Tel:207,776.3211 Fax:207,775.6Q4 E-mall:dhmalnegagate.net January 13, 2000 Mr. Tim Macintosh VHB, Inc. 101 Walnut Street Watertown, MA 02471 RE: Site Platt Review Application Construction of Airplane T-Hangars Lawrence Municipal Airport Dear Tim: In response to your fax of December 21, 1999 (copy attached) regarding the subject project, we provide the following additional information as requested. The items below correspond to the list provided in the fax. 1. The enclosed revised Grading Plan better shows the gravel drive, the nearest wetland area, and the surrounding terrain. 2. The revised Grading Plan includes typical cross sections of the aircraft parking apron and the gravel drive. 3. The revised Grading Plan now shows the existing and proposed drainage pipe size and types. 4. Drainage calculations are enclosed A detention basin will be constructed at the proposed drainage outlets to mitigate for the design storm events. Because existing topography is from aerial photogrametry, site layout will be performed during construction, and the detention basin will be sized at that time to detain the 0.45 acre-foot increase calculated for the 100-year storm event and to maintain the 100-year discharge rate of 2.15 cfs calculated for existing conditions. S, See Items 1 and 2 above. 6. Contours have been labeled on the revised. Grading Plan. 7. There are no easements on the project area. As a public use airport, airport land is to be developed only for aeronautical purposes unless otherwise designated on the approved Airport Layout Plan (ALP). The specific project site has previously been set aside by the Lawrence Airport Commission for the development of airplane hangars. This use is designated on the current ALP,which has been approved by the FAA and the Massachusetts Aeronautics Commission. 8. Revised plans have been stamped. 9. Existing topography is from aerial photogrametry performed by Eastern Topographies in 1994. January 13, 2000 Page 2 Other issues: No water services are proposed or necessary at this time. The airport commission proposes to install water and sewer services to this quadrant of the airport within the next five years. The project proponent anticipates installing and maintaining a portable toilet on the site until sewer services are brought in to the site. The proposed project has been discussed with the North Andover Fire Department. Buildings such as those proposed, which are less than 7,500 square feet in size are not required to be equipped with fire suppression systems. We hope that this additional information is sufficient for you to submit a favorable report to the North Andover Planning Department. Coordination and submission to the Board of Appeals has been made regarding parking. 2, 1 believe the latest submission was stamped, however VHB's copy may not have been. The submission to the ZBA was also stamped, If a new copy needs to be submitted to the Planning Board with a stamp, please let me know and we will forward it to them. 3. S, urey- Because this is an interior lot of the airport with no boundaries on any abutters' property, we requested a waiver on this with our original submission. Drainage- All appropriate drainage calculations, design, and drawings have been submitted. Traffic - We previously requested a waiver on this with our original submission. S Groundwater- Soil survey maps indicate the soil in the project area to be Paxton (PbB), hydrologic group C. This soil is listed to have a frequency of flooding of "none", and depth to the high water table of"greater than six feet". Based on this and our review of the site, we do not feel that the water table will be an issue in the detention basin. Flared End Section - The outlet of the 48-inch pipe will include a flared end section as shown on the plans, and we recommend also that rip-rap be placed to dissipate energy at the outlet. There is sufficient quantity of 6-inch rip rap at the existing outlet, which we can reuse for this project. Culvert - As per recent discussions with you, we recommend a I S-inch pipe to be installed under the gravel drive. Drainaae Areas - Subsequent to VHB's memo of 2-11-00, our drainage engineer provided the requested drawings showing the drainage areas. 1;TJ
