Hillside Road from Rte 125 Andover By Pass, was, until the early 1980's, connected to Rte 114, Turnpike Street, providing a scut through" for traffic between Rte 114 and Rte 125, until the previous owner of the Chestnut Green site agreed to grant to the Town of North Andover, a turn around easement at the end of Hillside Road, allowing the State and Town to close off access to Rte 114. This closure significantly reduced accidents and traffic congestion at this location. Since that time, that portion of their land has been relatively sterile, with no active use except for a secondary access into the building from the Chestnut Green parking lot. Further, the Office Complex has been extremely successful, and is always busy, creating g parking .p P P �.. complex a significant demand for arkin spaces at peak periods of time. Visitors to the are often forced to park,inaplrqpriatelyjn Handicap Spaces, Fire lanes and in No lurking areas during peak times. In some cases they double park and significantly impede the traffic circulation on the site. The site is fully developed, and constrained with the presence of wetlands on a significant portion of the site. The owners have commissioned several studies to try and increase the parking space count on the site, and possibly more efficiently layout spaces in the existing paved areas. Each study has indicated that the current layout of spaces is the optimum for the paved areas, and that the only area available for the additional parking spaces is in the Hillside Road area of the site. The nine (9)parking spaces proposed will be constructed using pervious pavement, so there will be no increase in runoff generated from the proposed construction. Existing walkways will be relocated, and landscaping displaced by the construction will be replaced on the site. The.nine parking spaces will_,be used by employees within the complex so that no traffic implications or impact will occur on Hillside Road, except arrival and departure of the vehicles at the beginning and end of the day will occur. These trips are existing trips from vehicles currently using Hillside Road. Those 9 new employee spaces will free up spaces on site for use by patrons of the tenants during peak and other hours, helping to solve the parking demand issue at the site. The use of this land for parking is appropriate, as it serves no significant landscaping amenity to the complex, and will serve to reduce overcrowding of the land (in the parking lot). The proposal will preserve the value of the existing development by providing additional parking amenity. The parking spaces will serve to reduce traffic congestion within the existing parking lot by freeing tip more spaces for the visitors and patrons of the site. The parking spaces will not have impact on population concentration since no new population will result from the construction of the spaces, Since there is no vertical construction, there will be no impact on light and air within the development area. The provision of the parking will free up access to fire and other emergency vehicles who might need to use,the site, resulting in reduced Hazards to the area. Construction of the parking spaces is anticipated to have a positive impact on transportation, by reducing congestion on site, and no impact on water, sewerage, schools, parks and other public utilities or facilities, and because they are located over 100' from the wetlands, will not impact bodies of water, watercourses, flooding and given the proposed storm water infiltration from the pervious pavement, will actually promote groundwater recharge in the area. By providing the additional parking spaces, the improvements to access by public safety vehicles servicing the site will in fact increase the amenity to those providers. The site is appropriate for the use since it is on laird owned by the Association, and the access to them, Hillside road, is not a through street and is not subject to through traffic and traffic conflicts, By limiting the parking spaces use to employees, the use will not adversely affect the neighborhood, since patrons current park in the turn around area during peak times and that will cease, with the provision of vehicles parked off this access. Since Hillside Road is a dead end street, there will be no hazard to vehicles and pedestrians. In fact, the proposal will reduce the hazards that often currently exist within the parking lot to both vehicles and pedestrians by double and illegal parking. Office Park. The work includes relocation of an existing sidewalk, partial demolition (— 500 s.f.) of existing pavement, re-grading the area, and construction of a new 45' fieldstone retaining wall and a 9-space parking lot with porous asphalt. The site is located at an intersection of Salem Turnpike and Hillside Road in North Andover, MA. As of now, the existing impervious area at the site of renovation consists of 303 s.f of sidewalk(to be relocated), and 497 s.f of existing asphalt(to be removed), total of 800 s.f. The impervious area at the renovated site is to consist of 314 s.f. of sidewalk, and 45 s.f. of retaining wall, the total of— 360 s.f, The total reduction of an impervious area as the result of porous pavement parking lot construction is 440 s.f. The runoff from the newly renovated site, will not exceed the level of the pre-development site runoff before the renovation. Because of the small area of modification, we will evaluate the runoff in volume reduction, as well as impervious area reduction. The porous pavement will infiltrate 100% of the runoff to it, so it is considered 100% pervious. Soils within the vicinity of the project have been mapped by USDA-NRCS (formerly SCS) as Woodbridge Fine Sandy Loam. (Hydrologic Sol Group C) Following the Rawls Chart for Fine Sandy loam, accept an infiltration rate for the site as 0.27 inches/hour. National Asphalt Pavement Association indicates, that porous pavements have been successfully used with soil infiltration rates as low as 0.1 inches/hour. EXISTING PARKING Based oil the Town of North Andover Zoning By Law, the required parking is 4.5 spaces per 1000 sq ft when the building is used for medical offices. For other business offices the requirement is 3.0 spaces per 1000 sq ft. Since the majority of uses at the site are medical, the factor of 4.5 spaces/l 000 sq ft of gross building area is being used for these calculations. There is approximately 84,122 square feet of gross floor area in the three buildings estimated based on footprint multiplied by 2.75 stories) which would require 378 parking spaces on the site for medical use and/or 252 spaces for other office use . There are currently 259 (255 regular and 4 handicap) parking spaces on the site. Given the intensity of medical use at the site, the property is grossly under parked. The turnaround and dead ending of Hillside road was constructed to eliminate the safety hazards and accidents occurring from traMc crossing Rte 114 at this location. by the Town or MDOT. TURNING AN.A.LYSIS The parking spaces are designed so that the back of the space is at the existing edge of pavement so.that whatever vehicle could make the turnaround on Hillside Road (police, ambulance, highway, fire etc) can still make the turnaround and will not be impaired by the provision of the cars parked in this location. LIGHTING The Condominiums Association intends to make these spaces available to employees who park longer term ie all day, at the site so it is not anticipated that they will be used at night.
