(DCI)is submitting the following application for a Watershed Protection District Special Permit. Enclosed with this application is a check in the amount of$300 for the filing fee. The proposed work includes removal of a deck and patio at the rear of the house and building a new screen porch,deck and patio. The porch will be supported on helical piles minimizing excavation and land disturbance for its foundation. The open area underneath the new screen porch will allow runoff from the roof drip line to sheet flow under the structure and infiltrate into the ground. The proposed patio surface will be open joint with a free draining aggregate base allowing rainwater to flow between the joints and infiltrate into the ground.By using the permeable patio design the overall permeable surface in the proposed work area will be increased, All proposed work is within the existing lawn area and will not require any clearing of trees. Given the low impact design proposed and distance of the work from Lake Cochichewick I can certify there will not be any significant degradation of the quality or quantity of water in or entering Lake Cochichewick. The nearest wetland area is located across Coachman Lane, approximately 10 feet from the edge of pavement. The wetland edge is slightly upslope from the toe of slope for the roadway. MassGIS shows the wetlands in this same area as well. Since work proposed on 75 Coachmans Lane is more than 100 feet from the edge of pavement, this could be used to conservatively demonstrate the project is outside of the buffer zone from those wetlands. I used an RTK GPS to locate the edge of pavement closest to the wetlands for your reference. Those points are also shown on the attached GIS Map. Additionally, the site is partially mapped within the FEMA A zone. The A zone is an area of 1% flooding risk and outside of a study area so it has no assigned elevation. However, two Letters or Map Amendment(LOMA)have been issued in the immediate vicinity. One, at 75 Coachmans Lane, indicates that the house,with a lowest adjacent grade of 168.2(88 NAVD) is outside the floodplain, The other, located at 114 Coachmans Lane shows that house as being outside the floodplain with a lowest adjacent grade of 163.6. One can conclude from these LOMAs that the flood elevation is below 163.6. The Roadway elevation in fi-ont of 75 Coachmans Lane is typically above elevation 165. Based on this,it appears that the floodplain lies on the opposite side of Coachmans Lane from the property at 75 Coachmans Lane at some elevation below 163.6.
