Application for a Watershed Special Permit under Article 4 Part 5 and Article 10 Section t95-10.7 of the Zoning
Bylaw to authorize construction of an inground pool, patio, and perimeter fence within the Non-Disturbance Zone
of the Watershed Protection District. The property is located in the Residential l zoning district.

meeting)Application for a Site Plan Review Special Permit Article 8 Supplementary Regulations, Part 3 Site Plan
Review and Article 10 Administration 195-10.7 of the North Andover Zoning Bylaw. The applicant proposes
redevelopment of the property consisting of(i)the razing of all existing structures; (ii)the construction of a
167,933 SF industrial building that encompasses the Towns of North Andover(106,321 SF) and Middleton
(61,612 SF); (iii)the construction of a new access drive(located in Middleton); (iv)the construction of all
associated parking areas, slormwater management structures, shared septic system (located in Middleton),and
utility installations; and(v)construction of a 14,303 SF outdoor storage yard (located in Middleton). The project is

Jim Stanford, Director, DPW: Provided comprehensive project update on infi°astructure program,2022 DPW
projects and related challenges. This year's challenges included the COVID pandemic, worker shortages (staffing
is down 8-12%),the drought,material delays, and budget constraints due to inflation. However,various funding
alternatives have created more ongoing projects than in previous years. Route 125 Sewer project extends sewer
from Sutton St.to Bradford St. Future accommodations were provided for Bradford St. Major pipework is
completed; pump station is underway. Project was affected by worker shortages and supply chain issues, expects
late summer completion on budget. DPW has been challenged by increased federal& state regulations on sewer
projects requiring town to remove groundwater from sewer systems. DPW recently removed pump station in the
Willows area and upgraded a pump station in the Jasmine Plaza area,re-laying force main pipe converting it to
gravity pipe. Town is co-permittee with GLSD (where town sewage flow is directed) and town is part of the
permitting to release raw sewage into the Merrimack River during heavy rain events. Town is required to notice
surrounding communities of any discharges; bound by state and federal regulations. Water Utility: Increased
regulations require town to update water discharge permit from the lake allowing town to drop water from the
lake,treat and distribute it. Serious drought affected the lake this year. Drought conditions across the state are now
tracked; discharge doubles in summer due to irrigation use. Under the new permit, if the state declares a drought,
mandatory restrictions will be issued and all non-essential use will stop.Beavers have become a larger issue for
town impacting private properties based on drainage complaints received. DPW is certified to legally trap during
the season with stipulations for dam removal; outside of trapping season requires a permit through the BOH. Town
is examining reserve water interconnections; town has undersized emergency reserve water interconnections with
Andover& Lawrence and have supplied communities' water during fires,the gas emergency, etc. Bound by the
new copper& lead rules; copper and lead lines exist throughout town;replacing lead lines when found.New rules
require us to map and identify locations. DPW is moving forward with a consultant for inventories. Water main
replacements are ongoing. We have approximately 150 miles of water main; some areas of out-country don't have
water mains or hydrants; 30%of our water main system is older cast iron pipe prone to breaking which remains to
be upgraded. Ferneroft Circle will be replaced this summer. CIP lab improvements: The DPW is water testing
more in-house v. outsourcing. Upgrades to booster pump stations will provide upgrades to areas where elevation
prevents tanks from supplying water.Lake treatment for algae: Lake will be treated for algae this week with a
cold-water, slow release, Sulphur product. Lake Watershed entry signs are ready to be installed. 400 Great Pond
Rd. was purchased; DPW removed old oil tanks; heat was restored via an enclosed above ground tank; a
committee was formed by Select Board to study the property's reuse.Drainage improvements to the Stevens St.
culvert are proceeding. DPW is proceeding with repairs and upgrades to two deteriorated, 48"culverts and head
walls there, and at Mill Pond. We are moving forward with bridge&culvert inspections. Roadway improvements
post the gas restoration include complete drainage improvements due to lack of existing drainage facilities,they
are halfway complete; expects 2025 completion. Major improvements were made to sidewalks. Moving forward
with 1-year plan for Annual Roads Program; 5-year plans are not realistic and don't account for rising costs of
materials,timing issues and contractor competition.DPW is moving forward with the High/Chadwick/Sutton St.
intersection which the town received Complete Street funding for up to $400K. Senior Center will be substantially
complete in April 2023. Fields Master Plan will be presented soon. Lake Study efforts require us to consider hiring
an engineer or consultant.Lake Usage Regulations were reviewed and edited; comments were forwarded to
outside counsel for review prior to going before the Select Board. Lake erosion repairs along Great Pond Rd.were
completed shoring up undermining of the road within the past year;DPW extended efforts further with sheet
piling. Suggested outdoor water use be recognized or conditioned as part of future permitting. We have a Sidewalk
Connectivity Plan, suggests Board be aware of connectivity goals; suggests long range plans include extending
sidewalks up to the Senior Center on Sutton St. and to center of town.

