The denial suggests that the addition with associated parking could be accomplished without the filling of the resource area. The Board made this request since the initial public hearing on this site plan was continued without a review on December 3 , 1987 and felt that a two month extension of a .public hearing without any review was procedurally unfair and contrary to the public interest of providing sufficient notice and timely review of issues before the Board.
