HomeMy WebLinkAbout2022-07-18 Board of Selectmen Minutes NORTH ANDOVER SELECT BOARD MINUTES July 18, 2022 Call To Order: Chair Janice Phillips called the meeting to order at 7:03PM in the Town Hall Select Board Meeting Room. Attendance: Chair Janice Phillips, Laura Bates, Clerk Rosemary Smedile, Richard Vaillancourt, Town Manager- Melissa Murphy Rodrigues and Deputy Town Manger- Denise Casey were present. PUBLIC COMMENT None. Update from Veterans Services Veterans Services director Joe LeBlanc was present at the meeting and gave an update of Veterans Services. Mr. Nobile asked Mr. LeBlanc how many veterans are being serviced in North Andover. Mr. LeBlanc stated approximately 1200. Out of Order: Application from Veterans Services to raise the Purple Heart Flag on the Common from August 7, 2022 to August 9, 2022 MOTION: Mr. Vaillancourt motioned to approve the application from Veterans Services to raise the Purple Heart Flag on the Common from August 7, 2022 to August 9, 2022. Ms. Smedile seconded. Motion approved 5-0. Update from Library Kathleen Keenan, Cindy Mazza, Anne Cavanaugh, Lindsey Mayo and Stan Limpert were present at the meeting. Ms. Keenan gave an update from the Library. Update on National Grid Power Outage Ms. Rodrigues stated the National Grid representative was not able to attend the meting due to an illness. Ms. Rodrigues stated that there are four claims that have been presented and approved. Ms. Rodrigues stated if anyone receives a denial letter they are to contact the Town Manager’s Office. LICENSING MOTION: Mr. Nobile motioned to open a meeting of the North Andover Licensing Commission. Ms. Bates seconded. Motion approved 5-0. Application of Colleen Hamilton of the Trustees of Reservations for a one day wine and malt liquor license for a summer concert on August 5, 2022 from 6:00PM to 8:00PM Colleen Hamilton was present at the meeting. MOTION: Ms. Smedile motioned approve the application from Colleen Hamilton of The Trustees of Reservations for a one day wine and malt liquor license from 6:00PM to 8:00PM for a summer concert August 5, 2022. Mr. Vaillancourt seconded. Motion approved 5-0. MOTION: Mr. Valliancourt motioned to close a meeting of the North Andover Licensing Commission. Ms. Bates seconded. Motion approved 5-0. Discussion regarding National Grid’s inquiry regarding resiliency Postponed to a later meeting. 1 NORTH ANDOVER SELECT BOARD MINUTES July 18, 2022 Ruth’s House presentation Postponed to a later meeting Appointment of election workers MOTION: Mr. Vaillancourt motioned to approve the appointment of all election workers listed on the Town Clerk’s memorandum dated July 11, 2022. Ms. Smedile seconded. Motion approved 5-0. Vote on request to extend deadline on application from AT&T for small cell wireless facilities Ms. Rodrigues stated AT&T requested an extension on application deadline due to finding a suitable location. MOTION: Ms. Bates motioned to approve the request from AT&T for an extension to the small cell wireless decision deadline until September 20, 2022. Ms. Smedile seconded. Motion approved 5-0. Accept and sign easement to National Grid for the Senior Center MOTION: Mr. Vaillancourt motioned to accept and sign the easement to National Grid for the new Senior Center as presented. Ms. Smedile seconded. Motion approved 5-0. Vote to release the legal opinion regarding School Building Committee MOTION: Ms. Smedile motioned to release the legal opinion of KP Law dated July 8, 2022 regarding the School Building Committee. Ms. Bates seconded. Motion approved 5-0. Vote on end of year budget transfer MOTION: Mr. Vaillancourt motioned to approve the FY22 budget reallocations, as presented. Ms. Smedile seconded. Motion approved 5-0. CONSENT ITEMS A. Accept donation from Edgewood of $2,500 to Youth and Recreation Services for summer programming B. Accept donation of $500 to the Department of Elder Services C. Accept donations to the Library 1. $33,351.67 from the Library Board of Trustees for furniture 2. $150.00 from Cheryl Doran-Girard 3. $30.00 from Ann Morris MOTION: Mr. Vaillancourt motioned to accept consent item. Mr. Nobile seconded. Motion approved 5-0. APPROVAL OF OPEN SESSION MINUTES OF JUNE 27, 2022 MOTION: Mr. Vaillancourt motioned to approve the Open Session minutes of June 27, 2022. Mr. Nobile seconded. Motion approved 5-0. Town Manager’s Report - Thanked DPW and Planning Board staff for first Complete Streets grant - Received first payment from the Opiate lawsuit 2 NORTH ANDOVER SELECT BOARD MINUTES July 18, 2022 Select Board Comments Mr. Nobile asked if Lyne Savage could give a sense of how the economics are impacting interest payments.
