PIanning Board it i nposed several conditions.
Speer rically, the decision states: "the existing house will be utilized as administrative
offices for the facility as indicated on the silt-plan belbre us. The-building is a stTuetere
ofhistoric interest and shall not be razed."
The PeAition now seeks an amendinent of that Order permitting it to raze the
existing structure. The existing house in a complete state of disrepair and represents a
safety hazard, ltj�,pectors believe the propeify contains asbestos and is a fire,hazard as it
remains in a highly friable state. The heating and plumb]ng systems have been totally
removed and wood structural members are in question. There is also evidence of bird
and rodents living in the building. Any potential use of this structure would require a
total gutting of the interior. Moreover, existing structural framing could not support the,
use as a commercial application. Estimates for major structural reconstruction total
approximately $500,000.00,
In contrast to the,Planning Board Statement to 1988, the Petitioner could find no
evidence. that the building holds historzc iiaterest. The property is not listed in Lb

Historical Society, we have found no evidence that the building is found to have historic
interest. While it may Have minimal historic interest, it does not have hisloiical value,
The Hi8Eorical Soeie€y has indicated it would he interested only in preservilig a record of
the home by the taking of pictures. —
Basest on the above, there appears no viable alternative other than to raze the
st wture. The Building is hi a complete state of di,,repair and demands iMMediate
attention due to the potential safety hazard. Fuitherniore, it appears to be Sao evidence to
support that the buiUng is oChistorical interest. Therefore, the Petitioner requests the
Board amend its prior order and allow the structure to be raved.
