Stocking Town Planner Town Hall North Andover, MA. 01945 Dear Mr. Stocking: In reviewing the Site Development Plan for the Headquarters Building for Digital Consulting, we note that, although no permit applications will be required by the Applicant, special attention should be given to the grading required close to the State Highway property. It is also to be noted that the State Highway bounds on Route 125 are not to be disturbed. This latest revision was made during the Planning Board meeting held on December 17 , 1987 . Permit - Site Plan Review Conditional Approval The Planning Board makes the following findings regarding this Special Permit: 1 . The proposed use and site design for this lot are appropriate due to its location in Town. 2 . Adequate vehicular and pedestrian access into and surrounding the site has been provided. 3 . The landscaping plan as shown provides for the adequate screening of the site to adjacent properties and is designed in attractive fashion. Tree planting meets the requirements of Section 8 . 4 of the Zoning Bylaw. 4 . The site drainage system is designed in accordance with Town Bylaw requirements. 5 . The applicant has met the requirements of the Town for Site Plan Review as stated in Section 8 . 3 of the Zoning Bylaw. Upon reaching the above findings , the Planning Board votes to approve this Special Permit based upon the following conditions : 1 . The size of the project sign shown on the site plans shall meet the requirements of the Zoning Bylaw, 2 . Show three (3) handicapped spaces adjacent to the structure . Handicapped spaces shall be properly marked on the site . 3 . All lighting shall be directed onto the site and no lighting shall be cast onto any adjacent property. 4 . Landscaping plan shall indicate areas where the existing trees will be retained. Provide for fourteen (14) pine trees adjacent to the parking areas and the two (2) adjacent roadways . These trees shall be a minimum of 31 " DBH at least 4 feet high at the time of planting. 5 . Stone walls shall be constructed adjacent to the parking area along Hillside Road and Route 125 . The walls shall be constructed to a height of 3 ' . The berms as shown on the landscaping plan shall be removed. 6 . The existing trees adjacent to Route 125 to be retained shall be shown on the site plan. Wherever possible, the existing tree cover shall be preserved and supplemented with new planting materials . All trees north of the parking lot along Route 125 shall be retained. 7 . The existing tree cover shown along Hillside Road as indicated on the site plan shall be retained on site and indicated "to be retained" on the landscaping plan. 8 . All signs placed upon the building shall meet the requirements of the Zoning Bylaw. CARROLL(MA) May 15, 1990 George Perna North Andover Planning Board Chairman Town Hall Main Street North Andover, MA 01845 Re: Entension of Site Plan Review on property located at the corner of Route 125 Bypass and Hillside Road, North Andover. Dear Mr. Perna: This office represents George and Sandra Schussel, the current owners of the above referenced property. On April 18, 1988 the North Andover Planning Board approved a site plan review submitted by the Schussels for development of this property. Over the past several months the Schussels have made inquiries to the Planning Board regarding an extension and were informed that the site plan review did not expire until the end of May of this year. Unfortunately, due to apparent miscommunication, the site plan review expired on April 18, 1990. Due to the depressed state of the economy in Massachusetts, and more specifically, the real estate market in the Merrimac Valley over the past two years, the Schussels have been unable to develope the property in accordance with their original expectations. At the present time the property is being offerred for sale and it is of vital importance that the current site plan review remain effective. Without an approved site plan review, the value of the property will be significantly reduced, as will the possibilities of securing an interested buyer. I i For the above stated reasons we respectfully request the North Andover Planning Board to consider reinstating and extending the site plan review for this property. Additionally, we believe that the sale and development of this property in accordance with the approved site plan review will provide substantial benefits to the Town of North Andover. I did not mean to insinuate that the reason for the tardiness of our request for extension was due to the Planning Board providing the Schussels with inaccurate information. Rather, the statement at issue was included to inform the Board that the Schussels did not intentionally allow the expiration date to pass. Again, I want to emphasize that the Schussels are not taking the position that the Planning Board or any one associated with the Board, is responsible for the delay in our request for extension. I sincerely hope that this letter clarifies our position and alleviates any concerns you may have had concerning our letter of May 15.
