Bill,
Our construction inspection at the above site earlier today observed the likely situation whereby there will be more than 3'of cover
material over the soil absorption system if it is backfilled to meet the adjacent grade. This is going to need the engineer to decide on a
path to pursue. Please review this matter with Mr. Nemchenok and have him let the Town (and me)know what is to be done about this
situation.
Options that strike me as possible solutions include a wall of some sort, lowering the adjacent grade, removing and raising the soil
absorption system or possibly requesting a Local Upgrade Approval. He might have other solutions as well.

From the Town's perspective,the craftsmanship of the work we examined was fine. Note that it is not the Town's role to control job-
site construction activities so we cannot tell you if you can backfill the project or not.
Ultimately,we need an approach developed to how the>3' of cover over the soil absorption system will be addressed before final-sign
off can be provided, and you will need to demonstrate compliance with that approach (as recommended by the engineer).

In dealing with matters relating to the 3 foot cover requirement pursuant Title 5 as revised March 1995, the
new codes states that no system components shall be greater than 3 feet deep. The older code allowed for an
SAS to greater than 3 feet deep provided in is vented.
When we do septic system upgrade designs and construction, often the existing conditions, site grades and
sewer pipe elevations, which cannot feasibly be altered, are such, that it results in portions of the SAS being
greater than 3 feet deep, as such we vent the systems and it has been the practice that this falls under the
definition or umbrella of of MAXIMUM FEASIBLE COMPLIANCE as defined in Title 5. When considering
matters such as this, the codes clearly states that the economic feasibility of the upgrade requirements shall
be considered. In this case, the alternative would be to install a second pump tank and pump system and
elevate the soil absorption system such that is has less than 3 feet of cover. the cost of this change is the the
area of$7,000 -$9,000 for installation of the pump and pump tank, electrical work, additional sand fill and site
work to install.
Never in my experience has this economic responsibility of raising the SAS been enforced for the purpose of
avoiding 3 feet of cover over a system. Venting has always been the acceptable solution or practice and of
course, all structures raised to within 6 inches of finish grade with risers and covers so they are easily
accessible.

The ultimate decision however is up to the approving authority, the NA BOH.

A proposed solution needs to be provided to the Town to review. This is not the Town's preemptive decision to make,the Town will
respond to a proposed solution which is made by Merrimack Engineering Services.
In my e-mail of Friday I [aid out several options for your consideration, and you might have others. There needs to be a proposed
solution to be made by you and the engineer of record. Please let us know what path you intend to pursue.

I was on site today laying out the leach field for the contractor, Blake Hawthorne. He discovered
that some of the existing grades shown on our plan seem to be incorrect.
I performed a survey with him and confirmed that some of the existing site grades shown on our
plan are not accurate representing the ground to be lower than it actually is, which results in some
of the existing & proposed system components seeming to be higher in the ground or even out of
the ground, which we know is not the case as the system is beneath the ground surface.
The likely cause was that this survey was done with snow cover, and that can sometimes raise an
issue with a GPS survey point interpretation, so at some point during the survey there was a bust
in the vertical control. I am not making excuses, this is an error which falls on us, I am simply
explaining what may have happened. Portions of the survey are accurate, others are not. The
issue is purely vertical and not horizontal and does not affect the location or layout of any existing
or proposed features of the design.
I surveyed the elevation of the existing test pits and ground today and adjusted the plan
accordingly. This error does not impact the layout or location of the system design and had a net
change in elevations of the field and distribution box of approximately 3 inches.
The water table on site was greater than 130 inches so the system is deep enough from the
existing ground surface and that there is a couple excess feet of grade so distance to water table is
not an issue, and no breakout issues or geo membrane barriers are necessary.
Not that this happens often, as it does not, but when field changes are required during construction
we typically submit red line revisions for you to put on file as a record of the field change and then
reflect the new design and elevations on the as-built.
Attached is a red line of the field changes to the elevations on the plan profile as well as a plan of
the original survey and the spots elevations that I confirmed on site today.
I will drop off paper copies to your office.
If you feel this is not an appropriate manner in which to address the issue, please let me know
what course of action to take and we will do so immediately. The Contractor has a copy of the
revised elevations.
