The applicant submitted complete applications, which were noticed and reviewed isu accordance with Section .30.1, 4.136, 8.1, 8.3, SA, 10.1, and 10.11 of the Town of NoM Andover ZQuing Bylaw and MOO CAOA, Sec. 9. In amrdance with 4,136 the Plwwh£ g Board makes the finding that the inttnt oftl (,Bylaw, as well as its sp ifia criteria, is met. This decision specifically stated by the Planning Board males the following FINDINGS OF FACT: 1. The Zoning Board found that owing to circumstances related to soii conditions, shape of topography of the land, that literal enforccment of the provisions of the Bylaw would involve subst ial hWship,financial or otherwise. 3. Management Engineedng and Prael!"s, and the most recent veFsion of the MA DEP StDrmwateT Handbook, and has been -reviewed by the Town'a outside consulting engineer, Lisa Eggleston.
