James Richards - Applicant Fire Chief William DWan Police Chief Richard Stanley Fire Prevention Officer Andivw Melnikas The ineeting was hold on the secand floor of the main Street Fire Station 124 Main St. at 10:00 A.M. to address public safety issues related to the proposal project. The following items were noted and would be addressed by the applicants- 1. A full fire sprinkler system in accordance with N FPA 13 will be required. The Ere department wants to have the applicant coordinate the installation of this system with the extension of the water line for the "Meadows" ptojeQt across the street. Proper coordination wiB benefit the applicant in terms of installation Of the lire sprhikler system to the municipal water mains. . Similar to item l the building toast be connected to #lie inurdcipal fire alarm system, which will be extended to this area. Casts related to tite exte ion may be divided between this project and the 40B project, 3. Moth the Police Chief and the Fire Chiefrecornmend the relocation of the play area to the area of'the turning circle presently shown. The circle should be replaced by a"hanunerhead" away from the paAing area, which would pm vide buses and fire apparatus to turn around away fi-om areas where cNddren inay be present. 4. The heaviest traffic hours for the facility will be the drop oIf time 06:3 0-1 O:OOAM and pick up time fiom t 5M to 1 :OO. Parents will have to sign children in and out. This mewls parents tnwt park in a parking space go into the fhoility and then return to their car. This system alleviates the congestion caused by people driving up and chopping off`children at the curE 5. The door fazdng We 114 is an egress door to be used its emergencies and not as mi entrance or routine foot traffic. The Police Chief is concerned that this door trot be easily accessible to student who may wander from the facility. The management was advised by the Fire Chief of door security systems used by local nursing hornes, which provide fire salve egress but also provide security through alarm and door opening delay. The Police Chief suggested passive "lagers" of barriers such as a fryer with a door prior to the exit door and a sinall fenced in area with a gate upon egress. The applicant will investigate these options. 6, Tialfic lights at the intersection ofRoute 114 and Sharpners Pond road were discussed. Dermot Deily who is also the traffic enghieer for the 40 B project stated that there will two "pull boxes" placed on the Sharpness fond Road side of the street hi preparation for a future light. Two similar boxes are scheduled to be I located on the opposite side nfthe street as part ofthe 40 B project. The entrance to the school will be froin Sbarpners Pond Road into the parking lot. The Fire and Police Chief s are in agreement that the applicants have taken our cornnvnts under consideration ror inclusion in a revised plan. The lief s also recommend the re-establishment of a Te6 nical review Conunitwe. This committee comprised ofmembers of the plaiming, conservation, fire, police and DPW would mL-et inforrmally with the applicants during their initial proposal and make cornments at that time. All of the safety issues outlined in a previous memo from Chief Stanley and Chief Dolan have been addressed and improved to our satisfaction. The Playground has beers moved and barriers will i erected. The traffic pa4tern has been improved. While we would like to review the traffic impact study, the Pol ice Departmev bas no other issues with this project at this time. 4) DPW The Division of Public Works has reviewed the above referenced pin and has the following comments: A. The Applicant is strongly encouraged to connect to town water and sewer systems. It is recommended that the Applicant contact the Developer of"The Meadows"to coordinate and agree oil proposed water and sewer connections. B. On site drainage facilities should be reviewed by VHB, C. The proposed backflow preventor must be reviewed rind approved by D nnis Bedrosian- uperi ntendent at the Water Treatrwnt Plant,420 Ch=t Pond Road,978-688-9574. 5 Conservation Conservati on reviewed the site several months ago and determined no wetland resource areas existed on site, however off-site wetlands ray exist. An existing drainage pipe outlets to the r=of the,property and flow.9 through a small ditch,through a culvert under barpner's Pond Road and into a wetland resource area. My review letter rquested the applicant to investigate whether wetland resource areas exist within 100 feet of the property boundaries or within 100 Feet of proposed adivith�s. At the T C meeting,the applicant stated that Michael Howard from Epsilon Associates has reviewed the site and prepared a letter stating no wetland resource areas within 100 feet of the site.setter should be,submitted to the Conservation Department for review and confirrim ion prior to filing for site plan approval with the Planning Department. 6) Planning The Planner supports BA approval subject to the,conditions outlined by the Fire Chief SuNNuent Site Plan Approval by the Phmni ng Boud is regaired,but the applicant is advised to first obtain a determination from the Consetvation Departmerit regarding off-site wetlands, it would also be helpfkll, if the final decision regarding water and sewer connections are not available,to have the Bonrd of Health decision regarding septic capacity prior to site glair review. In addition to the plans submitted, for site plan review the applicant rnust submit a Complete drainage plan,traffic stndy and fiscal and community irnpxct stator'nents as outlined in Sec#ion 83 of the North Andover 7bningBy-Law. 7) Health The Health Department did not have a representative at the TRC rneeting,however, if filse appl icons 2s not th' able to connect to town water and sever system,the a#pli mnt will need to file with the Board of'He�tl .