505 Satton Sheet,Alex Loth: Per Condition 67 of the approved.Site Plan Review Special Permit: If a phased
Certificate of Occupancy schedule is requested the Applicant shall present a phasing schedule to the Planning
Board for approval.
Alex Loth,MINCO: Presented phasing plan request to finish Building 3 first(December 15,2022)working
forward from rear of the site to the front;Building 2- January 15,2023 & Building I-expected February 15, 2023.
Construction equipment zones would be safely separated via a gate from active residents on site. Underground
parking garage will not be utilized until Building 2 is complete; surface parking lot will be utilized.
E. Goldberg: How will snow be Dandled on site?
A. Loth: Leases are prepared for Building 3;tenants are ready to move in. Our management company will be
handling snow where the residents will be and the construction company handles snow for the site. We have a
snow storage area and if necessary, will truck snow.

NEW PUBLIC REARIlVGS
1701 Osizood Street Extra Space Storage,LLC: Application for a Site Plan Review(Amended), Corridor
Development District, and Parking/Loading Special Permits under Article 8 Supplementary Regulations,Part 1
Off-Street Parking and Loading,Part 3 Site Plan Review, Article 16 Corridor Development District, and Article 10
Administration(195-10.7)of the North Andover Zoning Bylaw, The Applicant proposes construction of a 3-story
self-storage facility building adjacent to a previously approved 3-story self-storage building along with parking,
loading, landscaping and associated improvements. The project is located within the Corridor Development
District 3 (CDD3)Zoning District.
J. Enright: This has been sent for department review;NAPD &Health have responded. Applicant intends to
connect to new sewer line(Rte. 125). Initial stormwater review was received and applicant's response is pending.
A Site Plan Review was approved in 2000 to allow a 49,050 s.f. mini-storage warehouse building within the I-S
zoning district with installation of a granite rip rap channel in an existing Swale within the R-2 zoning district. This
parcel has since been rezoned and is now in the CDD3 zoning district. Proposed facility is located to the rear of the
existing self-storage building. The rip rap drainage channel is still being used,which exists to tl.r.e rear,of this
proposed building.
J. Smolak A Smolak&Vau hen: Introduced project team, provided project overview and site history.
Applicant requests a Special Permit to construct a 47, 244 sf storage warehouse and self-storage facility in center
of site. Site is bordered to the north by existing vacant commercially zoned space;to the south is CRL
Landscaping; across Osgood Street is the 1600 Osgood St, solar array,behind the building is a combination of
open space and residences. Existing storage facility has operated for over 20 years. This project locates a similar
use building behind the existing building. Originally, the first 2/3 of the site was zoned IS and rear was zoned R2;
rear was rezoned CDD3 in 2017. There will be no changes to the front of the site or to the landscaping.
Development concentrates on the center of the site leaving the natural buffer to residential intact. Connection to
sewer to occur this summer; decommissioning of septic will happen eventually; sewer stub is in the 100 ft, buffer
to wetlands and the applicants filed an RDA with Conservation, Applicant requests two waivers;the preparation of
a community& environmental impact statement and need for full traffic impact study due to project's low
intensity use.

