HomeMy WebLinkAbout2022-09-29 Master Plan Implementation Committee Minutes Master Plan Implementation Committee Meeting Minutes September 29, 2022 Attending: (in person): Jon Strauss (chair), Meredith Barnes-Cook(vice chair), Stan Limpert, Sean McDonough, Hollie Williams. Absent: Eitan Goldberg, George Koehler, Dick Vaillancourt, James Wefers Staff: Jean Enright (Planning Director) Call To Order Jon Strauss called the meeting to order at 6:04 PM. Public Comment No public comments were received by either Jon Strauss or Jean Enright prior to the start of the meeting. Approval of minutes for the August 16, 2022 meeting. Stan Limpert moved to approve the minutes as presented. Meredith Barnes-Cook seconded. The vote was 5-0 in favor, motion passed. Communications. Jean Enright mentioned that there had been some encouraging progress on a downtown walking path from Sutton Street to Davis &Furber. She and a group had walked a potential route which seemed workable. Jean Enright also mentioned that the town was seeking a second grant to begin the design work on the rail trail. Old Business: A.MPIC Website Status John Strauss said that the website was still being updating but at a somewhat slower place since much work has been done. Jean Enright said that the planning staff was updating the website as new information becomes available. B. Continued Accessory Dwelling Unit(ADU) Discussion Jon Strauss recommended that we put off our discussion until Andrew Shapiro could participate since he had put together much of the information. Jean Enright said the Select Board was slated to approve its goals for the coming year, one of which was beginning a dialogue about the ADU. Jean said that their acknowledgement of the issue would help all of us to start the discussion on this subject. New Business B.Downtown Zoning Public Forum Discussion The committee had a brief discussion about the prior evening's public forum on the downtown zoning study. Several who attended mentioned that good information was presented,but there seemed to be a negative attitude by some attendees. Jean Enright said that this was just one step in a lengthy process, and that nothing would probably be ready prior to annual town meeting in 2024. A.MPIC Quarterly Report for 4Q 2021 Jon Strauss briefly described the content of the proposed quarterly report to the Select Board: it covers the second and third quarters of 2022; it discusses progress with the MPIC implementation website; it discusses committee discussions about the ADU bylaw; it recommends going to semi-annual reporting to the Select Board. Adjournment: Stan Limpert moved to adjourn, and Sean McDonough seconded. The vote was 5-0 in favor. The meeting adjourned at 6:40 pm. Next meeting: October 27, 2022 at 5:00 PM.
