The project has been reviewed for confomxance with the requirements of the"North Andover Zoning Bylaws". In addition,we visited the site on July 30, 1998 to observe existing conditions. The numbering corresponds to the numbering of the comments presented in your letter of August 20 to the North Andover Conservation Commission. Standard 2 Enclosed herein are copies of relevant sections of the manual for our hydrology software. Passages relevant to your concerns regarding the modeling of tailwater effects on the outlet orifice have been highlighted. Standard 3 Four deep holes have been dug within 20' of the proposed groundwater recharge trench and all four test holes indicate the presence of a gravelly sand substratum. We are confident in the presence of permeable material at the proposed location of the recharge trench. The applicant is comfortable with the requirement of an additional test pit as a condition of approval if deemed necessary by the Commission. Standard 4 To address your concerns regarding Stormwater Management Standard 4 and the attainability of 80%TSS removal, a Stormceptor unit has been added to the stormwater management system(see the revised site plans). Encloses are copies of the Stormceptor sizing guidelines, a copy of the STEP certification for Stormceptor and revised TSS removal calculations. In the revised calculations,the TSS removal rate for the detention basin was reduced from 70% to 25% (corresponding to the TSS removal rate of a sediment trap) and the Stormceptor unit was added to the appropriate treatment trains. The current plan provides access to the proposed office building from Hillside Road with a right turn lane onto Route 125, a delta island to channel exiting traffic towards Rt. 125 away fiom Chestnut Green Office Park, and curbing which will discourage traffic from turning into the proposed office building from the Chestnut Green Office Park. A"No Left Turn" sign will be posted at the exit onto Hillside Road. The Planning Board suggests that a dead-end sign be placed on Rt. 125 at the entrance to Hillside Road and that a"No Left Turn" sign be posted on Hillside Road at the driveway into the Chestnut Green Office Park. This will allow your department to control the "cut-through" traffic between Route 125 and Route 114. Mass Highway has hired a consultant to review the intersection of Hillside Road and Route 125. Your plan requires an alteration to the existing State Highway Layout by widening the curb cut along the existing limited access line in order to create a right turn lane on to Route 125. We have started an internal review process which involves conducting a "canvass" or survey of the major departments within Massilighway to insure that the change which you propose does not interfere with the integrity, capability, or safety of the Highway system. Should the MassHighway Board of Commissioners approve your request you will be required to furnish a plan and written description for recording in accordance with MassHighway specifications, The process takes four (4) to six (6) months to complete. SCOTT SSRCKus Director (978)688-9531 Fax(978)688-9542 Memomnduin To: Robert Halpin, Town Manager From: Kathleen Bradley Colwell, Town Planner Date: October 29, 1998 Re: Intersection ofRt. 125 and Hillside Road—Neighborhood Concerns I am writing to update you on the Planning Board's review of the traffic issues related to the proposed office building located at the corner of Rt. 125 and Hillside Road known as Executive Quarters, The Planning Board has held several public hearings on this project during which the neighborhood has expressed their concerns regarding traffic and offered several suggestions. Paul Hajec, the Town's Traffic Consultant, Sgt. Soucy of the Police Department, and Jim Rand of the DPW have all reviewed and commented on the traffic study submitted by the applicant. The current plan incorporates all of these comments. The Planning Board has also made some suggestions to the Police Department regarding signage on Hillside Road as outlined in the attached letter. Regarding Mr. Towle's request for a traffic light, both Dermott Kelly, the applicant's traffic consultant and Paul Hajec,the Town's traffic consultant reviewed his request. Although more information would be needed to thoroughly review this request, based upon the information presented, a traffic light would not be warranted under the Mass Highway criteria. The neighbors directly across from the proposed office building were not in support of a light as they are concerned that a light would create even more traffic on their road. Mass Highway is currently conducting a study on this intersection and will be holding public hearings on recommended changes in late December/early January and performing the work next summer. The need for traffic lights will be reviewed at this time as well. I have been working with Charles Hale, Traffic Operations at Mass Highway on this issue. If you have any further questions please do not hesitate to call. I will keep you informed of the results of the Mass Highway study. I feel that the Boards recommendations are well thought and will assist in the control of traffic in the area of Hillside Rd. The area affected is greater than that of just Hillside Rd. The neighboring streets of Peterson Rd.and Bucklin Rd. will also feel the effect of this development and NO Through Way signs should be posted at the entrances of these Toads fi•om the RT. 125 by Pass. Caution Children signs have been requested and approved for installation.Since there is a regulatory sign for the "No Left Turn"requested and recommended by the Plalming Board aird I agree, the request should go to the Board o:i Sclectuien for approval. If the Planting Board proves forward with these sight recommendations and requests I will bring theist to the Selectmen for fu1•ther action on the Boards behalf. I believe these signs will not have to wait for the construction to begin in the summer of 99 to be implemented but can be completed at this time. The enclosed plans reflect revisions to the approved site plans due to a reduction in the building's gross floor area from 24,000 s.f. to 18,280 s.f. The reduction in G.F.A. and minor reconfiguration of the parking area has allowed us to meet parking requirements without the use of a ground level parking garage. The elimination of the garage results in a 12' decrease in building height. The revised plans are very similar to the approved plans and are still in compliance with all zoning bylaw dimensional requirements. To expedite the completion of construction, we are requesting your approval of these revisions without requiring further Planning Board review as allowed in section 8.3,9 of the zoning bylaw. As such,the Board will not require you to resubmit the site plan to the Planning Board The only stipulation to this vote was that the revised plans are approved only for the.following changes: (1) the building's gross floor area was reduced from 24,000 square feet to 18,280 square feet; (2) the elimination of the parking garage; (2)the reduction in parking spaces from 80 to 69. These are the only changes that were approved as a modification with the revised plans which you presented to the Planning Board. Other than the items listed specifically above in the preceding paragraph, the site plans originally approved by the Planning Board shall remain in effect and no other modification is permitted through virtue of the Planning Board's vote to approve this modification. It should be noted that the "Conceptual Access Plan -Alt 4" graphically presents a surface parking area with the building constructed above the surface parking.
