At the regularly scheduled Planning Board moUing cut April 20, 2004, the Pldmbig Beard voted unaninmusly to
grant a waiver from tN,,require€nerAts of Section 8.3 of the North Andover "Zoning Bylaw for your proposed y
busincss located at 56-58 Water Street. The business will consist of a small rating establishincnt modeled as a
"lea ro=7 serving non-akdiolic beverages al.4ang with various tee sandwiches and pastries. The business will
generate the need for more than 5 parking spaces, however, given the availability of public parking lacated along
Watcr Strcet, the Board voted unaninw>usly to grant a waiver from the Site Plan "Idreulmts,

It is our inteni to open a sinall cating establisimient niodleled. as a"tea roo,ni", serving
non-alcoholic beverages along, with various tea sandwiches and pastrics. Small gift items
will also be available for sale on the Prernises. It is expected that, the sto,r&ont pt',)rtion of
the property will contain.no more than eight tables, with most of the tables
accornmodating only two patrons. This space was formerly used as a bakcry and retail
e-slablishm-ent ("Rosic's Cakes &More"),,, where cakes were baked on the premises and
sold to custoiners.
We anticipate that the back portion ofthe property will be used. as as kitchen and finii(ed
private function area, to host small birthday tea partics, bridal showers., etc. This 1)oi.tion
of the prol.)erty is currently heing used, as offlice space,
I anticipate the establishment will open at 1 1:30a.m. and close at 5:00p.M, live days per

On February 23, 2004, 1 spoke with Father Keyes, Pastor of St. Michaels, Church, who
indicated that lie had no oh�jection to our potcntfid. patrons,parking in the Church's
parking lot, which is located nearby.,
