Dear fir. Long:
The North Andover Planning Board held a public hearing on
Tuesday evening, November 16, 1993 in the Senior Center behind the
Town Building upon the application of Rudolph sieve, 51 Baremeadow
Street, Methuen, requesting a special permit under Section 8 . 3 of
the North Andover Zoning Bylaw. The legal notice was published in
the Lawrence Eagle Tribune on November 1 and November 8 , 1993 and
all parties of interest were properly notified. The following
members were pre-sent; John Simon8 , Acting Chairman, Joseph
Mahoney, Clerk, and John Draper. Richard Nardella, Richard Rowen
and John Daghlian were absent.
The petitioner was requesting a special permit for the
construction of a 4, 000 sq. ft. building to be used as a restaurant
and deli.
Mr. Mahoney read the legal, notice to open the public hearing.
No quorum for Special Permit discussion.
On a motion by Mr. Draper, seconded by Mr. Mahoney, the Board
voted to continue the publio hearing to Noveraber 30th,.
On November 30, 1993 , the Planning Board held a regular
meeting. The following members were present; Richard Mardella,
Chairman, Joseph Mahoney, Clerk, Richard Rower and John Daghlian,
Associate Member. John Simons and John Draper were absent.
Mr. Thomas Neve, of Thomas E. Neve Associates, told the Board
that the plans before them were based on the 1993 Annual Town
Meeting. Mr. Reve gave the Board the following information:
- Hours of operation - 11 : 00 a.m. - 10: 00 p.m. weekdays
11: 00 a .m. - 11: 00 p.m. weekends
- located across from Treadwells
- proposed use "restaurant" - 4, 000 sq. ft. - one story
house type layout (100 seats) , traditional architecture
- detention pond designed to handle drainage from site
- sewerage and town water - through betterment assessment

A site visit is scheduled for Saturday, December 4 , 1993 at
8 : 00 a.m.
FAA sub-mittal -must have all permits in hared. Construction
March 1994 .
On a Motion by Mr. Mahoney, seconded by Mr. Rowen, the Board
voted to continue the hearing to December 7, 1993 .
On December 7, 1993 the Planning Board held a regular meeting.
The following menbers were present: Richard Nardella, Chairman,
Joseph Mahoney, Clerk, Richard Rowen and John Daghlian. John
Simons and Jahn Draper were absent.
Mr. James Bourgeois told the Board that after meeting on-site
with then, he mare the building smaller and added a basement area
for the freezer. The building will be 5 feet shorter with, more
maneuverability in the parking lot. The basement is not included
in the parking calculations.
Mr. Rowen asked that the Board write a letter to the Zoning
Board of Appeals supporting small parking spaces .
Mr. Bourgeois requested that the Board close the public
hearing and send affirmative letter to the Zoning Board of Appeals.
Mr. Daghlian asked that the guard rail be extended at the
entrance and go across bridge over wetlands .
Mr. Nardella told the applicant that the dumpster will be
er�closec�.
Mr. Bourgeois told the Board that there Mould be a lighted
sign at the entrance, reviewed by the Building Inspector.
Mr. Nardella discussed limiting hours of operation.

The Board did not s@@ the need for limiting the hours of
operation. Liquor license would limit hours of operation.
On a motion b7 Mr. Mahoney, Seconded by Mr. 20wen. the Board
voted to close the public hearing.
The planning Board endorses use cf basement for stgrage and
tef£i■e£ation only This will be added to tE@ decision.
On a 'motion by Mr. Rowen, seconded by K£. Mahoney, the Board
voted to approve the Site Plan Review for 1070 Osgood Street as
noted and amended.
Attached are those conditions the Board voted.