stories exposed to the rear with foundation walls on 3 sides. Driveway access is a single 30 ft. driveway with
ample 2-way vehicular circulation around the existing building.There are 36 striped spaces; 13 required.Back
portion of site is wooded vegetated forest(1.5 acres), 65 ft. of overall topographic relief and existing drainage
system with 2 components-tipper levels of site intercepted by rip rap drainage swale and carried via pipe system
around the site outhetting into the wetland opposite Osgood St.,the second is a closed drainage system associated
with the parking and building; stormwater is directed to a detention basin along street frontage. The second 47K sf,
3-story building proposed will cut into the grade similar to the first with 2-stories visible to the rear. Pavement will
be reduced; increase of 12K SF impervious on.the site.Rooftop runoff will be mitigated in a sub-surface chamber
system between the two buildings.Aggregate parking requires 25 spaces; 26 provided. Two dedicated loading
spaces will be provided. Swept Path analysis was approved by NAFD. Power and water are derived from existing
services;new building does not require sewer. Existing building only will be connected to the new sewer. Row of
arborvitaes is provided to screen the new building corner from a nearby home 175' away. Lighting is 5 LED wall
mounted on building front at 18 ft.,directed downward.
J. Simons: How far is the closest home, describe the topography, is the lighting on timers;will it shut off at a
certain time?
M.Dryden: 150-170 ft. from proposed corner of the building to nearest home. Site is Iower in elevation compared
to the residences however the top story of this building will be one story above the existing building. The
operational team will need to provide lighting information. The difference between the front of the existing
building elevation as compared to the new is about I Oft. Rooftop solar panels similar to existing are being
considered;wooded area will act as a mitigating visibility factor.
J. Smolak: Reminded Board under the solar bylaw,there is a by-right use for rooftop solar on this building.
S.Kevlahan: Inquired about the arnount of rooftop HVAC units and visibility.
Andy Graves,AIA, BL Companies(remote): There are 2, 16-ton,screened mechanical units on the northwest and
northeast corners of the roof. The existing building will obscure the new building. Buildings will be similar in
design with insulated metal panels; color to match the existing building.
Patrick Dunford,Transportation Engineer,VHB: Reviewed transportation impact for proposed project. Estimated
traffic based on traffic counts of 5 similar projects including the existing building;daily 70 vehicle trips. Existing
building generates under 50 trips per day and less than 10 trips an hour during peak hours; 2-3 employees on site
between the two buildings. Providing 28 parking spaces (including loading spaces).No need to modify site
driveway; reaching out to MassDOT to determine if a site access permit is required.
J. Enright: Stormwater review is outstanding;need to follow up with the remaining Department heads.Planning
does not have confirmation of NAFD approval of the swept path analysis.
E. Goldberg: Board's concerns pertain to screening and maintaiiring the wooded area to remain.No public
comment has been received.
J. Enright: Abutters were noticed. One abutter carve to the office and reviewed the plans. Concerns included
lighting and screening.

Planning Board: Board tabled discussion related to abutter notification requirements for full participation.
Old North Pump Station Boat Launch: Community Preservation Act funds approved for concept design,field
investigations, and 75%design documents for restoration and capital improvements to the existing Lake
Cochicliewick public boat launch. Conceptual plans will be presented.

J. Enright: This is a CPC funded project. Committee requested a presentation be made to the Planning Board and
Conservation Commission for feedback,once conceptual plans were available. Conservation's feedback has been
incorporated into the conceptual plans and comments from this meeting will be included at presented at an
upcoming CPC meeting.
Ryan J. Paul, AIA, Consultant, Environmental Partners: Presented conceptual plan. Intent is to rehabilitate the site.
Existing asphalt boat launch and concrete/fieldstone wall is deteriorating into the lake. The other intent is to allow
better access for hand carried boats into the lake. Rain garden will take runoff from the site and road. Drive to be
permeable paver or gravel for infiltration. Trailers will be deterred by features from backing into the water; boat
ramp to be 5 ft. wide, slope to be determined. Permitting can commence at 75% design. At the 2023 Town
Meeting we will pursue further funding, permitting and complete final design next summer.
J. Enright; Ted Kelly,working committee member, brought this project to the forefront;application is from John
Borgesi Town Engineer; noted.members of committee who have been meeting frequently.
P. Boynton: Site was a safety hazard; great initiative. Concern is the boat ramp into the water; existing is type to
back a trailer down, it's become decrepit. Originally,this ramp was there for water treatment plant and emergency
access only; fenced, locked area with no public access.No need to launch trailers here; trailer launching and gas
engines are not allowed in the lake; never intended as a public trailer launch site. We don't want to create a lake
enforcement issue. Barriers will be incorporated into the design to deter trailers; prefers large boulders narrowly
placed. Town prefers design meet ADA accommodations. Lake Regulations were updated in 2016; regulations
specify no trailer launching and no trailers parked shoreline.
