AGENDA
Pursuant to Chapter 107 of the Acts of 2022, this meeting of the North Andover Planning Board will
be conducted in person and via remote means, in accordance with applicable law. Specific information
and the general guidelines for remote participation by members of the public and/or parties with a
right and/or requirement to attend this meeting ca
www.northandoverma.gov. For this meeting, in-person attendance of members of the public and
Board members will be permitted. Members of the public who wish to watch the meeting live may do so
on their televisions by tuning to Comcast Channel 8 or Verizon Channel 26 or online at
www.northandovercam.org. Every effort will be made to ensure that the public can adequately access
the proceedings in real time, via technological means. In the event that we are unable to do so, despite
best efforts, we will post on the Town of North Andover website an audio or video recording, transcript,
or other comprehensive record of proceedings as soon as possible after the meeting. If the public would
like to participate in public hearings, but not attend the meeting in-person please email your
question/comment prior to or during the meeting to jenright@northandoverma.gov. The
question/comment will be read during the proceedings and responded to accordingly.

NEW PUBLIC HEARINGS
315 Turnpike Street, Merrimack College: Application for a Site Plan Review Special Permit under Article 8
Supplementary Regulations Part 3 Site Plan Review and Article 10 Administration, 195-10.7 of the North Andover
Zoning Bylaw. The Applicant proposes installation of a 3,200 SF pre-engineered storage building next to the
existing Merrimack College athletics complex. The property is located in the Residential 3 (R3) zoning district.
93 Elm Street/1 Elm Court, RCG J Wiley LLC: Application for a Common Driveway Special Permit under
Article 2 Definitions, 195-2.2 Driveway and Site Plan Review Special Permit under Article 8 Supplementary
Regulations Part 3 Site Plan Review and Article 10 Administration, 195-10.7 of the North Andover Zoning Bylaw.
The Applicant proposes a common driveway to serve as access/egress to both 93 Elm Street and 1 Elm Court, which
are existing multi-family residential parcels. Existing drive proposed to be improved. The proposed site
improvement project consists solely of site and drainage improvements. There are no proposed changes to existing
buildings. The site is located within the Residential 4 (R4) zoning district and the Machine Shop Village
Neighborhood Conservation District