Site Plan Review - Special Permit
The Planning Board herein approves the Special Permit/Site Plan
Review for the construction of a 3650 SF building for use as a
restaurant and deli in a B-2 District. 'his Special Permit was
requested ) y Rudolph Neve, 51 Baremeadow Street, Methuen, MA
01844 on October 29 , 1993 . The Planning Board makes the
following findings as required by the Zoning Bylaw Section 8 . 3
and 10. 3 :
FINDINGS OF FACT
I. The proposed use and site design for this lot are
appropriate, as the site is zoned for business;
. Adequate vehicular and pedestrian access into the surrounding
site has been provided with the adherence to the approved
plans;
3 . The landscaping }plan as shown does not meet the
require%eats of section 8 . 4 of the Zoning Bylaw, however,
the applicant is required to obtain a variance farm this
Section prior to endorsement of the plans by the Planning
Board, The Board is in support of this variance as the site
abuts wetland areas and woods. There are no close abutters.
4 . The site drainage system is designed in accordance with the
Town Bylaw requirements ;
5 . The applicant has stet the requirements of the Town for Site
Plan Review as stated in Section 8 . 3 of the Zoning Bylaw;
6 . Adequate and appropriate facilities will be provided for the
proper operation, of the proposed use.
Finally, the Planning Board finds that this project generally
complies with the Town of North Andover Zoning Bylaw requirements
as Listed in section 8. 35 but requires conditions in order to be
fully in compliance.
Therefore, in order to fully comply with the approval necessary
to construct the facility as specified in the Site Plan Review
application before us, the Planning Board hereby grants an
approval to the applicant provided the following conditions are
met:
SPECIAL CONDITIONS:
1 . Prior to the endorsement of the plans by the Planning Board
the applicant shall adhere to the following:

a. a bond in the amount of $5, Ooo (five thousand dollars)
shall be posted for the purpose of insuring that a
finalAs-Built plan showing location of all on site
utilities, structures, curb cuts, parking spaces and
drainage facilities be submitted. This bond shall be in
the form of a check made out to the Town Of North
Andover. This 6heck will then he deposited into an
interest bearing escrow account.
b. The applicant must have received a variance from the
Zoning Board of Appeals from Section 8 . 1 and 8 . 4 of the
Zoning Bylaw concerning parking space size and the size
of the landscape strip alonq the edge of the property.
. Prior to FORM TJ verification (Building Permit issuance) :
a. This decision shall be recorded at the Essex North
Registry of Deeds and a recorded copy delivered to the
Planning Staff.
b. The applicant shall place erosion control measures on
site as directed by the Town Planner.
C. The North Andover Division of Public Works shall
approve all plans. Any changes to the plans approved by
the Planning Board shall be reviewed by the Town
Planner. Any changes which the Town Planner may deem as
major shall be approved by the Planning Board.
d. The applicant must have received FAA approval for this
project and proof of approval must be submitted to the
Planning Staff for the file.
3 . Prior to verification of the Certificate of occupancy:
a. The site shall he reviewed by the Planning Staff. Any
screening as may be reasonably required by the Planning
Staff and/or Tree Warden will be added at the
applicant 's expense.
b. A final as-built showing the location of all on site
utilities, structures, curb cuts, parking spaces and
drainage facilities must be submitted to and approved
by the Division of Public Works.
C. All artificial lighting used to illuminate the site
shall be approved by the Planning Staff. All lighting
shall have underground wiring and shall be so arranged
that all direct rays from such lighting falls entirely
within the site and shall he shielded or recessed so as
not to shine upon abutting properties or streets. The

