Name /description of project: The proposed project is for the construction of two hangars (7,000 s.f and 6,600 s.f.,) each for housing aircraft only to be located in the north area of the Lawrence Municipal Airport Site. The site is presently operating as an airport. Refer to the Locus Map on the Site plan and the photo attached in Appendix A of this document. The two hangars will be owned, constructed and managed by Donald Gianquitto, 236 Swains Pond Ave. Melrose, MA (781)324-8118. d. Easements/legal conditions. The 20,078 s.f. site area for this project is under lease agreement with Lawrence Municipal Airport. FAA and Lawrence Airport Municipal access and restricted areas are shown on plan. (Copy of Lease agreement attached as Appendix B) A variance has been approved by the North Andover Zoning Board of Appeals on April 13, 2004 for the proposed project. Location of parking/walkways Parking for 9 cars is identified on the site plan. Additionally, there will be designated areas within each building for 8 vehicles, per FAA approval. No sidewalks or pedestrian ways are proposed. Existing access ways are shown on plan. k. Location of wetlands No wetlands exist within the lease/site area. The lease area is not located within a North Andover Watershed area. I. Location of walls/signs No walls or signs are proposed m. Location of roadways Existing airport access roadways, as shown on the plan will service these buildings. No new roads are proposed. n. Outdoor storage/display area No outdoor storage/display area is proposed. o, Landscaping Plan The buildings are surrounded by paving, fitted within the taxi way and existing hangars. No landscaping is proposed. Top soil removed from building area will be placed elsewhere on airport grounds. No topsoil will be removed from the airport property. There are no trees over 12" DBH in the proposed building area. 2 p. Refuse areas Solid waste generated by the project during and after construction will be collected by a private waste disposal firm. No outside dumpster is proposed q. Lighting facilities No outside lighting is proposed for these buildings r. Drainage Basin Study Existing drainage will be maintained. No independent drainage study has been performed due to the limited nature of the project. The runoff from the project area will sheet flow to an existing drainage system on the airport site, s. Traffic Impact Study The anticipated traffic generated by this project after construction will be extremely minimal. There will be a total of two aircraft parked within each hangar. Parking has been provided for 8 vehicles within each building as allowed by FAA, and 9 additional exterior spaces as shown on the plan. It is anticipated that pilots and passengers will occupy these spaces, The intervals between arrivals and departures should be considerably long in duration. Except during the construction phase, the present use of heavy trucks and equipment traveling to and from the site will not be increased. t. Commonwealth Review No reports have been filed with any State Agency in support of this project. U. Utilities No water or sewer services will be provided to this site. The proposal is for a bare hangar, storage facility only. v. Fiscal Impact The proposed hangar project will have no detrimental impact on residential area surrounding the airport as this project well within the boundaries of the 290 acre site (See Locus map and Photo in Appendix A. Its use is consistent with the airport environs. It is not anticipated that any new jobs will be created with the completion of this project, No regional infrastructure improvements are required. The hangars will provide a convenience for the existing users of the airport services. 3 Public Services a. Schools This industrial use will not cause any increase in students to the North Andover Public Schools b. Police No additional demands on the North Andover Police Force will be required by the building of this project. c. Fire The Buildings will have smoke alarm and Master Alarm Box as required by the North Andover Fire Department. d. Recreation On-site recreational facilities are not proposed. w. Community Impact The proposed project is not located near any historic structure or site. The architecture of the hangars is consistent with buildings in the area which are also used for airplane storage. They will have very minor visual impact on the surrounding environs. This proposal is consistent with the Town of North Andover's Master Plan, as it is conforms with the current land use of the proposed site area.
