Board. Any additional screening as may be reasonably required

Submission to the North Andover Planning Board 02 October 1997
Thomson Elementary School
Background To ease overcrowding In t#-te elementary grades, the North Andover School
Department will be oDnstructing a new two-story, sixteen classroom school on the
site of than existing Thomson ctal. The need for a larger school at the Thomson
site was identified in a 1988 town- ida school facilities study, and in Januarry
1990 the North Andover Planning Board granted site plan approval for the prt sect_
Under separate cover the School Building Committee requests that the Planning
Board grant an extension of the Special Permit issued 16 January 1990. The
purpose pf this subrnission is to describe to the Board the minor revisions made to
the previously approved site playa.
1997 Plan Since the design was completed in 1990, changes in enhol ment projections,
educational needs, oomputer technology and the.Building Code have made it
necessary to revise the originat design to acwmrnodate current reiquirements. The
drawings attached reflect these minor changes from the design originally
approved by the Planning Board, which were previously preserved to the Board
on 96 May 1997.
Building The varied massing and clormered hip roof lima of the new school gives the
building a residential scale that is sympathetic With the surrounding neighborhood_
Exterior materials include two types of brick, gored precast concrete trim and
slate-like root shingles.
The need for additional teacNng space has resulted in an increase in the gross
building area to approximatefy 4 ,O09 square feet from the 1999 plan's 37,t 0
square fit. Most significantly, increases in projected enra lln ent require the
addition of three classrooms to the Rfan. In addition, the classrooms are enlarged
to accommodate strident computers that are today an important part of laaming
Finally. the gym was extended to provide additional area for physical education
and recreation use. The change in footprint frorn the 1990 proposal is shown on
the site plan overlay.
Site The natu rat change in slope across the site enables both floors of the school to be
accessed at grade. A new bus drop-off drive off Waverly Road will be
constructed. The bus drop oft and crosswalks shown on the 1997 plan are
unchanged from ft 1990 plan and have again been approved by the Police
Department. Parking for a total sixty cars will be provided (forty in regular limed
spaces and twenty for nightt€me public use in the paved play area). The parking
capacity is unchanged from the 1990 plan. The site drainage system includes
buried storage piping to meet town storm ate{discharge requirements. Existing
trees that ring the site will be preserved, and additional plantings provided. All
these site elements are unchanged from the previously approved 1990 project.

Revisions Minor revisions to the 1990 site plan have been made. Those are shown
on the attached 1997 site plan, and are summarized as follows-
A. Alain Entry Plaza
An important revision to the original design rs the inclusion of a freestanding
masonry entry portaf which Marks ti"te school main entrance off Waveriey Road"
This portal, together with planting and paving will define the main entry plaza.
On the portal will be the school's name as well as a clock. To illuminate the
plaza, fight fixtures will be placed on the side of the portal that faces the school.
In addition, two clecorative lightpofes mounted on masonry piers are placed at
the plaza entrance from the parking lot.
B. Secondary Entry Plaza
The upper level entry plaza has been reprised to preserve a prominent existing
tree. To safely fight the area, pier mounted fighting fixtures similar to those at the
main plaza have been added,
C. Eire Department Access
Review of the 1997 site plan wfth the Eire Department has resulted in a.change
in the pavement provided far fire service access. In lieu of the 1990 plan's
veh€ le path in the playfieid area, a paved slclewalk is provided along the
southeast corner of the building.
D. Mayfield
The existing schoolyard includes a softball field- The 1990 plan did not include
this feature, and in their review of the 1997 plan, DPW requested that a softball
diamond and backstop be added to the new playfiold area,
E. Paved Play/Parking Area
To accommodate the revised playfield noted above, the paved play area has
been miry€malty reconf gured-
R - Storm Drainage
The increase in root area and other adjustments in hard surfaces have in turn
revised the storm drainage requirements- While the storm drainage systern is the
same as had been previously approved by DPW in 1990, the required storage
capacity of the 1997 dart has been recalculated and the necessary revisions
made to meet DPW requirements. The 1997 storm drainage play~ has been
reviewed by DPW and approved.

Construction The new school will be constructed on the northem portion of the site while
Phasing the existing school and playfWd remain in use. The two portable
classrooms were relocated this summer. Before censtrur-fion begins, a
temporary fence will be constructed. This fence will endreie the
construction zone to keop children and other unauthodzed persons from
entering. Upon completion of the now building, the school will move from
the existing building. The contractor will then demolish the vacant existing
schoo3 and complete the site work. The final phase will also be secured by
a temporary fence.
The construction schedule is as follows:
October 1997 -.Start construction
January 1993 Now building ce pfeted.
February 1 9 - School moves out of existing building, and existing
building is demolished. Remaining Sitework begins_
May 1999 -Sitework completed.

The following chronology oaf events dernoinstrates co nthnuious efforts by the School Bui4ding
Committee, School Committee and most notably the School Department to build support for the
Thomson School to achieve funding necessary to advance the project to construction., This
Process actually began in 1988 with the adoption of the fdoillities master plan and developed
by ouroffibe and , s unabated until the project was funded at Town Meeting this year.

Construction docuirrants for the Thomson School were completed in 19,910 and submittedito the
state Department of Education with the fulli intention of going to bid and starting construction that
year. However, the project was not approved at the May 19901 Town Meeting, thus
construction could not Proceed,, The T hornson School project is one component of the School
Department's overall plan for mending the tow n's school faoifity space needs. Attached is a letter
dated 01 October 19,97 iin which Dr. Blaisdell describes the School Department's an going
efforts in furthering the Thomson School project.

In response to the requests listed in your 26 April 1990 letter,
we offer thefollowing:
1.. Staff Toilet - Mechanical ventilation of the staff
toilet is provided the HVAC system. In addition, the,
food 'service consultant notes that 105 CMR 590. 018c
states that "toilet roams shall not open directly' into
areas in which food is handled, stored or prepared" . on
this project the staff toilet opens into a space 'that.
features lockers, detergent storage, nop sink and e peat.
washing sink. "Food" is not handled at any of these
items.
., Milk Storage - A milk cooler is provided on the service
line (Item 15 on drawing FS-1 and specified in the food
service equipment specification forwarded to you,
previously) .
. Kitchen construction - Walls are concrete block with
epoxy paint. Floors are self coving, seamless epoxy
resin/quartz resin/quartz chip flooring. Ceilings are "Food Service
Grade" suspended acoustic tile with a scrubable,
moisture resistant film facing.
4 . Lockers Have doors and sloped tops
5. Du ppster - Is located approximately 60 feet to the
northeast of the kitchen receiving door. The du mpg te
enclosure has masonry screen walls, s roof that allows
ventilation, steel grates for 'security and s pitched
concrete floor (see Site 'Pier L-4 enclosed with kitchen
and dumpster locations highlighted) .

. Loveable Equipment -- All movable equipment is on
casters. The food service consultant notes that 105 CMR
590. 012 3a continues to describe hors fixed equipment is

reports that this project meets or exceeds all such code
requirements.
In addition, we are including a copy of the grease trap
specification showing capacity, the electrical drawings showing
kitchen lighting details, and the HVAC'. plan.
The filled in fort "New Food Establishment/New Owner Interior
checklist" will be sent to you as soon as it is completed by the
School Uepertzient. As previously noted, it is urgent that we
immediately receive the letter for School Building Assistance
Bureau approving the Thomson school by the Board of Health.
Should you rewire any additional information please do not
hesitate to call me, as we are under a tight time schedule for
submission of the project to the State School Building
Assistance Bureau for funding of the project. Thank you for your
assistance in this matter.
