As concerned residents of the Mcadowood Development,we would like to bring to your attention issues
regarding the proposed 4-story office building at the intersection of file Route 125 Andover By-Pass and Hillside
Road, Tile proposed site sponsored by Mesiti Develpment of Tewksbury,MA.will include 80 attached parking
spaces and a single entrance/exit onto Hillside Road.
Of paramount concern to our neighborhood will be the exacerbation of an already horrendous traffic
situation on and about the Hillside Road area. Existing problems include:
♦ Extensive traffic backup, especially during both the morning and evening commutes, resulting
in an extremely long,and sometimes dangerous wait to merge onto Route 125. (There have been at least
four reported accidents at this intersection since February, 1997.) We fear that Meadowood Roach (via
Bucklin Road, Peterson Road, Nadine Lane) will become yet another point of egress for frustrated
commuters. Thus,more and more non-residents and non-visitors will use our neighborhood as a
"cut-through,"unaware of the large number of young children in the area.
♦ Chestnut Green office park being used as a"cut-through" between Route 125 and Route 114,
creating an increasingly large volume of high speed traffic on this narrow street. (See attached.)
♦ Left turn restriction from Chestnut Green office park onto Route 114 which forces drivers to use
Hillside Road in order to travel west on Route 114 or south on Route 125. (See attached.)
♦ Overflow parking from Chestnut Green. We have serious concerns that with the advent of the
Mesiti development this condition will reach critical mass.
♦ Extensive sewer and drainage problems in the area. Our fear is that these will only worsen with the
additional disturbance of construction and occupation.
+ Other contributing factors will be roadside snow accumulation and additional traffic generated by the
new Stop & Shop on Route 114.
For our safety and that of our children,we hope that these concerns will be addressed with the diligence
and priority they deserve.
+ We strongly urge that a traffic impact study be commissioned for the area. We are confident this will
prove that our concerns are valid.
+ We request that serious consideration be given to placing an exit from the proposed office park onto
Route 125, as there is with the Osco on the corner of Route 125 and Route 114.
While the traffic issue is our primary concern, we hope that proper attention will be paid to other items
such as aesthetics, landscaping, lighting,construction 11ois.0,etc,

An Informal Traffic Study
On August 8, 1998 an informal traffic study was conducted from 3:00 PM to 6:30 PM. Cars were
counted entering and exiting Hillside Road in ten-minute periods. Residential traffic is defined as all traffic
either entering or exiting a driveway on Hillside Road or entering or exiting Bucklin Road. All other traffic
was counted as Non-Residential traffic. Ina three and a half-hour period a total of 340 cars used Hillside
Road,which is labeled a dead end road by a street sign. Only 24%of this traffic was residential. The other
259 cars used Hillside Road to either enter or exit the office park or as a cut through between Route 125
and Route 114.

re,UGLY DEVELOPMENT @ HILLSIDE Rd. /Rte 125
Dear Sir:
I have Just read again,ire disbelief, the article published in the Lawrence Eagle Tribune on August 21,
1998 regarding the proposed development for the corner across Rte. 125 from our address an Hillside Road, My
wife and I have lived here for the past decade. I am a graduate of Merrimack College and have lived in the area
since 1980.
I have watched on a daily basis the ever increasing volume of vehicular traffic along Rtes. 125, 114 and
Hillside road,along with the subsequent problems as a result . This development would serve only to add to the
traffic volume and demands on town services.
Additionally, the area is a refuge for wildlife, a vernal wetland,and serves as a buffer zone for adjacent
neighborhoods. The environmental impact of such a development could only serve to contaminate and displace
the ground water and wildlife in the area and increase the amount of trash and other pollutants,as a result .
A better use for this area would be to maintain its current status as open and undeveloped area for the
protection and well=being of the water table and the surrounding residents. It does not serve the community and
residents to develop all the open spaces and leave nothing but ugly buildings,parking lots and polluted water.

