HomeMy WebLinkAbout2023-01-10 400 Great Pond Road Steering Committee Minutes ЍЉЉ DƩĻğƷ tƚƓķ wƚğķ {ƷĻĻƩźƓŭ /ƚƒƒźƷƷĻĻ aźƓǒƷĻƭ ƚŅ WğƓǒğƩǤ ЊЉͲ ЋЉЋЌ Present: Richard Vaillancourt, Jim Stanford, Jean Enright, Willie Vicens, Steve Foster, Ron Rudis, Jerry Brecher, Norma Lochmann, Peter Boynton, John Simons, John Weir Call to Order 6:30 pm Public comment record. Town Counsel: Provided an overview of the Conservation Restriction (CR) on the property. Information activity, allowed activity, and any permitted and prohibited maintenance of the property. In addition, she provided an overview of the Open Meeting Law. Fran Murphy: Shared his experience moving the dwelling located at 136 Salem Street to 170 Salem Street. Informed the Committee of the two companies that he is aware of that perform this type of work. Based on his experience felt the dwelling located at 400 Great Pond Road could be successfully relocated. Site plan potential building envelope: A site plan was presented that indicated the CR location and the Watershed Prote-Disturbance Zone and Non--Discharge Zone and the existing driveway. Brainstorm session: Brief discussion regarding some options: demo dormer and additions and keep original structure and obsolete the CR where currently located and replace it with a CR closer to the Lake, Tabled until the January 19, 2023 meeting. Old Business: The webpage has been updated to include a brief narrative about the property and purpose of the Steering Committee. Survey questionsStevens Estate: It was commented that some of the questions may apply to 400 Great Pond Road; however, others would not. Invite public to February 16, 2023 meeting: No strategy for this task was discussed. Who should be invited to the January 19, 2023 meeting to provide an historical perspective of the property: No determination was made. Michael Carbone, Essex County Greenbelt Association, will attend the January 19, 2023 meeting. It was confirmed that all Committee members now have a Town email account with the exception of Jerry Brecher. Jean will work with IT to establish and account for Jerry. Historical significance: Photos of the property were reviewed. Ron communicated that the original structure was designed by a famous architect of the time and that it was built for a member of the Sutton family. It is considered to be an iconic structure and that it is listed on the Mass. Historic list of historic sites. Approval of Minutes: P. Boynton motioned to approve the December 7, 2022, December 16, 2022 site visit, and December 19, 2022 meeting minutes. The motion was seconded by J. Weir. The vote was 11-0 in favor of approval. Adjournment: Jerry Brecher made a motion to adjourn, which was seconded by Willie Vicens. The vote was 11-0 in favor of adjournment.
