Dear Mr. Long :
The North Andover Planning Board held a public h( arinq on
November 16 , 1989 , in the cafeteria of the North Andover High
School upon the application of the North Andover School Building
Committee . The following members werc present George Perna, Jr. ,
Chairman, John Simons, Clerk, Zrich Nitzsche , John Draper and Jack
Graham. The hearing was duly advertised in the North Andover
Citizen on November 2 and November 9 , 1989 and all part-j.es of
interest were notified.
The applicants seek Site plan Review approval under Sectioll
8. 3 of the North Andover Zoning Bylaw. Tne purpose of the ritc
plan is to construct a 37 , 000 sq. ft , F two story school building .
The premises effected is shown on Assessors HaP 415 as Parcel 49
and known as 266 Waverlay Road . The parcel contains 2 . 98 acres ,
more or less and is located in a ResidonKal-4 ( R-4 ) Zoning
District.
George Perna cautioned the audi4--Ilce on the of the
meeting , stating Site Flat Review issues, OVY.
John Simons read the legal notice to open the Public hearing ,
Mark Di Salvo, Chairmaa of the Schoul Building Committee ,
introduced vembers of the lie aiso thariked Christian
Huntress, Town Planner for the Technical Review assistants .

Dr . George Blaisdell , Superintendent of Schools , spoke briefly
on the criteria from which schools are designed :
1 . No more than 25 students per classroom.
, Appropriate library facility.
3 . Dedicated space for technology, arts and special needs ,
4 . Collaboration with other schools .
Martin Kretsoh, of DiNisco Kretsch Associacco , was
introduced as the Project Architect. Mr. Kretsch spoke on the
following ,
1 . Capacity of the proposed school will be 300 students ,
. Old school to be used during non8truct,ion .
3 . Children walking to school .
4 . Open space on the site .
5 . Overall size of building being 37 , 000 sq. ft .
6 . The parking along Saltonstall Road will be on one, side
only.
7 . Play area will be away from the parking area.
8 . The proposed school building will be in the middle of the
parcel .
Also discussed were the number of parking spacces, beirrg 35
spaces , for teachers and staff , plus extra. The play area could
be used for parking in the event of a large gathering . 'rhe etas
drop oft area will be away from the pedestrian access area. The
Fire Department h8s 360 degree fire access . The landscaping will
include what exists with additional plaRtings . There will he an
underground waiver detention system. Phasing of the proposed
project trill be dome . A barrier will be placed between the old
buildi,ag and the now building during con2tr4ction . A Todal of the
gzoposed was available for inspection .
Martin Kretsch spoke further on the proposed :school building .
The construction will be of brick with asphalt shingles for the
roof and aluminum windows ,
John gaper questioned how Many classrooms there would be in
the proposed school building. Mr. Kretsch stated there would be
12 classrooms . Mr. Kretsch further stated there would be twenty-
two fill time and part-time employees .
George Perna asked what the maximum number OL cars the site
could hold . Mr. Kretsch stated that sixty cars coulee be
accommodated . The capaQity of the gym was questioned by John
Draper. The answer was that the gym could hold 350 people . John
Draper asked about the parking for such a largo gathering , Dr.
Blaisdell spoke on the rarity of the gym being tilled . There would

walking to school , bus lanes, and entrance from Waverley Road and
Saltonsta,l.l, Road. Christian Huntress , Town Planner stated that
tense issues were reviewed at the Technical Review Committee
Meetings with department input .

Security was also discussed between the Board menbers and the
Superintendent of Schools , Do. Blaisdell .
A traffic study was submitted with the application .

