Perma , We are writing you regarding the office and storage facility proposed for construction by The Ba field Company in Which land, including significant wetland, will be altered at 2070 Turnpike Street , North Andover to accommodate the proposed facility. We have been resident taxpayers in North Andover since purchasing our home at 310 Berry Street , North Andover (which abuts in closest proximity to the proposed building) in October 1980. Along with our neighbors on Berry Street , we applauded the wisdom of the Township when the subject parcel was rezoned Village Residential in 1988. It is with disappointment and concern that we write this letter. Our property' s well has provided continuous fresh water even during local area drought periods . It is located very close to the proposed site' s septic Ieachfield. We are concerned with the well ' s continued purity in light of what appears to be questionably meeting of code. A distressing point is one in which our well and that of our northerly neighbors (Sealy and Kathy Murphy) is nruL shown on the site plan . Mr . The concept of Village Clusters has a greater mindful appeal than "moving and storage" . We who abut the property of the proposed site and pass the moving and storage facility currently located near 550 Turnpike street are aware of what will greet the eye beyond our property line. Instead of the the current natural appeal (ducks , wildlife , fauna, etc. ) or the future prospect of human beings living a family life, we will be exposed to diesel fuel odors , bells ringing, horn blasts , engines revving/warming , security light reflections , parking lot , trucks , crude building, etc. Attached is a list of issues we respectfully request you consider in making a recommendation. Wells of abutting sites were missed during site planning. 2. What is the impact of a heavy truck traffic? Has it been investigated? If not when will it be available? 3. What is the impact of water run-off? D. .Q.B. closed a residential site due to water backup created not significantly distant from this proposed site. The proposed site will cover a significant amount of current open land watershed surface with concrete and/or blacktop. What ' s to prevent run-off creating water level problems for the abutters ? g . Why has the town flip-flopped on the zoning status? Most of the area is currently residential , why return to I-l? 5. Is the proposed plan truly grandfathered or a result of whimsical filing? Does it pass the test of reason as well as legality? 6. The residents of Berry Street most effected will not benefit from this type of proposed property use. They will reside where commerce is a priority not neighborhood tranquillity. What guarantee or credible assurance do the abutters have their neighborhood will nuL dograde rapidly? 7 . Will setbacks , etc, be strictly adhered to and will they be of adequate elevation , density, and attractiveness to protect abutters from unsightly commercial property?
