Dear Mr . Long
The North Andover Planning Board hold a public hearing on
Thursday evening, August 18 , 1988 , in the Town Hall , Selectmen ' s
electing Room upon the application of C;&D Realty Trust:, 9 Waverley
Road, North Aadovex , MA. The hearing was duly advertised in Lhe
North Andover Citizen on July 21, and July 28 , 1988 . The following
members were presents: George Perna, Vice-Chairman; John Simons ,
Clerk; Broach Ni#tzsche and Michael Leary . Paul Hedstr€ m, Chairman
arrivcd at 8 : 40 p.m.

The petitioner, Douglas Small , of WD Realty Trust, seeks a
SPeeial Permit under SeQtion 8 . 3 ( Site Plan Review) of the
North Andover Zoning Bylaw . The application is for the alteration
on an existing structure and related site improvements at 9 Waverley
Road. The applicant has been before the Beard of Appeals for the
continued use of a non-conforming structure and was granted a
special permit.
Erich Nitzsche question if the Vlan meets the requirements
of Site Plan Ravi€w. The Town Planner, Scout: Stocking said the
plan meets the roquircmcnts .
Peter Voisine, an abutter, commented on the improvements .
Douglas Small stated the uses of the structure being a
barber shop, an insurance company and storage for his business
and truck .
A motion was Meade by Erich Nittzsehe to dose the public hearing
and take the matter under: advisement:. The motion was secondod by
Michacl Leary and voted unanimously by those present .

Due to the lack of a quorum on September 8 , 1988 , the:
meeting was rescheduled for September 13 , 1988 .
On September 13 , 1988 , the North Andover Planning Board held
a meeting with the following mombers present and voting :
Paul Hedstrom, Chairman; George Perna , Vice-Chairman, John Simons,
Clerk; gfich Nitzsche and Michael Leary .
Following a brief discussion on lay d8caping in front; of the
building, along the street, the Planning Board amended the draft
decision .
On a motion by Goarge Verna, to:_accept the craft decision as
amended and conditionally approve the Site Plan. The motion was
seconded by Erich Nitzsche and voted unanimously by the Ward .
