By way of introduction,my name is Lauriann Messina.I am a lifelong resident of North Andover.For the past
Twenty-Nine years I have owned and operated Little Learners Childcare Center here in town.First out of my home
on Waverly Rd and then out of its current location at 586 Mass Avenue.Approximately ten months ago I purchased
the property at 170 Pleasant St.with the plans to add a second location to fill the need for continuing requests for
available daycare spot requests.
We are here tonight to ask for a waiver from the planning committee.We have been approved by the building
inspector needing 36 parking spots and having 38.
Once completed the 170 Pleasant Street location will facilitate up to 80 students and up to 16 staff members,
Business hours are from 6:30 am to 6 pm.Unlike the school system,Little Learner does not have a fixed start time
or a fixed end of day for all students.Morning drop off times are typically between 6:30 am and 10 am.Afternoon
pickups are typically between 2 and 6pm.This should mitigate the amount of traffic entering or leaving at one
specific time.All pickups and drop offs will occur in the parking lot located on the Chickering Rd side of the
building with access on the Pleasant St side.The Pleasant Street side
parking lot will be reserved for Staff and ADA Parking only.All parents will have an open,access so they can easily
and safely walk to the entrance of the building.
All full time staff work an 8 roux shift at different increments of the day.With this type of schedule they will not be
pulling in and pulling out unlike the doctor's office that was located there.With our schedule our staff does not come
in and leave at the same time. So there will not be a mass arrival and a mass leaving.
The census with our current location is usually a maximum of 3-4 cars dropping off at one time,with the norm being
2 cars at one time.With them not having a fixed time of drop off we will not have cars coming at the same time.
They are staggered during those times.Plus in our current program 74 students around 1/3 are siblings which also cut
down the number of cars. Also we have a 3-4 hour period where there is no traffic coming in and out.
I believe that our center will be have much lower affect on traffic than the Doctor's office that was previously located
there.Which had large amount of patient rooms and had patients and staff coming in and out all day long.