Saltonstall toad . Where is a fifteen foot drop. Ptark UiSalvo
stated that a fence would be erected for safety.
Inscriptions in the old building will be placed for the new
building .
Erich Nitzsche is to review the drainage calculations .
Richard Cain, 60 Herrick Road, spoke on the handicap access
to the second floor. Mr. Bellino , 45 Herrick goad spoke on
parking . fir. Bellipo stated that the road is narrow. He also
expresses] concerns with cars speeding A the area . Jack Graham
suggested a parking ban on one side of the street .
A motion was made by John simorss to Continue the pubiic
hearing to two weeks, November 30 , 1589 . The motion was seconded
by Erich Nitzsche and voted unanimously by the mewDers . A site
visit tools place on Friday, November 17 , 1989 .
On November 30 , IT39 the Planning Board htld a regular meeting
in the North Andover Middle School Cafeteria . Present at the
meeting Were George Perna, Chairman , John Sitnons, Clerk Erich
Nitzsche and John Draper. Jack Graham was absent .
John Simons read a letter from Christian Huntress, Town
Planner, to Hartin Kretsch .
Martin Kretsch addressed the letter of November 20 , 1989 from
hristian Huntress , by going over several issues . Those issues
were :
1 . Phasing Plan
The Board was shown the elan for phasing the development.
2 . Lighting Platt
Recessed lighting will be used .
3 . Crosswalks
Applicant is working with consultants for the best
possible location for crosswalks .
4 . Parking
Christian Huntress , Town Planner, spoke to the Safety
Officer regarding the possibility of parking on one side
of the street only.
5 . Retaining walls
For safety reasons, there will be a steel feriae along the
top of the retaining walls .
6 . Handicapped Parking Spaces
Those spaces have been indicated on the plans .

7 . Traffic Study
Applicant has submitted a traffic Study the iU is Izp to
date .
8 . Drainage
The drainage will be reviewed .
A motion was mace by John Simons to close the pmblic hearing
and take the matter under advisement. The motion was seconded by
John Draper and voted unanimously by those present .
On December 21 , 1989 the Planning Board held a regular Meeting
in the Town Hall , Selectmen ' s Meeting Room. Present at a
discussion on the Thomson School were George Perna, Chairman , John
Simons , Clerk, Joan Draper and .Sack Graham. Erich Nitzsche was
absent.
Christian Huntress , Town Planner told thi -- Board that the
remaining issues will be addressed in a workshop . ` hose issue
were :
I . drainage
2 . sewer.
Christian huntress stated that he has received comments from
Erich Nitzsche on the drainage and comments from Bill Hmurciak,
Department of PabliQ Works . John Simons read the conments from the
D . P. W.
The Board reviewed the draft decision .
George Perna asked if there would be a construction fence oil
the site . Hark DiSalvo told George there would be a construction
fence and it was shown on the plans .

Planning Board.
John Simons asked that the word owner in the draft decision
be charged to applicant in this case ns it is the Town.
On January 4 , 1990 the Planning Board held a regular meeting
in the Town Half. , Selectmen ' s Meeting Room. The following members
were present and voting George Perna , Jr , Chairman , Jahn Simons ,
Clerk, Erich Nitzsche and John Draper . Jack Graham was Went .
Erich Nitzsche stated that basically the same correction that
gore made on the Calzetta Farm Site should be made on this
decision, being Condition #13 and #12 to be combined. Also
Condition #19 the words Planning Board to be added .

A motion was made by John Draper t0 approve the conditions as
amended for the Thomson School in North Andover . The motion was
Seconded by Erich witzsche and voted unanimously be those present.

Conditional Site Plan Review Approval .
FTNDINGS OF FACT
The Planning Board -makes the Following findings regarding this
Site Plan Review application, as required by sections 8 . 3 and
10. 31 of the Zoning Bylaws:
I . The proposed use and site design for this lot are
appropriate, due to it ' s location in Town.
. Adequate vehicular and pedestrian access into the surrounding
site has been provided,
3 . The landaeaping plan as shown meets the
requirements of section 8 . 4 of the Zoning Bylaws.
4 . The site drainage system is designed in accordance with the
Town Bylaw requirements.
( upon satisfying condition # 18 �
S . The applicant has met the requirements of the Town for Site
Plan Review as stated in Section 8 . 3 of the Zoning Bylaw.
(with the addition of conditions Iisted herein. )
6. The Applicant has m4et the procedural requirements of the
Town ' s Special Permit process as found in section 10 . 3 of t o
North Andover Zoning Bylaw.
The Planning Beard finds under Section 8 . 35 of the Zoning Bylaw
that the proposed site plan generally compl.i.es with the Ifown
Bylaw requirements but requires minor conditions in order to be
completely in compliance with Town Bylaws.
Finally, the Planning Board finds that this proposal complies
with the Town of North Andover Bylaw requirements so lone as tl-le
following conditions are complied with. Therefore, in order to
full.y comply with the approval necessary to construct the
facility as specified in the Site Plan Review application before
us, the Planning Board hereby 937antf�; an approval to the applicant
provided the following conditions are met:
SPECIAL, ONDITIONS
1 . The final plans shall, include the following in one packet:
a. Site Plan
h. Building Elevations
C. Detail sheets
d. Profile sheets
e. Landscape plan
f. Plan showing phasing of construction activities and
erosion control methods .

