Minutes of November 10, 2022
Present: Chairman Brian Roache, John Simons, Ron Rudis, Rick Green Tim Tschirhart, John
Mabon Tracy Watson joined meeting at 7:05.

Call to Order 7:07
Immediately prior to calling the meeting to order at 7:00 PM, Brian Roache read aloud a
statement regarding the conduct of virtual meetings and public access.
B. Roache welcomed members of the public to speak. Bob Zeba spoke about an email that he
sent regarding where CPC funding is spent. He questioned where CPC funds have been spent
on open space. J. Simons listed the numerous projects the CPC has funded on open space and
recreation projects over the past 20+ years. A chart of the CPA Appropriations by Fiscal Year
was shown on the screen and reviewed. D. Roache reviewed the process of CPC funding of open
space and recreation. Over the past 20 years 28.5% has been spent on open space and 25% on
recreation. This chart is accessible online and in the packet. B. Roache addressed other
inventory of parcels.
Ellen Murphy of Great Pond Road questioned if the CPC ever considered helping private citizens
fund historical projects. Specifically moving a house currently located at 136 Salem Street to 170
Salem Street. Its an 1845 house. B. Roache asked what the public benefit would be served.
Preserving an historic home. Because it would be a privately owned residence, B. Roache
believes it would be challenging from an allowability standpoint. J. Simons believes the optics
would be a problem. Every Historical project that has been done has gone to a government
agency or non-profit. He offered to speak with Ms. Murphy outside of this meeting with
alternative funding suggestions.

Mr. Ed Robito inquired about CPC funds being spent on open space.
Jack Danowski of Winter Street, asked to consider investing more CPC funds on open space.
Susan Paleschi of 66 Penny Lane suggesting using CPC funds for open space trails near Stiles
Road.
B. Roache thanked all who attended the meeting for their input and closed the open meeting.
Signage Jack Mabon distributed a list of open space parcels funded by CPA that are being
considered for signage and reviewed various appropriate signs. Something similar to the Glennie
Woodlot roadside signwould be best. A list of the properties and potential sign locations was
reviewed. A total of 7 roadside signs are being recommended for open space projects. There
are 9 Kiosks where a placard might be more appropriate. R. Green suggested a placard made of
PVC which is used elsewhere. J. Mabon suggested PVC may not be best material and would
prefer metal. There are two bridges that were also funded by CPA; the Ousler bridge and the
Cyr Center Bog Bridge. J. Mabon will send the information to board members for their review
and input. A budget has not yet been set. Administrative funds can be used for the signs. The
next step would be signage for recreation and historic projects. Affordable housing would be
next as well. T. Watson feels that residents who live in North Andover Public and Affordable
Housing are very aware of the projects that the CPC has funded. She suggested perhaps posting
a list of CPC funded project in the main office of the North Andover Housing Office.
B. Roache This would be presented as a Board sponsored project. Since Administrative funds
have already been established for the project, the Board would need to review the budget and
sign locations. The signs could be installed as soon as this spring.
