MEMORANDUM
TO: North Andover Planning Board

RE: Special Permit Site Plan Review- 492 Sutton Street, Lawrence Municipal
Airpoirt, Gia quitto Hanger Project
DATE: July 26,2004
The applicant is requesting to construct two hangers at 7,000s.f. and 6,600 s.f 6001 s.f, for
housing aircraft located in the north area of the airport. The two hangers will be owned,
constructed and managed by the applicant. The hangers will be located on a 20,078 s.f lease
area. The ZBA granted a variance on April 13, 2004 for the proposed hanger site.
My review is as follows:
SITE PLAN REVIEW:
i. NORTH ARROW/LOCATION MAP: This has been provided on the plan.
ii. SURVEY OF LOT/PARCEL: The lease area is displayed on the plan. The applicant
has not included a boundary survey of the airport property.
iii. NAME/DECRIPTION OF PROJECT: This has been provided in the title block and a
review is located in the application narrative.
iv. EASEMENTS/LEGAL CONDITIONS: The site will be leased from the Lawrence
Municipal Airport. Leased area is 20,078 s.f.
V. TOPOGRAPHY: This has been provided on the site plan at one foot intervals.
vi. ZONING INFORMATION: A zoning chart has been included on the site plan. The
site is located in an 12 district.
vii. STORMWATER DRAINAGE: The submitted site plan does not display detail
regarding stormwater management. The hangers will be constructed over undeveloped
pervious areas and drainage mitigation calculations must be submitted. The applicant
states the drainage from the site will flow to an existing drainage system. The drainage
pattern must be displayed and calculations must be submitted calculating flow from the
site.
viii. BUILDING LOCATION: The two building locations are shown on the plans. The
buildings are located 27 feet apart.
ix. BUILDING ELEVATION: The buildings are proposed to be no higher than 34' in
height. Conforms with zoning height restriction for 12 however the ZBA decision states
the buildings can be no higher than 30 feet??
X. LOCATION OF PARKINGIWALKWAYS: No walkways proposed. Parking spaces
for 9 cars are shown on the site plan. There will be 8 more designed spaces inside the
building per FAA approval. The required number of parking spaces is not clear. I will
check with the Building Department to determine the required number of spaces.
A. LOCATION OF WETLANDS/NOTICE OF INTENT: Application states no
wetlands exist within 150 feet of the proposed lease area,
xii, LOCATION OF WALLS/SIGNS: No walls or signs proposed.
xiii. LOCATION OF ROADWAYS/DRIVES: No new roads or drives are proposed. Access
to the site will be from existing airport roads.
xiv. OUTDOOR STORAGE/DISPLAY AREAS: There is no outdoor storage being
proposed.
xv. LANDSCAPING PLAN: No landscaping being proposed. Landscaping does not exist
for the adjacent hanger buildings. The buildings will be surrounded by pavement.
xvi. REFUSE AREAS: No dumpsters are proposed. Solid waste generated during and after
construction will be generated by a private waste disposal firm.
xvii. LIGHTING FACILITIES: No outside lighting is proposed for the buildings.
x-viii. DRAINAGE BASIN STUDY: No study was conducted and applicant proposes that
existing drainage will be maintained. Applicant must address drainage mitigation.
xix. TRAFFIC IMPACT STUDY: No study conducted. Applicant proposes that minimal
traffic will result from the construction of the hangers. The hangers will each house 2
aircraft per hanger. Pilots and passengers will occupy the designated parking areas.
xx. EROSION CONTROLS:None proposed.
xxi. COMMONWEALTH REVIEW: No reports filed with any State Agency in support of
this project.
xxii. UTILITIES: No water or sewer utilities are proposed. Will the hangers be serviced by
electric lines and will they be located?
xxiii. FISCAL IMPACT: Applicants states the project will not have a detrimental impact on
residential area surrounding the airport as the site is located within the airport boundaries.
No new jobs will be created from the completion of this project, No regional
infrastructure improvements are required. The construction will have any impact on the
school system. The buildings will have smoke alarms and a Master Alarm box as
required by the North Andover Fire Department.
xxiv. COMMUNITY IMPACT: The site is not located any historic structure or site. The
architecture is consistent with adjacent hangers.
ADDITIONAL ISSUES
Drainage must be addressed as the project will result in a-significant amount of impervious area.