g. Drainage analysis
h. Off site utilities
i. Lighting plan and details
j . sign details
All plans shall be on 241r x 3611 sheets
. All revisions which are herein required shall be placed upon
the final plans prior to endorsement and filing with the
North Essex Registry of Deed; .
3 . All. Planning Board Order of Conditions are to be placed upon
the recorded Definitive Plan, ( Cover Sheet ) prior to
endorsement and filing with the registry of Deeds.
4 . The applicant shall receive DPI, approval, for the curb-cut
prior to receiving a permit to build for any strut-tore
located on this site
5 . The contractor shall contact Dig Safe at least 72 hours
prior to comirtencing any excavation,
6 . Gas, Telephone, Czible and Electric utilities shall be
installed as specified by the respective utility companies.
7 . All catch basins shall be protected and maintained with hay
bales to prevent siltation into the drain limes during
construction,
8 . No open burying shall be done except as is permitted during
burning season under the Fire Department regulations.
9 . No undexground fuel storage shall be installed exQept as may
be allowed by Town Regulations . Any ( 5Yisting tanks which are
not acing to be used by the proposed school shall be removed
in accordance with the NAFD regulations
10 . All buildings shall have cosTimercial fire sprinklers
installed prior to the issuance of the Certificate of
Occupancy, per order NAFD.
11. Prior to a Certificate of Occupancy being issued for any
structures, this site shall have received all necessary
permits and approvals from the North Andover Board of
Health and the Massachusetts Diepartment of Education.
12 . Prior to a Certificate of occupancy being issued for any
structures, the site Shall be reviewed by the Planning
Board, Any additional screening as may be reasonably required
by the Planning Board shall be added at the owners expense.
13 . Prior to th(e Building Permit being issued, and again prior to
occupancy the applicant shall receive a written determination
from the Conservation Commission Administrator that all work

under their jurisdiction is being satisfactorily performed
and maintained.
14 . Any Plants, Trees or shrubs that have been incorporatod
into the Landscape Plan approved in this decision, that die
within one year from time of Planting shall be replaced by
the applicant.
15. A final set of plans shall be drawn with regard to the
conditions contained herein. The Plans shall be submitted to
and approved by the Planning Board prior to endorsement and
filing with the Vorth Essex Registry of Deeds.
16 . The provisions of this conditional, approval skull apply to
and be binding upon the applicant, .it ' s employees and all
successors and assigns in interest or control .
17 . ttNo Parking" signs shall be posted along the west side of
Saltonstal Road.
18 . Prior to the Board' s endorsenent and filing of the record
plans with the North Essex Registry of Deeds the applicant
shall satisfy the North Andover Division of Public darks and
Planning Board with regard to all site drainage and off site
utilities.
19 . All outside lighting found within the site shall be down cast
and not project into adjacent properties . Lighting Details
shall be approved by the Town Planner prior to the Planning
Board signing the record plans.
20. Crosswalks shall, be painted at appropriate locations at all
roads immediately surrounding the Thompson School .
21 . The retaining wall at the entrance fond off Saltonstal toad
shall be redesigned and approved by Planning Board Staff and
The North Andover Safety Officer prior to the issuance of a
permit to build. The wall 8hal,l be Made to provide an
adequate degree of safety to any children who may play in or
around that area.
. Any changes on the plans required by a Town Board or State
Agency mar be subject to Modification under chapter 41 by the
Planning Hoard.
