MEMORANDUM

RE: Site Plan Review— 1812 Turnpike Street

The applicant proposes a 10,000+sq. ft. office and retail building on Route 114. The applicant had
previously been before the Planning Board and had withdrawn their application without prejudice. Their
past application was filed on January 14, 2000 and Withdrawn on January 16, 2001.
My review is as follows.
i. NORTH ARROW/LOCATION MAP: This has been provided.
ii. SURVEY OF LOT/PARCEL: This has been provided.
iii. NAME/DECRIPTION OF PROJECT: This has been provided.
iv, EASEMENTS/LEGAL CONDITIONS: A drainage easement is shown from the adjacent lot,
which is the same owner.
V. TOPOGRAPHY: Contour intervals are depicted in P intervals rather than the required 2'.
Vi, ZONING INFORMATION: Zoning information has been provided and is located on Sheet C-2.
The Building Commissioner determined that with the building overhang the setback is 93', the
Zoning Bylaw requires a minimum of 100' for the front setback. The plan does not indicate
compliance with the buffer requirements at the lot line abutting the residential district.
vii. STORMWATER DRAINAGE: Please see attached review performed by the Town's consulting
engineer.
viii. BUILDING LOCATION: The building height is 38'8", and is two stories.
ix. BUILDING ELEVATION: Building elevations have not been provided.

X. LOCATION OF PARKING/WALKWAYS: The applicant has proposed the 79 spaces required
by the zoning bylaw. There are two curb cuts proposed for access and egress, one of Route 114,
and one off Berry Street.
xi. LOCATION OF WETLANDS/NOTICE OF INTENT: The applicant has filed a Notice of
Intent with the Conservation Commission.
xii. LOCATION OF WALLS/SIGNS: There are several different types of signs proposed on the site:
1) Stop signs, 2) Handicapped parking signs, 3) pylon sign 4) Do not enter. Details have been
provided for the stop sign, handicapped parking sign and do not enter, however a detail of the
pylon sign should be submitted.
xiii. LOCATION OF ROADWAYS/DRIVES: The entrance off of Route 114 is marked as one way
showing a driveway width differing from 24' to 18'. Section 8.1.7 of the zoning bylaw requires the
width to be 25'. Also along the drive is the loading zone the applicant needs to demonstrate how
the trucks will be entering and exiting the loading zone.
xiv. OUTDOOR STORAGE/DISPLAY AREAS: No outdoor storage is proposed.
xv. LANDSCAPING PLAN: The landscaping plan 16 red sunset maple, 2 faser fir, 3 white
spruce, 117 compact buring bushes, 15 dwarf mugo pines, 46 spreading English yew and 120
dwarf japans spreading juniper.
xvi. REFUSE AREAS: A refuse pad is proposed to the rear of the building and will be enclosed
with a 6' high wooden fence.
xvii. LIGHTING FACILITIES: Ten lights are proposed on the site with four different styles of
lighting. Some are double luminaire, others are single. There are 5 lights proposed to be wall-
mounted. The applicant must prove to the Board that the lights abutting the residential property
are inwardly reflected.
xviii. DRAINAGE SYSTEM: Please refer to the outside consulting engineer's report.
xix. TRAFFIC IMPACT STUDY: The applicant should provide an update traffic impact study
reflecting the recent decision for Berry Street.
xx. COMMONWEALTH REVIEW: The applicant needs to provide a copy of the State Highway
Driveway Permit application.
xx. UTILITIES: This has been provided on sheet C-3.
xxi. FISCAL IMPACT: The applicant needs to provide this.
xxii. COMMUNITY IMPACT: The applicant needs to provide this.