site shall be reviewed by the Planning Staff. Any
changes to the approved lighting plan as may be
reasonably rewired by the Planning Staff shall be
made at the cwnerE5 expense.
4 . The Planning Board supports the construction of a stall
(1850 � sf) basement ' area to be used for storage and
refrigeration only. The construction of a basement will
allow the applicant to make the building smaller therp-by
increasing the area available for delivery trucks.
5 . Any Plants, Trees or Sbrubs that have been incorporated
into the Landscape Plant approved in this decision, that die
within one year from the date of planting shall be
replaced by the owner.
6 . The contractor shall contact Dig Safe at least 72 hours
prior to commencing any excavation.
7 . Gas , Telephone, Cable and Electric utilities shall be
installed as specifiers by the respective utility companies.
8 . All catch basins sell be protected and Maintained with hay
bales to prevent siltation into the drain lines during
construction.
9 . No open burning sell be done except as is permitted during
burning season under the Fire Departzent regulations.
10. No underground fuel storage shall be installed except as may
be allowed by Town Regulations.
11. All signs within the project shall be of wood or stone, with
uniform lettering and design. The signs shall in no way be
interior illuminated (Neon or ether means) . All signs for
this project rust be reviewed by the Planning Board.
12 . No mechanical devices (ie: HVAC, vents, etc. . . ) which may be
visible from any surrounding roadways shall be placed on the
roof.
13 . The provisions of this conditional approval shall apply to
and be binding upon the applicant, its employees and all
successors and assigns in interest or control.
14. Any action by a Town Board, Corimission, or Department which
requires changes in the plan or design of the building a�;
presented to the Planning Board, may be subject to
modification by the Planning Board.
15 . Any revisions to a development that has secured site plan
approval shall be submitted to the Town Planner for review.

If these revisions are deemed substantial, the applicant
must s #mit revised glans to the Planning Board for
approval.
16. This Special Permit approval shall be deemed to havc lapsed
after (two years for the date permit granted) unless
sbstantial use or construction has commenced.

SPECIAL PROVISIONS
Traffic Signal Reconstruction
Osgood Street (Rte. 125 ) at Great Pond Road (Rte. 133 )
North Andover, Massachusetts
SCOPE OF WORK
Work under this contract involves modification of an existing
traffic control signal and the installation of traffic signs .
Signal modification is to provide for control of a new driveway on
the northerly side of the intersection. It includes the addition
of signal heads, a pull box and handhole, conduit, signal cable
installation, a ' signal post, the installation of traffic signs and
supports, a loop detector and relocation of a mast arn.
A plan illustrating the proposed worm is included in these Special
Provisions.
Work under this Contract. shall be pain for at the contract unit
price bid, which price and payment shall constitute full compensa-
tion for all material, labor, equipmentt etc. , required for the
satisfactory completion and acceptance of works in accordance with
the Plans, the 1973 edition of the Commonwealth of Massachusetts
De artment of Public Works (MDPW) Standard Specifications for
Highways and Bridges, t e 1918 Mani.�al on Uni.fox-m Traff c Control
Devices , the Special. Provisions, amendments to the Standard
Specifications, and the MDPW current traffic signal, sign and
pavement marking standards.
All signal and sign related work required for the completion of
work in accordance with the Plan and Special Provisions shall be
completed by
COOPERATION OF THE CONTRACTOR
The Contractor's attention is directed to the fact that the agents
of various public service agencies and/or municipal departments and
contractors may be entering on this work site to remove existing
facilities and to construct or place new facilities or to make
alterations in existing facilities.
The Contractor shall do his work in cooperation with the several
agencies so as to cause the least intarberence with the afore-
mentioned agencies and shall have no claim for delay which may be
due , or result, from said work of these agents. This is in
accordance with the stipulations of Section 5.05 and 5.06.

The ri;js of all utility manholes and boxes shall be set to conform
to the required grades and the Contractor shall see that all such
setting or resetting is stibstantially and accurately done in con-
formity with the new grades, whether such setting or resetting is
clone by hire or by companies owning and controlling the same , and he
shall notify the Engineer of any negligence on the part of the
owners of utilities to perform their work promptly.
INSPECTION
The Contractor is advised that the massachusetts Department of
Public Works District 5 office in Danvers must be provided with a
schedule of operations. The MDPW may be ors-site to inspect
procedures and give directions at various times during the
installation of signal equipment. The District Highway Engineer
shall be notified in writing a minimum of seven days in advance of
the actual start of construction and verbally 72 hours prior to the
Start of construction.
NOTICE TO OWNERS OF UTILITIES (Supplementing Subsection 7. 13,
"Protection and Restoration of property" )
Written notice shall be given by the Contractor to all plublic
service corporations or officials owning or having charge of
publicly or privately owned utilities of his intention to commence
operations affecting such utilities one week in advance of the
commencement of such operations. The Contractor shall, at the same
time , file a copy of such notice with the Engineer. * In addition ,
verbal notice shall be given to utility companies 72 hours prior to
any work near or involving utility lines.

