Re: Application for Site Plan Waiver for 73 Main Street
Dear Ids. Parrino:
We currently run a seasonal ice cream stand in North Reading, and are
interested in leasing the storefront at 73 Ruin Street, North Andover in order to
open an ice cream parlor which can serve as a more permanent location for
our business. We are wfiting to request time at the April 611 meeting of the
Planning Board to informally discuss our puns with the board, and to understand
the requirements we would need to fulfill to obtain approval for our business
plans.
s I understand the process, we'd be applying for a Site Plan Waiver, asking for
approval of our business plans without the need for the preparation of a full site
plan. We feel that this is appropriate, as we de not believe that our intended
operation will impact town services in a way significantly different than other
businesses which previously occupied the space.
The immediately previous tenant operated an appliance repair shop, with
customers utilizing street parking. As the store was only open during the
daytime, these customers were competing for spaces with other neighboring
businesses, Other neighboring businesses operate food service establishments,
which differ from our intended use only in their hours of busiest operation.
We understand the concerns of the board regarding businesses that may attract
added competition for the available street parking spaces. We feel that an ice
cream parlor Is an Ideal fit for a situation such as this, as the majority of our
business is gene after 6pm on weeknights or during the weekends, when most
neighboring businesses are closed. We also believe that the continuing addition
of small storefronts such as ours, the candy stare, the toy store, will create a
zone that encourages more foot traffic than currently exists in the downtown.
e have received and reviewed the March 2003 report entitled Downtown
Design Recommendations commissioned by the Community Development and
Services Department. We feel strongly that our vision for a clean, friendly
neighborhood ice cream parlor lends itself exactly as the type of local business
described in that report. We look forward to working with the planning board to
choose storefront si9nage and paint colors that w!II convey the character that
North Andover is looking to achieve in its downtown.
The building housing our targeted storefront was one of the locations analyzed in
the report. The owner of the building, Paul Dedoglou, has assured me that once
the building is leased, his intentions are to completely replace the siding on the
front of the store to match the look of the conceptual drawings prepared within
the report.
