proposed Placement of satellite receiver antemz. The satellite receiver antenna will he located on
an existin p lattice structure located at 9Salem Street (Fire Station ). The purpose of the antenna
is to provide sufficient coverage area around the Old Town Venter nor-Fire Stations 2. The
specific site is are apPropriaate location for the project as it is 13einlg co-located on a existing
wireless tocation. The antennae will not extend n rc than ten.(10) feet abOvc the existing
rooflitle of the Fire Station 2 and will not emit any radiofrequencey radiation as stated in yoUr

Application Conference. As the fire chief I am applicant and I ain responsible for the,building and all
equipment owned by the&parhncnt under Mass. General f.a Chapter 48 Section 42 (copy attached).

Firefighters Equipment Grant program tbroogh the Executive Office of Public Safety of till-,State.
The North Andover Tire Departmem changed from a low band radio frequency in 1992. At that time N,
deparfinent had requested to go to a high band frequency in the,400 band but was told to go to die 800
band. Since that time the dpartmeent has been upgrad i ng the system equipment and coverage arms as the
Town has gruwn to cover dead spots. The department has been advised by the FCC,which directed them
to a certain 800-band frequenty that we will need to relocate on the hand as a result of a mu Iti-bi 11 ion
dollar sciflernent.with Nextel relative to 800-band interference between private and public cntitj+ . The
department does not now knuw what aft relocation to the new bandwidth will have on the,coverage
ar
ea. 'I'he fire chief is currently working I hrough the real local ion process with the FCC, which includes
reimbursable cosis for this reallocation,
In 1998 the department ruceived im formal notice of license on the SOD-band firtqueney with a base
transmitter located on W6r Hill. Due to problems with nruainl enance of the base radio on this site and the
ava i labi I ity of public safety space on the Hialt Hill, Andover Tower, The fire department relocated its base
to Holt 1-1 il I and was granted a license for this 3 itc in February 2004. The department has previously
rNuesled and been granted permission from the 111a nn i np, Board to locate a satellite receiver to increase
"talk back"coverage in Harold Parker/M idd kti'm area by placing a similar receiver on the roof of Sutton
1.1 i I I Nursing home. The antenna is motinted on the outside and the equipment is in a soCcuLd floor stmge

talk back problems that w—would experience from this site. There is also a copy of the talk back
coverage map, in which the darker areas are the areas where we would experience poor talk back
coverage. You will note that the dead spot in the old center are can be seen on this rmnanp,
I am prepared to dis,euiss all aspects liar submittal but would like to focus on the following hears for the
pre-application conference.

Dear ChiefDolan:
The enclosed coverage snaps are for Holt Hill, and dernonstrate what the portable
talk back coverage would be from this site. While this may not be the site to relocate the
existing repeater to, this may be an excellent site for the satellite receiver- It favors the
Andover side of the coverage as opposed to the Lawrence side, to either case, it gives
you a good idea of what could be expected from this site. The second (green) map is
what tjie talkout coverage from a repeater at this site would include. Upon my return
from vacation on April 11 th, r will al to discuss this will,you further.
In the meantime, you should have received a new MTS2000 portable s'adio With
charger and accessories. This unit is to replace the older unit whirl, was in the service
stop several times for the saute problem. This unit is different from the others, and will be
the replacement portable as we go forward. With [lie number of spares you have, we do
not anticipate your ordering in [lie near future- However, you may wish,to utilize the new
portable yourscif. Interstate Communications will send the old portable back for you. We
have spoken to Kate about this.

Chapter 4 : Section 42 ustahliishmelmt; appolntment of litre chief; compensation; removal;
powers and ditties
Section 4 _ Towns accepting the provision& of this section and sections forty-three and fortyfout',
or which have accepted comsponding provisions of earlier laws may establish as fire depadmentto
be under the control of an officer to be known as the chief of the fire department. The chief shall be
appoi wed by the selectmen, and shall receive such salary as the selectmen rimy from tune to time
determine, not exceeding in the aggregate the amount annually appropriated therefor_ Ile may be
removed for cause by the selectaitn at any time after a hearing. IYc shall have charge of
extinguishing fires in the town and the protection of life and property in case of fire.He shall
purchase subject to the approval of the selectmen and keep in repair all property and apparatus used
for and by the fire department_ He shall have and exercise all the powers and discbarge all the
duties conferred or imposed by statute upon engineers in towns except as herein provided, and siyalI
appoint a deputy chief and such officers and firemen as he may think necessary, and may remove
the saute at any time for cause and after a]tearing. He shall have full and absolute authority in the
adm nist£ation of the department, shall make all €tiles and regulations for its operation, shall report
to the selectmen from time to time as they may require, and shall annually report to fhe town the
condition of the department with his recommendations thereon; he shall fix the compensation of the
permanent and call members of the fire department subject to the approval ofthe selectmen . In the
expenditure of money the chief shall Ise subject to such further limitations as the town may from
time to time prescribe_ The appointment of the chief of the fire depanment is arty town or district
having a population of five thousand or less may be for a period of three years_