The Contractorls attention is directed to the location of utilities
1n thn existing roadways .

The Contractor, in constructing or installing facilities alongside
or near sanitary sewers, storm drains, water or gas pipes, electric
or telephone conduits, poles, sidewalks, walls or other structures
shall, at his expense , sustain them securely in place, cooperating
with the officers and agents of the various utility companies and
municipal departments which control them, so that the services of
these structures shall be maintained . Ede shall also be responsible
for the repair or replacement, at his own expense, of any damage to
such structures caused by his acts or neglect, and shall leave them
in the same condition as they existed prior to commencement of the
works. In case of damage to utilities, the Contractor shall promptly
notify the owner and shall, if requested by the Engineer, furnish
laborers to work temporarily under the owner's direction %n provid-
ing access to the utility. Pipes or other structures damaged by the
operation of the Contractor may be repaired by the MDPW oL- by the
utility company which suffers the loss. The cost of such repairs
shall be borne by the Contractor, without compensation therefor.
if, as the work progresses, it is found that any of the utility
structures are so placed as to render it imprauticable, in the
judgment of the Engineer, to do the work called for under this
Contract, the Contractor shall protect and maintain the services in
such utilities and structures and the Engineer will, as soon there-
after as it reasonably can, cause the position of the utilities to
be changed or take such other action as it deers suitable and
proper.
It live service connections are to be interrupted by excavations of
any kind, the Contractor shah not break the service until new
services are provided. Abandoned services shall be plugged off or
otherwise made secure.
Full compensatioa for furnishing all labor, materials, tools,
equipment and incidentals for doing all the work involved in
protecting or repairing property as specified in this section,
shall be considered as included in the prices paid for the various
contract items of work and no additional compansation will be
allowed therefor.
INSPECTION OF WORK (Supplementing Subsection 5. 09)
For the purpose of observing work that affects their respective
properties, inspectors for the municipality, public agencies, and
the utility companies shall be permitted access to the works, but
all official orders and directives to the Contractor will be issued
by the Engineer.
PEP,MITS AND LICENSES (Supplementing Subsection 7.03 )
The Contractor shall procure all required permits, licenses and -
insurance, pay all charges, fees and taxes and shall give all

notices necessary and incidental to the due and lawful prosecution
of the work under this Contract . The permitting agencies under this
Contract include the KDPW and the Town of North Andover. Immedi -
ately after execution of a contract, the Contractor will confer with
those agencies to procure the necessary perm is . The cost thereof
shall be included in the prices bid for the various items listed in
the propasal . Copies of all required permits and licenses shall be
filed with the Engineer prior to the beginning of work .
INSURANCE REOUIREMENTS (Supplementing Section 7. 05 )
The limits for the several types of liability insurance required on
the Contract , in addition to insurance for Workmen ' s Compensation
and Traffic Police, shall be as follows:

PUBLIC SAFETY AND CONVENIENCE (Supplementing Subsection 7.09)
The Contractor shall without additional compensation be required to
provide safe and convenient access tv all abutters during the
prosecution of the work . Necessary access for fire apparatus and
other emergency vehicles shall be maintained at all times .
Trenches shall not be excavated in traveled ways until all materials
and equipment required for such work are at the site and available
for immediate ease. When work is not in progress, trendies in areas
subject to public travel shall be covered with steel plates capable
of safely sustaining a 20-tore truckload with impact without addi-
tional compensation . The work in each trench shall be practically
continuous, with the placing of electrical -conduit or pipe , back-
filling aad patching of the surface closely following each preceding
operation. Payment for steel plates will be included under the
unit bid price per linear foot for each respective conduit or pipe
item, regardless of width of trench.
Since the work on this project will be performed on a heavily
traveled roadway, the Contractor shall take every measure necessary
for the protection of pei7sonnel and property.
PROVISIONS FOR TRAVEL AND PROSECUTION OF THE WORK
Before starting any work under this Contract, the Contractor shall
submit a Schedule of Operations as provided in Section 8.02. The
work schedule shall include a plan of this construction procedures

