The Applicant proposes a daycare operation to be located at 170 Pleasant Street. The property is located within the General Business zoning district. • The premises affected, 170 Pleasant Street, was most recently occupied by a doctor's office. • The Applicant has owned and operated Little Learners Childcare Center for the past twenty-nine years. The operation was first run out of her home and then out of its current location at 586 Massachusetts Avenue. • In approximately January, 2022 the Applicant purchased 170 Pleasant Street with the plans to add a second location to fill the demand need. FINDINGS OF FACT • The Building Inspector has made the determination that 34 parking spaces are required and that 38 spaces are provided. • On September 27, 2022 the Zoning Board of Appeals voted to approve a special permit to allow the use of the property as a daycare, • The Applicant has communicated that there will be 16 staff members and 80 students, and that arrivals/departures will be on a staggered basis beginning at 6:30 am and ending at 6:00 pm. The consensus with the current location is that usually a maximum of 3-4 cars dropping off at one time, with the norm being 2 cars at one time. • The pick-tips and drop-offs will occur in the parking lot adjacent to Chickering Road with access from Pleasant Street, The Pleasant Street parking will be reserved for staff and ADA Parking Only. • In the current program of 74 students approximately 1/3 are siblings. 57-59 Water Street Site Pian Review Waive• October 2,2015 • Adequate measures have been put in place for the safety of children on the premises, such as fencing, guard barriers, etc. • The Childcare Center must also pass state inspection with the Department of Early Education and Care (EEC). DECISION After discussion at the November 1, 2022 Planning Board meeting, and upon a motion by A. Koenig seconded by J. Simons, the Planning Board voted to approve the request for Site Plan Review Waiver. The vote was 5-0 in favor of the request. Roll Call vote: J. Simons voted yes, P.
