These written responses correspond to Iny letter dated April. 25, 2018 titled "Stormwater Review Comments 41". My comments are below each of Mr. Henshall's response in italics and bold text; Design Plait 1. Rotating the pool clockwise would not reduce the need for tree removal, The request to remove trees is not based on the build alone; overhanging bees will introduce contaminants to the pool water. ,Sufficient open space around the pool will minimize the amount of chemicals needed to properly maintain a sanitary swirnming environment while also allowing the use of the pool to be more enjoyable. The clock wise rotation could also increase the depth of the dig by up to 1 foot on the North West corner of the excavation. The suggested clockwise rotation of the pool►vas to prei)ent steep slope at the,southeast corner that could result in channelization of runoff causing erasion. A project approval could include this iris a special condition. 2. The trees to be removed are identified on the plan; our original request was for removal of all the trees, many of which are in poor health, Ms. Hughes suggested and I agreed to leave the saplings. Tree pruning should be considered in lieu of tree removal. Tree removal must be approved by the Conservation and Planning Departments. 3. Stone around the base of the pool in this particular application would serve no appreciative purpose. The pools 2 feet cantilevered safety deck is an effective deterrent to pool water getting to the ground. Agree. No further comment. The exact location of the filter system is yet to have been determined but will be under the cantilevered safety deck in an area that will be chosen as the most practical and of least disturbance. Filter system should be located along the northern or western edge of the pool thus nrirrzintizing separation from the resource areas. There are no proposed paths or walkways. Agree. No further comment. 4. The existing sewer easement crosses a small portion of the North West corner of the property. The pool is located far outside any set back requirements and is segregated from the easement by the dwelling. I would request the expense of a revised plan be taken under consideration. Agree. The alternative location suggested has several issues. Although it does reduce the amount of trees being removed it should be taken into consideration that the trees that would need to be reproved are strong and healthy while the proposed location effects less healthy and in some cases dead trees. The suggested alternative location while being outside the 50-foot No-Build Zone is also outside of the fenced area. This location will require a much larger excavation and the construction of at least one retaining wall on the South side of the above ground pool in order to peep the entire structure at the required minimum barrier compliancy. This wall could possibly approach four feet in height and 40 feet in length. A smaller retaining wall might be required on the North base of the pool to minimize potential eroding, Agree that the alternative location is less desirable for the reasons as summarized by the applicant above. See design plant comments above related to shallow ground slopes and tree pruning for installing swirnrning pool at the proposed location. Down-Gradient NitroLien Statement 1. The statement is factual. If Ms. Enright and Ms, Hughes feel it necessary will address this with Mr. Parmenter and Mr. Sawyer and submit a new statement. Please resubmit the Down-GradientNitrogen Statement with certification from Mr. Stephen Saivyer(Professional Engineer). Operation and Maintenance of Pool 1. A comprehensive Maintenance and Operation Plan detailing all mentioned concerns was submitted to the ZBA. This plan will be submitted to Conservation and Planning as well. The attached S3vimming Pool Maintenance Requirements are satisfactory. The proposed wattle line runs adjacent to a chain link fence which is in close proximity to the 25 Foot No-Disturbance Zone. We can certainly comply with Mr. Bade's suggestion to move the wattles line to his recommended location,but ask that a revised plan not be required due to the expense. A revised plan is not required Please move the wattles line to the recommended location prior to eoinmeneernent of ally rvor•!c. The applicant is proposing to install a 16 feet X 28 feet above ground pool with tree removal within the 50-foot No-Build Zone with excavation and regrading. Included in the materials I received and reviewed were the following documents: 1. Special Permit- Watershed Permit Application by Gibraltar Pools & Spas 2. Letter dated March 27, 2018 from PFS Land Surveying Inc. - Pool site location 3. Letter dated March 27, 2018 from PFS Land Surveying Inc.-Nitrates Statement 4. Wetlands Delineation - Letter dated November 3, 2017 from Mary Trudeau, Wetlands Consultant 5. Letter dated April 8, 2018 from PFS Land Surveying Inc. stating no significant degradation of the quality and quantity of water entering Lake Cochichewick 6. Plan of Land dated March 20, 2018 prepared by PFS Land Surveying Isle. 7. WPA Form 1 - Request for Determination of Applicability dated November 11, 2017 and submitted by Gibraltar Pools Corp. 1 Page toUNGINEr•.itING INC. 609 Winter Street Framingham.MA 01702 Phone:508-745-4077 My comments on the proposed project are outlined below: Design Plan 1. The applicant should consider rotating the pool in a clock-wise direction as shown on the attachment. This would potentially help with: • reducing the need for tree removal • reducing the amount of regrading required • achieving 1:3 slopes or better and limiting potential for runoff channelization and erosion 2. Trees that are proposed to be removed must be identified on the plan. 3. A description and/or statement of the following: • stone placed around the perimeter of the pool • location of equipment such as filters, pumps and accessories • proposed path between the deck and the pool, if any 4. Existing sewer easement that is called out on the eastern edge of the property must indicate the width and length. Proof of Alternative Location 1. Provide a description of why the area behind the driveway, building and the deck to the south is not suitable for the pool installation (see attachment). This appears to be the best location for the pool for the following reasons: • eliminating any tree removal • clearly outside the 50-foot No-Build Zone • minimal grading and change in existing grades and slopes thus minimizing potential erosion Down-Gradient Nitrogen Statement 1. The statement submitted is from Mr. Bryan Parmenter, a Professional Land Surveyor. If the pool will be dewatered at the end of surnmer describe where and how the water will be discharged. 2, Describe where and how are the chemicals stored that are required for the pool. Erosion and Sedimentation Controls 1. Proposed wattles line shown on the plan is also labeled as limit of clearing and is in close proximity to the 25-foot No-Disturbance Zone. The wattles line should be along the contour elevation 176 feet or up-gradient from this. I would be happy to meet with you and the applicant to review these comments at your convenience.
