Meeting Minutes
April 19, 2022
Present: Laurie Burzlaff, Christopher Jee, George Koehler, Roger Lawson, Richard Vaillancourt, and Robert
Bernardin
Absent: Joan Fitzgibbons
Meeting was called to order at 5:33p.m. Chair Jee read the following statement:
Pursuant to Chapter 20 of the Acts of 2021, this meeting will be conducted via remote means only.
Specific information and the general guidelines for remote participation by members of the public and/or
parties with a right and/or requirement to attend this meeting can be found on the Town’s website, at
www.northandoverma.gov. For this meeting, members of the public who wish to watch the meeting may do so
on their televisions by tuning to Comcast Channel 8, Verizon Channel 26, or online at
www.northandovercam.org. Every effort will be made to ensure that the public can adequately access the
proceedings in real time, via technological means. In the event that we are unable to do so, despite best efforts,
we will post on the Town website an audio or video recording, transcript, or other comprehensive record of
proceedings as soon as possible after the meeting.
Royal Crest
Mike Lozano and Greg Lane, representatives of the Royal Crest proposed development gave a presentation. There
will be 97 affordable units. In response to a question from Mr. Bernardin, Mr. Lane stated there are currently no
affordable units at Royal Crest and there are no one bedroom units right now. In response to a question from Mr.
Lawson, Mr. Lane stated the total build out will be 8-10 years and the affordable units will be in the first phase. If
the zoning passes at Town Meeting, it will be a year of permitting and units should be available two years after
that.
Mr. Vaillancourt stated he is in favor of the project and left the meeting at 6:00PM.
Mr. Jee asked if the units would be fixed or floating. Mr. Lozano stated typically they would be fixed. Mr. Lozano
also stated that there will be no affordable ownership units as the highest need is on the rental side. Mr. Lozano
stated the Development Agreement prevents Merrimack College form owning any part of the project.
Motion made by Laurie Burzlaff, seconded by George Koehler to recommend favorable action at Town Meeting
for the two Royal Crest Zoning articles. Motion approved by roll call vote 5-0.
Approve minutes of March 15, 2022 and April 4, 2022
Motion made by Robert Bernardin, seconded by Roger Lawson to approve the minutes of March 15, 2022 and
April 4, 2022, a presenting. Motion approved by roll call vote 5-0.
Discussion on Fountain Drive
Mr. Bernardin stated he and Maggie Cleary are following up with MHP to try to get a list of consultants and
funding sources. Ms. Burzlaff asked what the other possible funding sources were so she could include them on
the congressional funding request application.
Question on Down Payment Assistance program
Yesenia Gil of Bread and Roses asked if our commitment letter expires. The Board discussed the need to have
some kind of end date.
Motion made by Laurie Burzlaff, seconded by Robert Bernardin to amend the Down Payment Assistance
program guidelines to indicate the commitment letter expires six months from date of issuance. Motion
approved by roll call vote 5-0.

Motion made by Laurie Burzlaff, seconded by Robert Bernardin, to adjourn the meeting at 6:45PM. Motion
approved by roll call vote 5-0.
