1 feel that this Dept . should ask the Planning Board to work very closley
with the State D.P.W. on this area . Special attention should be paid to
this .location in hopes that the traffic generated by this building and
any others which are in the planning stage will not cause a dangerous
condition at the intersection of Hillside and By-Vass .
I would like to consider making all traffic out of this building turn
onto the By-Vass . We cannot afford to have any more impact on the traffic
on Rte . 114 Turnpike St . Traffic could possably go .left through the
parking lots. at Chestnut Greens and onto Rte . 114 .
The Police Dept . should request the right to bring to the attention of
the drveloper any serious problems that might arrise during the construction
of this project .

I have the following comments regarding this project:
1 . The proposed overhead to the rear should provide adequate
clearance for Fire Department vehicles . A minimum clear-
ance of twelve feet is needed.
2. The building will be fully sprinklered in accordance
with MGL Chap. 148 sec. 26G. Plans for the system must be
submitted to the Fire Chief for approval prior to installation.
3. An automatic fire detection system to include, but not limited
to, smoke and heat detectors, double action pull stations,
horn lights outside annunciator panel, control panel and master
fire alarm box will be required. Plans for this system must
be submitted to the Fire Chief for approval prior to install-
ation.
4 . All systems shall be tested and approved prior to occupancy.
I intend to be present at the October 19 meeting of your board.

TOWN DEPARTMENT COMMENTS:
FIRE: Minimum clearance for the rear of the structure is 121 .
Fire safety concerns for the structure- see letter from
Fire Chief, dated October 5 , 1987 .
POLICE: Serious traffic safety issues in this area. Suggest
close coordination with State DPW. Impact on the
intersection of Hillside Road and Andover Bypass
should be studied closely, along with access problems
with traffic going through the Chestnut Green Development
and onto Route 114 .

Wetland delineation shown on the plan is correct.
- Retaining walls are OK with site review.

All catch basins shall have oil and gasoline traps .
STATE DEPARTMENTS
DPW: Letter sent to Joseph DiAngelo on October 8 , 1987 , requesting
input regarding the Hillside Road and Andover Bypass
intersection.
DISCUSSION:
Staff has met with the project architect, Mr. LaGrasse and
the following items of concern were expressed.
1 . Location of the building was determined by the requirements
of the Conservation Commission and the Fire Department.
2 . Adequately screening the parking areas from adjacent
roadways and residents .
Upon staff visiting the site and a more detailed review of the
plans on October 8 , 1987 , staff has the following concerns which need
to be addressed prior to approval:
Traffic :
1 . Access to this site will be provided from Hillside Road
from Route 125 and the driveways found in the Chestnut
Green Office Complex off Route 114 . Possibly 60 employees
(using 300 square feet per employee standard) along with
visitors to the building each day will add to access
problems in this area. Existing driveway problem at the
Chestnut Green site needs to be addressed.
2 . The Town may require the applicant to supply a traffic
impact study to measure the ability of the existing
road network to handle more traffic.
3 . Letter sent to State DPW requesting comments on the
impacts this project will have to the existing
road network.
Drainage :
1 . Explore the possibility of placing retention ponds to
to hold storm water on-site prior to outfall into the
resource areas.
2 . Are additional catch basins needed along the parking
areas facing Hillside Road?
3 . All site drainage must go to the rear of the property
away from Hillside Road, into the resource areas .
Parking:
1 . Attempt to remove the two parking spaces along Hillside
Road to provide some additional open space on-site .
2 . Attempt to move the parking further off Hillside Road to
allow the existing trees to be maintained along the
roadway.
3 . Attempt to move the parking spaces adjacent to the building
closer to the structure to allow better access to the
rear of the property.
Sign Location:
1 . Please indicate the site of project sign. . The sign
must meet the Town' s Bylaw Requirements .
Landscaping:
1 . It should be the goal of the developer to save as much
of the existing tree cover found on the site as possible.
Additional landscape material may be added to help
supplement the existing vegetation found on the site .
2 . In accordance with Section 8 . 4 , the applicant shall meet
the following landscape standards :
A. 6 ' wide strip of land densely planted with trees
and scrubs expected to form a year round impervious
screen at least 5 ' high.
B. On three side of the perimeter of the parking
area one tree 31 'Diameter Brest Height (DBH)
at least 4 ' high shall be planted at a rate
of one for every 30 ' linear feet. (14 trees are
required)
C. The trees shown on the planting island in the
parking lot is sufficient.
D. Planting and location of island adjacent to the
structure needs redesign due to the narrow
drive and the location of the parking spaces .
Lighting:
The location and type of exterior lighting for this site needs
to be shown on the plan.
Walls:
Please supply the specifications for the retaining walls to be
built on the site.
Dumpster:
Specify the location of tht3- dumpster to be utilized for
garbarge collection.

Dear Paul:
The Division of Public Works has reviewed the plans of the proposed
Digital Consulting site and have the following recommendations to make.
1. A new 12" C.L.D.T. water main was installed on hillside Rd, and
recently placed in service. The proposed water service should be
connected to a new 12" pipe.
2. A new 8" gravity has been constructed with a terminus on Hillside Rd
at the easterly side line of the Andover By--Pass. The sewer will
be connected to the proposed Alcott Village Pumping Station which
is designed to handle the flow from all of Hillside Rd. The sewer
service connection from the proposed building should be extended
westerly on Hillside Rd. to the existing new sewer.
