Drainage Review
Dear Mr. McIntosh:
In response to your letter of September 1,2004 regarding the hangar project
proposed by Don Gianquinto at the Lawrence Municipal Airport, we.changed the design
to use pervious pavement which would negate the questions about stormwater runoff.
That proposal is now before the Board for approval.
It is the applicants intent to accept the pervious pavement design and approv4 but
pursue the possibility of obtaining a variance from the zero increase in peak flow required
by the zoning regulations. The request for the variance would be based upon the theory
that the Airport property upon which this project is built abuts the Merrimac River. The
peak flow in the River caused by a major storm would lag considerably from the peak
flow from the Airport property because of the size of the watershed contributing to the
River flow. Thus the increase in peak flow to the River fiom the site would proceed by
many hours the River peak flow and not contribute to an increase in flooding caused by
the River. Abutters to the Airport would not be harmed.

If the variance were granted the applicant would file for a modification of the site
plan to allow the project to proceed as originally designed.