and the safety measures he will use during the prosecution of the
work as set forth in Section 850 of the Standard Specifications for
Highways and Bridges.
The Contractor shall coordinate his work with the work to be done
by otter Contractors on the site, public utilities or other
agencies, and he shall so schedule his operations as to Qause the
least interruption to the normal flow of traffic. Roadways under
construction shall remain open. to traffic at all times during the
period of time required for the completzvn of the work.
Attention is further directed to the following provisions:
1 . All work associated with the installation of new signal cable,
relocation of the mast arm, controller modifications, etc.
requiring the shutdown of signals or the provision of flashing
operation shall he completed only between 9 A.M. and 3: 30 P.M.
Monday through Friday or anytime Saturday or Sunday.
2. When signals are placed in flashing operation (or shut down)
police officer control will be required . Provisions for costs
of police officers are included in the hid items. ( Item 999) .
3 . Work associated with the installation of loop detectors shall
be coordinated with the site Coiitractor .
Particular cage should be taken to establish and maintain methods
and procedures which will not create unnecessary or unusual hazards
to pudic safety. The placement of necessary devices will be for
daily work periods and shall be removed after the completion of
work operations. Signs having ntcf�;sages that are irrelevant to
normal traffic conditions will be removed or properly covered at
the end of each work period. Signs are to be kept clean at all
times and legends shall be distinctive and unmarred.
DISPOSAL OF SURPLUS EXCAVATED MATERIALS
All surplus Materials resulting from excavation and not needed for
use on the project, as determined by the Engineer, shad be disposed
of by the Contractor outside and away from the limits of the
project . Payment for this work shall be included in the unit price
under the applicable item from which the Material was obtained.
Disposal of Materials shall be in accordance with applicable local ,
state and federal regulations.
INDUSTRY CODES AND STANDARDS (Supplementing Section 815. 20 )
It shall be a requirement of this contract that any installation
of wiring done by the Contractor in the construction of these
signals will not be permitted unless. installed by licensed
electricians.

ITEM 816. 01 TRAFFIC SIGNAL RECONSTRUCTION. LUMP sum
Under this item, the Contractor shall furnish and install new, and
modify, replace or reset existing components of a Type 2 Traffic
Control Signal at the subject intersection. All work shall be
completed in accordance with the relevant provision of Section 800,
Included under this item will be installation of two new signal
heads {ore to be combined with an existing signal indication on are
existing pole } ; loop detectors, a pull box, a handhole, and
conduit, the relocation of an existing mast arm and pole and
attached signal heads to a new mast arm foundation, removal of the
existing foundation, installation of a new traffic signal post
( 10 ' ) , installation of crew traffic signal oable and revisions to
existing controller cirouitry. Also included as part of this item
is the installation of new regulatory signs and sign supports .

within these Special Provisions .

