We hereby submit for approval, and endorsement the final plans :
for the Thomson Site School, as per the Planning Board' s Order
of Conditions dated 16 January 1990, which are attached to each
of the two sets of drawings enclosed (l set at 30 x .'42 inch
.. format, .'as previously submitted, and one set ' at ' 4 . .36 Inch
: -.format, .as per -the Orders 'of Conditions) .
In reviewing the drawings for .compliance with the Orders, ',please .
:.note a following:

load. Please mote that the School Department has not yet : .
made a decision on the name of .this school. .
Item 1717 , During the course of construction, Di ilsco Kretsch :
and the School Building Committee will work closely with
Public Safety Officials in order to provide the required
"No Parking" signs along the West side of Saltonstall Road.
The Building :Committee has budggted money for acconpj_i shing
- this item. '
Item 18: On two occasions, the design team met with Mr.
Erich Nitzche of the Board and Mr. Willian Hmurciak of the
.DPW at which times the site storm and sanitary sewer
systems for the project were discussed. The final drawings
reflect revisions made as a result of these discussions . in
2Ldditicn, also included are two copies of the final storm
water drainage calculations and storage routing analysis .

these fixtures is attached.
Item 2 02 0 : Crosswalks have been provided as required, and are .
shown on the final plans. Crosswalk locations have been
determined by the Traffic Consultant retained by the
Building Committee.
Item 1: Attached to the final plans are elevations and
detail drawings of the retaining gall adjacent to the
Saltonstall Road. The guard railing has been Made taller
and the pickets redesigned to be vertical, to minimize the
possibility of children climbing over the railing. The
railing and retaining walk, construction as submitted meet
the requirements of Massachusetts Mate Building Code.
We trust that this submittal meets all the requirements for
final approval by your Board. if you have any concerns, please
-advise this office in accordance with the schedule as outlined
: .'in our memo dated 30 March 1990. Thank you for your continued
assistance with this project.

Conditional Site Plan review Approval .
FINDTNGS DR
FACT-
The Planning Board makes the following findings regarding this
Site play Review application as required by sections 8 . 3 and
10. 31 of the Zoning Bylaws:
I. The proposed use and site design for this lot are
appropriate, duO to it' s location in Town.
. Adequate vehicular and pedestrian access into the surrounding
site has been provided.
3 . The landscaping plan as shown meets the
requirements of section 8 . 4 of the Zoning Bylaws.
4 . The site drainage syste-m is designed in accordance with the
Town Bylaw requirements.
( Upon satisfying condition # 1S �
. The applicant has met the requirements of the Town for Site
Plan Review as stated in section 8 . 3 of the Zoning Bylaw.
(with the addition of Qonditions listed herein. )
6. The Applicant has met the procedural requirements of the
Town 's Special permit process as found in section 10. 3 of the
North Andover Zoning Bylaw.
The Planning Board finds under Section 8 . 35 of the Zoning Bylaw
that the proposed site plan generally coirkplies with the Town
Bylaw requirements but requires minor conditions in order to be
completely in compliance with Town Bylaws.
Finally, the Planning Hoard finds that this proposal complies
with the Town of North Andover Bylaw requirements so long as the
following conditions are complied with. Therefore, its order to
fully comply with the approval necessary to construct the
facility as ' specified in the Site Plan Review application before
Us, the Planning Board hereby grants are approval to the applicant
provided the following conditions are met:

1. The final, plans shall include the following in one packet:
a. Site Plant
b. Building Elevations
C. Detail sheets
d. Profile sheets
ee Landscape plan
f. Plan showing phasing of construction activities and
erosion control methods. ,,;
g. Drainage analysis
h. Off site utilities
i. bighting Plan and details
j . Sign details
All plans shall be on 24" x 3611 sheets
2 . All revisions which are herein required shall be placed upon
the final plans prior to endorsement and filing with the
North Essex Registry of Deeds.
3 . All Planning Hoard Order of Conditions are to be placed upon
the recorded Definitive Plan, ( Cover Sheet ) prior to
endorsement and filing with the Registry of Deeds.
4 . The applicant shall, receive DPW approval for the curb--cut
prior to receiving a permit to build for any structure
located on this site
. The contractor shall contact Dig Safe at least 72 hours
prior to commencing any excavation.
6. Gas, -Telephone, Cable and Electric utilities shall, be
installed as specified by the respective utility companies,
7. All catch basins shall be protected and maintained with hay
bales to prevent siltation into the drain lines during
construction.
S . No open burning shall be done except as is permitted during
burning season under the Fire Department regulations.
9 . No underground fuel storage shall be installed except as may
be allowed by Town Regulations. Any existing tanks which are
not going to be used by the proposed school shall be removed
in accordance with the NAFD regulations
10. All buildings shall have commercial fire sprinklers
installed prior to the issuance of the Certificate of
Occupancy, per order NAFD.
11. Prior to a certificate of Occupancy being it sued for any
structures, this site shall have received all necessary
Permits and approvals from the North Andover Hoard of
Health and the Xassachusetts Department of Education.
12 . Prior to a Certificate of Occupancy being issued for any
structures, the site shall be reviewed by the Planning
Hoard. Any additional screening as mad► be reasonably required
by the Planning Hoard shall be added at the owners expense.
13 . Prior to the Building Permit being issued, and again prior to
occupancy► the applicant shall receive a written determination
from the Conservation Commission Administrator that all work
under their jurisdiction is being satisfactorily performed
and maintained.
14 . Any Plants, Trees or Shrubs that have been incorporated
into the Landscape Plan approved in this decision, that die
within one year from time of planting shall be replaced by
the applicant.
15. A final set of plans shall be drawn with regard to the
conditions contained herein. The Plans shall be submitted to
and approved by the Planning Hoard prior to endorsement and
filing with the North Essex Registry of Deeds.
16. The provisions of this conditional approval shall apply to
and be binding upon the applicant, it' s employees and all
successors and assigns in interest or control .
17 . "No Parking„ signs small be posted along the west side of
altonstal Road.
18 . Prior to the Board' s endorsement and filing of the record
plans with the North Essen Registry of Deeds the applicant
shall satisfy the North Andover Division of Public works and
Planning Board with regard to all site drainage and off site
utilities.
19. All outside lighting found. within the site shall be down cast
and not project into adjacent properties. Lighting Details
shall be approved by the Town Planner prior to the Planning
Hoard signing the record plans.
0. Crosswalks shall be painted at appropriate locations at all
roads immediately surrounding the Thompson School .
21. The retaining stall at the entrance found off Saltonstal Road
shad1 be redesigned and approved by Planning Hoard staff and
The North Andover Safety Officer prior to the issuance of a
permit to build. The wall shall be made to provide an
adequate degree of safety to any children who may play in or
around that area.
22 . Any changes on the plans required by a Turn Board or State
Agency may be subject to Modification under Chapter 41 by the
Planning Hoard,
