On June 2,2022,Mark Yanowitz,representative for the applicant, filed a request for a
determination of Insubstantial Change to a previously approved Site Plan. The applicant
proposes exterior improvements to the commercial development known as First&Main Market
Place.
HISTORY AND BACKGROUND
• The premises affected, 109— ]23 Main Street was granted approval for a Site flan
Review Special Permit on May 11,2007 to allow for the renovation and reconstruction
of the existing retail shopping center(Messina's Plaza)totaling 52,198 SF,
construction of a 208+/- SF kiosk, drive-through facilities,parking,utilities,
walkways, site lighting, landscape improvements,and other improvements with in the
General Business District.
• The attached"Narrative Summary of Improvements to First&Maim Marketplace"
details the proposed improvements to the site. Many of which address accessibility
and deferred maintenance.
FINDINGS OF FACT
• The proposed site improvements do not contain new processes not normally
associated with the existing use and will not result in changes in the potential
nuisance to adjacent property; traffic circulation; or stormwater drainage onto or off
of the site.
No changes to the main building footprint are proposed.
0 The overall parking lot modifications provide a net gain of two (2)parking spaces to
the commercial site.
DECISION
After discussion at the June 7,2022 Planning Board meeting, and upon a motion by J. Simons,
seconded by A. Koenig,the Planning Board made the determination of Insubstantial Change to

Change determination request.
CONDITIONS
• This Notice of Decision shall be recorded at the North Essex Registry of Deeds prior

submitted to the Planning Department,

Narrative Summary of Improvements to First& Mairl�Marketplace - Request for an
Insubstanti Change to a Previously Approved Site Plan
The following Items represents a list of exterior Improvements to the commercial
development known as First&Main Marketplace at 107-127 Main St., North Andover:
• Widen granite steps and plaza off Main St. to provide more pedestrian and
visual access into the site. New plaza to be poured as colored and stamped
concrete (sim, to grey flagstone).
• Create new landscape area adjacent to plaza at steps off Main St, as buffer
to parking lot.
• Provide new accessible ramp adjacent to front plaza and landscape area to _
Improve accessible entrance from parking lot to commercial business
entrances.
• Improve slope of existing accessible ramp in front of Boston Chowder
• Replace uneven brick paver patios in front of Boston Chowder with colored
and stamped concrete and replace existing perimeter railing with new black
galvanized steel railing.
• Remove existing 2.5' concrete walkway sections and "non-accessible ramps"
between brick column bases at covered walkway in front of tenant entrances
and replace with colored and stamped concrete.
• Remove existing radius concrete area In front of Kline Connextlon and
replace with enlarged radius colored and stamped concrete plaza with
decorative steel bollards and black paneled planter boxes.
• Re-grade and re-stripe front parking lot to create new accessible access
directly from parking lot to new plaza area in front of Wine Connextion,
including new landscape areas adjacent to accessible parking spaces and
colored concrete walkway from accessible parking spaces to new plaza.
• Replace existing asphalt areas at rear of commercial building and re-stripe
parking spaces at rear of building.
• Overall parking lot modifications provide a net gain of (2) parking spaces to
the commercial site.
• Relace existing monument sign at vehicle entrance off Main Street with new
monument sign. New monument sign to be compliant with guidelines set forth
within in the town Sign Bylaw,
• Upgrade and change color of some of the siding and exterior trim on the
commercial buildings,
