Construction of a facility to house the special education preschool programs will free up critically needed elementary classroom space and relieve some overcrowding in North Andover's elementary schools. Why do we have a pr schoul prugra,n? The Fcdcral individuals with Disabilities Education Act IDEA and MGL Ch. 71B require public schools to educate all special needs students ago through 22 and to develop and implement Individual Education Plans 1EPs for each student. An MP is a legally Finding document which identifies instruction and services necessary for a student to access the curriculum, The IEP also ineludes a pIaceXnent consent form identifying the location where services will be provided. To comply with the rEPS of our three to five year old population North Andover operates the forth Andover Preschool CUB.5 program. This program integrates moderate special needs students with typically developing students. DOE mandates that each class has no more than fifteen students and a student ratio of4 % special education to 5 1% typically developing students. e also provide a substmitially separate program for students with severe needs. These classrooms can accommodate up to seven students and serve children who are integrated into the general school population for less than 40 percent of their school day. Both our preschool and elementary school programs include s bstautially separate classrooms for children diagnosed with Pervasive Developmental Delay (spectrum which includes Asperger thm Autism) and substantially separate classrooms for inedi ally fiagile children (Cerebral Palsy and other significant. developmental disorders requiring tracheotomies, feeding tubes, seizure precautions and medications). The need for special education classroom space is a fairly new problem. The 2001 l astur FaeiIities Planning Committee first broached the need to identity space for North Andover's federally mandated preschool program. Twenty years ago we had fewer special education students in our system and most were placed out of district. We carp no longer afford this option. While providing services in-district is less costly than out-of-district tuition, we struggle to find classroom space for our growing special education Population. I Conclusion: in conelusion, construction will allow the School system to: • fleet. Special Education Mandates in the inost effective and cast efficient way • Provide per ,anent Borne for our preschool special education program, enabling gas to be eligible for state grants and national accreditation. • Small scale redistricting will be made possible to help relieve some elementary school overcrowding Continuing providing full-day kindergarten option • Provide time needed to develop master plan to address the long-term space needs of the district. Project Description: The proposed project consists of a one story,modular building unit connected together with a total square footage of approximately 13,000 SF', ,paved play area, driveway with handicap and visitor parking, and 52 parking spaces for staff` acid visitors. My question to you is a bit difi-eren1. Based on the language in the law that i have highlighted, whet is the process we follow to insure that the School Committee does these things? In the past, the School Comrnlitte4� has always come forward for site plan review(e.g_ High School, Middle School, Thompson, SaNeant, etc_); and Merrimack and Brooks have always come forward. The reason € ask is that there are drainage, traffic and other siting issues rnkated to this project.