Dear Board Members;
Enclosed please find a copy of a letter I have sent to the MASS
HIGHWAY in regard to the traffic situation on Rte. 125 in No. Andover,
and specifically at the intersection of Hillside Rd. This is a situation I have
been involved in since the first phase of the Meadowood Developments, and
it now becomes even more important with the planned office building by
Mesiti Development Corp,
Prior to the planned building by Mr. Mesiti, and even the new Stop &
Shop, this was THE MOST HEAVILY USED INTERSECTION ON
RTE. 125. As you can see by the following charts, the traffic at that
intersection is massive:
RTE. 1251 HILLSIDE ROAD
a) 27,000—• 33,000 VPD traveling Rte. 125 at Hillside
b) 3400 VPD IN/OUT of either side of Hillside Rd.
RTE._114 .(& STOP & SHOP ( A signal installed)
a) 28,989 VPD traveling Rte. 114
b) 4300 VPD IN/OUT Stop & Shop
c) 2176 VPD new vehicles to the roadway because of store
d) 73% of all traffic to come from or go North (how much of
those new vehicles will make use of Rte. 125)

a) 1328 VPD IN/OUT of either side of Salem St. ( Traffic
signal being considered)
RTE. 125 / PROSPECT STREET

It now becomes very plain that other than the Stop & Shop entrance on
Rte. 114, this is the most widely used intersection in the area, AND overall
the most heavily traveled road around. Keeping in mind the heavy growth
now happening, and only more to come (I'm sure the old Citgo station at
Hillside will soon be re-developed) let's take the bull by the horns and
control the problem now.
Ladies and gentlemen, I urge you to strongly consider requiring the
Mesiti Development Corp. to install a traffic signal at that intersection in
conjunction with the building of their office building. This would be the
most ideal solution, as the cost will be borne by a development corporation,
NOT THE, TAXPAYERS.
In lieu of that, I request that you delay issuing a permit for that
development until a final decision is made as to the solution to this very
grave problem,

situation, and I look forward to a speedy remedy.

Dear Mr. Sullivan;
I would first like to thank you for all the help you have given to me in my
efforts to lower the speed limits on Rte. 125 in the No. Andover/Andover
area. Although they have been lowered to 45 MPH from Royal Crest to the
Andover line, I'm hoping that at some point you and I may sit down and
discuss a way that we may be able to get at least another 5 MPH reduction,
but that's for another time.
The reason for this letter is to discuss with you the possibility of having a
light installed at the corner of Rte. 125 and Hillside Road. Within the last
five years (5) the construction and expansion in that area has been
tremendous, from the 89 homes on 19 acres we now have within the Hillside
Rd,/ Rte. 125 corner, to Osco Drug at the corner of Rte.114, to a new office
building that is planned for the Hillside Rd,/ Rte. 125 corner. Along with
that expansion has come an enormous increase in traffic. According to a
traffic study that was done by Dermot J. Kelly Associates, Inc. in Andover,
there were approximately 27,000 to 33,000 VPD that passed the Rte. 125 I
Hillside Rd. intersection on Rte. 125. Also they determined that
approximately 1100 to 1300 VPD passed IN /OUT of the easterly side of
Hillside Rd. Couple this with the 2200 VPD actual traffic count done by the
Andover Police Department on the western side of Hillside Rd, at Rte. 125,
and you have 3400 VPD using that intersection to and from Hillside Rd.
I then compared this to traffic counts received from Mass Highway for
the southern end of Rte. 125. Given that the Rte. 125 traffic itself No. / So.
will be approximately the same I noted the crossroad traffic, and found them
to be significantly lower at all the intersections on the southern end of Rte.

