HomeMy WebLinkAbout2021-06-01 Affordable Housing Trust Minutes North Andover Affordable Housing Trust Meeting Minutes June 1, 2021 Present: Laurie Burzlaff, Roger Lawson, Christopher Jee, Joan Fitzgibbons and George Koehler Absent: Richard Vaillancourt and Robert Bernardin Meeting was called to order at 5:30 p.m Chairman Burzlaff read the following: Pursuant to Governor Baker’s March 12, 2020 Order Suspending Certain Provisions of the Open Meeting Law, G.L. c. 30A, §18, and the Governor’s March 15, 2020 Order imposing strict limitation on the number of people that may gather in one place, this meeting of the North Andover Affordable Housing Trust will be conducted via remote participation. No in-person attendance of members of the public will be permitted but every effort will be made to ensure that the public can adequately access the proceedings as provided for in the Order. Persons who would like to listen to the meeting while in progress may do so by tuning in on their televisions to Comcast Channel 99 or Verizon Channel 28 or online at www.northandovercam.org. Approval of Minutes from May 4, 2021 Motion made by Roger Lawson, seconded by Joan Fitzgibbons to approve the meeting minutes of May 4, 2021, as presented. Roll call vote: Koehler-yes; Jee-yes; Fitzgibbons-yes; Lawson-yes; Burzlaff-yes. Motion approved 5- 0. Affordable Housing Fact Sheet George Koehler presented the Affordable Housing Fact Sheet. Ms. Burzlaff asked to change “rental housing” to “affordable housing”. Mr. Koehler explained that the flyer was specifically for rental housing and he will create another flyer for homeownership and another for affordable housing in general. The Trustees agreed the flyer should state “affordable rental housing”. Discussion regarding down payment assistance program Ms. Burzlaff suggested “not to exceed $30,000” be added to the paragraphs under Purpose and Loan Terms. Ms. Burzlaff indicated that Bread & Roses is willing to administer the program for $1000 per approved application. The rate is $100/hour and they anticipate it taking 10 hours to process each application. Ms. Burzlaff will confirm the rate should an application not be approved. Ms. Burzlaff is still waiting on clarification on whether an affordable housing restriction is required when using CPC or Trust funds. Discussion on funding program to assist residents below 30% AMI George Koehler explained that one of the strategies of the Master Plan was addressing housing residents at or below 30% Area Median Income. He suggested this could be one with a rental assistance program, and rental subsidy, single room occupancy project or supporting the housing authority to build additional units. Ms. Burzlaff stated she would reach out to the Housing Authority Director to try to resurrect the Fountain Drive project. Vote for new chair Christopher Jee indicated he was willing to serve as chair. George Koehler made a motion, seconded by Joan Fitzgibbons to nominate Christopher Jee as chair of the Affordable Housing Trust and Laurie Burzlaff as secretary. Roll call vote: Fitzgibbons-yes; Jee-yes; Koehler-yes; Lawson-yes; Burzlaff-yes. Motion approved 5-0 ADJOURNMENT George Koehler made a motion seconded by Roger Lawson to adjourn the meeting at 6:30PM.
