HomeMy WebLinkAbout2020-05-20 Board of Assessors Minutes North Andover Affordable Housing Trust Meeting Minutes May 20, 2020 Present: Laurie Burzlaff, Roger Lawson, Richard Vaillancourt, Christopher Jee, Joan Fitzgibbons and Jean Enright Absent: George Koehler, Robert Bernardin Meeting was called to order at 5:00 p.m Chairman Burzlaff read the following: Pursuant to Governor Baker’s March 12, 2020 Order Suspending Certain Provisions of the Open Meeting Law, G.L. c. 30A, §18, and the Governor’s March 15, 2020 Order imposing strict limitation on the number of people that may gather in one place, this meeting of the North Andover Affordable Housing Trust will be conducted via remote participation. No in-person attendance of members of the public will be permitted but every effort will be made to ensure that the public can adequately access the proceedings as provided for in the Order. Persons who would like to listen to the meeting while in progress may do so by tuning in on their televisions to Comcast Channel 8 or Verizon Channel 26 or online at www.northandovercam.org. If you have public comments, please email lburzlaff@northandoverma.gov. Approval of Minutes from May 5, 2020 Motion made by Roger Lawson, seconded by Richard Vaillancourt to approve the meeting minutes of May 5, 2020, as amended. Roll call vote: Lawson-yes; Vaillancourt-yes; Fitzgibbons-yes; Burzlaff-yes. Motion approved 4-0. Emergency Rental Assistance Program-update Laurie Burzlaff explained that as of today, $95,145 has been encumbered for the Emergency Rental Assistance Program. There are 19 pending applications. Several applicants have been denied because they are receiving the st extra $600 a week from unemployment. That payment will end on July 31 and it is expected residents will need assistance when those payments end; therefore, Ms. Burzlaff suggested the Trustees extend the application deadline for the program to September 30, 2020. Motion made by Richard Vaillancourt seconded by Roger Lawson to extend the application deadline for the Emergency Rental Assistance Program to September 30, 2020. Roll call vote: Vaillancourt-yes; Fitzgibbons-yes; Lawson-yes; Burzlaff-yes. Motion approved 4-0. Christopher Jee joined the meeting. Long Term Rental Assistance Program Ms. Burzlaff stated that she has not yet been able to speak with GLCAC to see if there is a waitlist for the current program in order to determine if there is a need and whether the Trust should fund. The Trustees agreed to table the matter until the next meeting. Mr. Jee will review the documents for the current program and make suggested revisions. ADJOURNMENT Richard Vaillancourt made a motion seconded by Roger Lawson to adjourn the meeting at 5:20PM. Roll call vote: Lawson-yes, Vaillancourt-yes; Fitzgibbons-yes; Jee-yes; Burzlaff-yes.