box location in the new driveway area shall conform with the M DPW
Standard EHH as illustrated in these Special Provisions .
Wire Loop Vehicle Detectors (Supplementing Subsection 815. 4 C)
A single channel, call delay ( adjustable 0 to 30 seconds) detectors
shall be furnished for this project subject to the provisions of
Section 815. 21.
The detector shall be so. constructed that, except for a sr-rewdriver,
no tools or external test equipment shall be required to tune it or
to adjust it. The detector shall be so designed that it will
thereafter keep itself in tune under normal operation conditions .
A detector which requires any retuning will he deemed to fail this
requirement.
The detector shall be so designed that it functions accurately with
electrical leads from the pavemoat loops to the amplifier or
electronic equipment of up to 700 feet,
The detector shall be so designed as to tolerate line voltage
changes of +10 percent without affecting the accuracy of detection.
Detectors shall operate jr, compliance with all performance
specifications when connected to an inductance ( loop plus lead in)
}paving any value within the range of 50 to 600 micro-henries with
Q parameters as low as 5 at the detector operating frequency. The
snit shall render reliable detection when a conductive metallic
mass causes at least 0.05 percent change in inductance.
The Bidder shall include iri his bid under the appropriate item{s }
the cost of providing and installing any components, connections
and auxiliary equipment, if any, to build a complete, functioning
detector, and to perform fine tuning and megger testing of the
detector In the presence of the Engineer following completion of
the entire traffic control signal system at each intersection.

Installation of Aire - LooI3 - Sensor and Shielded Lead-In Cable
a. Loop Wire
Shall be composed of a 14 A G 19 strand conductor insulated by
a polyvinyl chloride compound. The insulated conductor shall
be completely enclosed ire a nylon jacket. The wire shall be
loosely encased in a tube of either polyvinyl chloride or
polyethylene compound (IMSA Spec. No. 51-5 ) .
b. Shielded Lead-in Cable
Shall be 14 AWf stranded copper twisted pair wire, 100 percent
shield jacketed (MDPW-qM 8. J 6. 11 ) or a manufacturer 's recommended
lead-in cable to allow two independent channel operation in a
single cable .
C . Splice and Connections
Shall be Made with approved terminals or connectors applied
with a crimping tool (MDPW-813 . 60t 815. 64 ) .
d . Soldering
All wire loop sensor shielded lead-in splices and connections
shall be soldered using 60 percent tin 40 percent lead rosiri-
care electronic solder meeting the requirements of Federal
Specification QO-571D (MDPW-815. 4 ) .
e . �S!21icin Trisulator
Shall be heat-shrinkable, black homogenous tubing made of
thermally stabilized polyolefin to b4c used in conjunction with
electrical insulation putty. The tubing shall have a factory
applied sealant on the entire inside surface of the tubing .
The electrical insulation putty shall be capable of sealing out
moisture in Multi-conductor cable connections.
f. Sawcut Sealant
Any approved one (1 ) component thixotropic or two ( 2 ) component
po.l.yester system, applied by nozzle inserted directly into
sawcut slot .

h. Installation Requirements
Before any sawcutting is performed, all material, equipment and
personnel shall be at the site. Barricades, and warning signs
must be deployed to protect the workers and the traveling public
as required.
The locations of each loop sensor shall be marked on the pave-
ment, using the Contract Drawings, and approved by the Engineer.
A power saw equipped with a diamond blade shall be used to cut
a slot in the pavement. The saw must be equipped with a depth
gauge and horizontal guide to assure proper depth and alignment
of the slot.
The diamond blades to be utilized for the sawcut shall provide
a clean, well-defined 5 16-itch wide sawcut without damage to
adjacent areas . The sawcut depth shall be one inch if installed
in the binder course and at least ( 2) two inches if placed in
the surface course. A 1-1/4-inch diameter drilled hole shall
be A each intersection of sawcuts to prevent sharp bends in the
loop wire. All cuts, including the drilled holes where wire is
to be installed, shall be of the same depth.
Filtered compressed air shall be used to remove all dust and
moisture from the 5 l6-inch slat, Sand or other moisture
absorbing materials shall not be used in the slot, if this
slot is damp, do not, proceed with the installation until the
slot is dry.
The loop sensor wire must be installed, without damage to the
wire or its insulationw starting at the pulibax around the loop
for the specified turns and then back to the pullbox. The
sensor wire shall be laid in the slat so that there are no
kinks or curls and no stretching of the insulation, and shall
be installed as far down iri the slot as possible. A plant
object, similar to a wooden paint stirrer, should be used to
seat the loop sensor wire. in ao case shall a screwdriver or
other sharp tool be used for this purpose . The pair of loop
sensor wires, between the edge of loop and the splice to the
shielded lead-in cable in the pullbox shall he twisted together
to provide at least five turns per foot.
A 3/4-inch liquid, tight flexible metallic conduit, with an
approved insulation bushing at each end, shall be installed
between the edge of pavement and the pullbox to house the loop
sensor wires (twisted pair s] ) . This conduit shall slope
toward the pullbox to permit water to drain into the pullbox.