125 where signals are being considered. The closest southern intersection
VPD was a little over one-half, at 1848 VPD.
Considering the amount of traffic that tries to enter and exit Rte. 125 at
Hillside Rd. now, coupled with the increase from both the new proposed
office building on Hillside Rd. by the Mesiti Development Corp. and the
Stop and Shop soon to open on Rte, 114, will make this THE MOST
HEAVILY USED INTERSECTION ON Rte. 125. Regarding Stop and
Shop, their traffic study noted that 73% of the 4300 VPD exiting their
parking lot will turn north, one must wonder how much of that traffic will
end up on Rte. 125.
Mr. Sullivan, I urge you to strongly consider the installation of a signal at
this intersection. In many, many cases developers are required to install
signals as part of their conditions, and whereas there is to be construction at
this intersection soon, this will probably be the best time to alleviate the
problems. By working hand in hand with the planning board and selectmen
of No. Andover now, a situation can be solved before it becomes any worse.
I am passing along a copy of this to the No. Andover planning board who
will be meeting on Tuesday October 6, 1998 to further discuss the matter of
the office building planned by the Mesiti Development Corp. I will also
forward a copy to the selectmen for their review, and to Representative
Bradley Jones, who has been very helpful in regards to the traffic matters in
this area.

I wish to take this opportunity to thank you for all of your help in trying
to reduce the speed limits on Rte. 125 in the No. Andover/Andover
corridor, Although they weren't lowered to the extent I would have
originally hoped, the reduction has made a great difference,
In regard to another matter in the same area, I have enclosed letters to
Kevin Sullivan, the No, Andover Planning Board, Chief Richard Stanley,
and the North Andover Selectmen outlining the traffic problems at the Rte.
125 / Hillside Rd. intersection. This is the most heavily trafficked
intersection in the area, and something needs to be done in regards to a
signal.
The MASS HIGHWAY Dept. is considering signaling the southern
intersections on Rte. 125, where there is far less cross traffic, and completely
ignoring the Hillside Rd. corner, where there is the most cross traffic of any
area around, except maybe Wilson corner. To add to the problem, there is a
matter before the planning board to build a 4 story office building at the
Hillside Rd /Rte. 125 corner, Couple this with the new Stop & Shop on
Rte. 114, and you can see the increased mess we will be in,
I would appreciate your continued effort on our behalf with this matter,
whether it is with the No. Andover Planning Board, the MASS HIGHWAY,
or whomever. I will be attending a meeting of the planning board on
Tuesday October 6`h, and if you felt it helpful, you might consider attending
also.

Enclosed please find a copy of correspondence I have had with the
planning board in regard to the traffic problems in the Rte. 125 /Hillside
Road area. The massive growth in this area, coupled with the shortcut to
Rte. 93 has caused this intersection to gain in traffic continually, with no
controls. Also, most recently, we have the addition of the Stop & Shop, and
a planned office building at the Rte. 125 /Hillside corner.
I think it would be very wise for your board to monitor the situation in
that area to see that the needs of the town and its taxpayers are being met,
and that the safety of the entire region is protected.
I have also been in contact with Chief Stanley in this regard, and as a
unified team, hopefully we can see an end to the madness that takes place
over there.

Dear Representative Jones;
I wish to take this opportunity to thank you for all of your help in trying
to reduce the speed limits on Rte. 125 in the No. Andover/ Andover
corridor. Although they weren't lowered to the extent I would have
originally hoped, the reduction has made a great difference.
In regard to another matter in the same area, I have enclosed letters to
Kevin Sullivan, the No. Andover Planning Board, Chief Richard Stanley,
and the North Andover Selectmen outlining the traffic problems at the Rte.
125 /Hillside Rd. intersection. This is the most heavily trafficked
intersection in the area, and something needs to be done in regards to a
signal.
The MASS HIGHWAY Dept. is considering signaling the southern
intersections on Rte. 125, where there is far less cross traffic, and completely
ignoring the Hillside Rd. corner, where there is the most cross traffic of any
area around, except maybe Wilson corner. To add to the problem, there is a
matter before the planning board to build a 4 story office building at the
Hillside Rd /Rte. 125 corner. Couple this with the new Stop & Shop ozi
Rte. 114, and you can see the increased mess we will be in.
I would appreciate your continued effort on our behalf with this matter,
whether it is with the No. Andover Planning Board, the MASS HIGHWAY,
or whomever. I will be attending a meeting of the planning board on
Tuesday October 6 ', and if you felt it helpful, you might consider attending
also.
