The Petitioner and currcnt awner, e t-,sis Health Vemtures seeks a modification
of the 1988 order of the North Aiidover Planning Board to allow it to "raze" an existing a
two story structure situated on its property located at 1803 Tu npike Street, North
Andover, MA. In addition to the single two-story Structure, the site presently houses the
Salon H.i1I emler a 142 bed 85,200 square foot nurs i ng retireirnent center. The
construction of the center was approved by an order of the Planning Board in 1989 upon
application of the pi-iox owner ADS Management, Inc.
As indicated. the Planning Board in)JIUSe'd several restrictions oil the approval.
Speci fi cal ly, the order steles: "tile existing house will be utilized as administrative
offices fait the facility as ilidicated oil the site plain before us. The building is a stnicture
of historic interest and shall not be razed."
The Pelitioner seeks a mo dificalion of that Order to allow it to `raze' the existing
house. Tht Petitioner took ownership of[lit! property Fit 1992. Unfortunately the prior
applicant and owner simply allowed the house to sit and rot for many years. it is 11♦ w a
complete skate ofdisyepair grid constitntes a safety hazard. The inspection Department
has provided several notices lei tha effect. Town iilspi-,etor;} also believe the property
contains asbestos acid is a fire hazard as it remains in a liigdlly friable state. The healing
and phinfl)ing systems have been eomplelely removed and the strength of lfte wand
structural mepibers is in serious doubt. There is also evidence of bird and rodelrt
iufbs tali orl. Any pi-oposed use of this structure would requil:e a complete gutting of 01e
ii7terior and exterior. Moreover, existing structural framing would not support use as a

In contrast to the Planning Board Statement to 1988, the Pctitiosier could not find
any evidence that the hniIding it; a-historic building- Although the structure was once

Prior to secking approval W raze lire stmc€uTe, the Petitioner went to great efforts
over the.past several ycars seeping potential viable alternatives. The Petitioner first
attenapted to work with (he Farnham farrrily with lire h(Tt!s ol'sobdividing (lie properly
and arranging a transfer to do so it workpd closely with Mr. Nicetk of the Building
Departinent and several prior Planners. You inay recall Y came, before you at an

After thoroughly exploring all options, there appears no viabie alternative other
than to raze: the structure. The Building is in a complete-state-ofdisrcpair and demands
immediate attention clue to flip,polemilial safety l'u ard. Furlherrrrore, it appears to be no
cvi€lcnec to support that the building is of historical interest. Thi irefbre, the petitioner
re quosts (lie Board modify its prior order and allow the structure to be razed.