j . SDlice and Connection
In the pcllbox nearest the roadway loop sensor each lead and
lead-in conductor shall be stripped bark and spliced using a
pressure type wire connector applied with a crimping tool ,
together with multiple loop sensor wires as required for th,e
pa,rtir,ular installation. - Multiple loop sensors shall be
identified (colored tape or fifer tags ) at each location where
more than one (1 ) loop sensor occupies a pullbox. The lead-in
splicing shall be staggered to prevent contact with each other.
Each crimped splice shall be soldered and insulated, the
insulation material shall be heat-sb rinkable polyolefin. The
shielded lead-in cable outer jacket and shield shall he
stripped back sufficiently to ensure that the shield cannot
come into contact with the splices. The entire area shall be
leveled using electric insulating putty and tnen covered with a
thick wall, interior sealant coated, Meat shrinkable tubing .
The tubing small extend at least 2 inches beyond splices in both
directions before shrinking the tubing. The tubing shall be
shrunk with a heat source, designed for the purpose, delivering
at least 250 degrees F ( 121 degrees C) until the tubing sealant
protrudes out both ends and is apparent completely surrounding
both the lead-in. cable and the loop sensor ends.
The lead-is conduct.Crs shall be connected to the appropriate
terminals in the controller Cabinet, by using crimped and
soldered terminal ends.
kc. Testinq of Loops
The following test procedure shall be performed in the presence
of the Engineer before and after the loop sensor is sealed in
the pavement as detailed below. The cost of equipment , labor,
and materials to perform such testing and similar retesting
following repairs , replacement, or adjustment of any 6 tector
within the project area shall be included in the price Enid for
the Traffic Control Signal installation for that location.
After installation of wire loop sensors in the roadway and
installation of shielded lead-ire connecting the loop sensors to
the Controller cabinet , each loop sensor and lead-in combina-
tion shall be tested (at the controller cabinet, each loop
sensor and lead-ire combination shall be tested (at the
controller cabinet) for proper installation. The resistance
from lead to head of the same loop shall not exceed 3 ohms per
1,000 feet as measured by a high quality meter suitable for
measurements of low resistance .

A megohm meter test at 500 volts D.C. shall be made between the
two leads of a loop lead-tn combination temporarily spliced
together, but otherwise disconnected from all terminals, and
the zhield drain wire and then the earth ground connection.
'these resistances should be at least 100 megohms. The lowest
acceptable value stall be greater than 50 megohms under worst
case conditions.
A Megohm meter test at 500 volts D.C. shall be made between
lead-in shield and the earth ground rod. This resistance
should be at least 100 megohms. The lowest acceptable value
shall be greater than 50 megohms under worst case conditions .
If any loop sensor and lead--in combination fails to pass arty
one of the four tests, it shall be repaired and thin re--tested
on two occasions at least two weeks apart, and them stall pass
on each ire-test occasion. If the loop senso-r, lead-in contbirta-
tion does not pass all these re-tests, a new loop sensor land or
lead-in shall be installed, and shall pass these tests, at no
additional cast.
After the above tests have been satisfactorily completed, all
loop sensor shielded lead-in inductances shall be measured and
a written report of the results shall be filed with the
Engineer and a eopy stored with the "box prints" at the inter-
section along with a copy of the ground electrode, resistance
tests required by MDPW 813. 62B.
Attention is directed to paragraph 815. 64 of the 1973 Standard
Specifications, sections of which apply to these speci€ications .
1 . Diagrams and Manuals
Wiring and schematic diagrams, descriptive parts lists, and
instruction and maintenance manuals stall be provided for all
items furnished under these specifications. Tables, charts or
data for use in designing loops of -various sizes and configura-
tions, other than specified below, shall be provided. Two ( 2 )
complete sets of diagrams, manuals and pertinent infoz-mation
shall be furnished with each. contract,
m4 sealing of Wire Loop Sensors in Pavement
With special iron-metallic nozzle, insert nozzles into sawcut
down to level wires and extr}.rde sealant while moving the .
applicator and nozzle smoothly along the length of the loop
wire. Fill to the level 1 8--inch below the surface,
When using solvents for- clean-up, it is essential that proper
precaution for handling such material be observed.

Traffic Signs and Supports
All signs shall be fabricated with high intensity, encapsulated
leas reflective sheeting. Transparent red and blue and/or black
opaque paint ( ink ) may be used over high intensity encapsulated
leas reflective sheeting in accordance with the Provisions of
Section M9. 30. , "D. 2 Surface" of the Standard Specifications where
these colors are specified. '
Aluminum parcels shall be us4 td. Parcels shall he 0 . 08-inch thickness
alloy 6061-T6.
Sign posts shall be steel P-5 breakaway sign supports. Installation
shall be in conformance with current MDPW standards.
Conduit
All conduit installed as part of this project stall be three-inch
schedule 40 PVC: conduit conforming with KDPW ?Material Specifi -
cations . The Contractor should assume that up to 25 feet of
conduit will be required.
Basis of Payment
Payment for Reconsturction of this Traffic Control Signal will be
made on a lump sum basis to include all equipment and any work
necessary cr incidental to the reconstruction of the traffic control
signal installation. All materials, excavation, backfilling,
compaction, concrete foundations, conduit wiring and restoring
facilities destroyed or which are required to complete the traffic
control signal shall be considered as incidental to the construction
and be included in the Liimp Sum Contract price. Because this is
the only Contract Item all additional materials necessary to provide
signing as noted on the enclosed Plan, safety c)ntrols, and other
incidental items shall be included in the lump sure price.
ITEM R99 POLICE SERVICES LUMP SUM ALLOWANCE
Under this item. the Contractor shall furnish police services
required to guard the work and protect traffic on existing streets
which will be interfered with by his operations, where traffic is
maintained, the work shall be so conducted and guarded that there
will be at all times a safe passageway. Further requirements are
noted under Provisions for Travel and Prosecution of work contained
within these Special Provisions.

The Contractor shall provide such police officers as may be deemed
necessary by either the Engineer or the Town for the direction and
control of traffic entei:'ing , passing through and leaving the sites
of the worn. The police officers skull be obtained from the Town
of North Andover Police Department. The police officers shall, be
paid by the Contractor at the prevailing rate of wages established
for the regular police officers of the Town .
Police employed by the Contractor on a temporary basis are
cQnsidered . to be employees of the Contractor who shall issue W-2
"Statements of Earnings and TaxesWithheld" to the employees and
must submit copies thereof to the Massachusetts Department of
Taxation and Corporations in the usual manner prescribed by law .
Allowance for Police Services
A lump sum allowance of One Thousand Dollars ( $1 ,000. 00 ) for the
furnishing of police services has bean included in all bids. This
allowance is determined by multiplying the number of hours esti-
mated as necessary by the Engineer by the prevailing hourly rate of
wages established by the Town for such services . To reimburse the
Contractor for this expense, the Contractor must ,�;ebmit certified
copies of itemized bills of services rendered for review and
approval by the Engineer.
PaXment
The quantity paid €oi` under this item shall be the actual amount
paid by the Contractor to provide satisfactory police services as
stipulated and required. Any allowance for overhead shall be
considered to have been included for payment in the prices
stipulated in other numbered items of the Proposal .
