This letter is a follow-up to the TRC discussion of this
project held on September 14.
The Fire Department is not opposed to properly planned and
constructed facilities which place due regard for safety.
This project as presented does not consider fire safety for
potential occupants and responding fire personnel.
The site plan review process is to encourage the arrangement of
structures to promote public safety. These structures are
adjacent to four structures which did not undergo site plan review
process and which were built without any review process. Adding
to that mistake by constructing these hangers without provisions
for safety is adding insult to injury.
Although the intent is to construct these hangers for use as
storage of airplanes, the actual use may vary. That has already
been proven by the illegal use of one of the hangers previously
constructed.
As presented, the proposed hangers would be constructed without
either fire suppression, detection or warning systems. The
nearest fire hydrant for fire department use is located on Holt
Road Extension in front of Mass. RefuseTech Inc.

The fire department has reviewed the revised plans for the
airport and remains opposed to this project as long as there
is an inadequate supply of water for fire protection.

The existing 18 units are five minutes from Station 1, which
is the nearest responding station and 7 . 5 minutes from Station
2 . These times are applicable as the apparatus are in quarters.
Mr. Allen indicates that he would be unable to construct the
hangers unless water improvements are made by the City of Lawrence.
It is my concern that the applicant is abdicating his responsib-
ility for fire safety and relying on either the City of Lawrence
and the Town of North Andover to provide those resources.
This project could be duplicated at other areas on the airport
parcel which would increase the safety problem.
I am requesting that the board consider my concerns for public
safety as is their purpose in item 7 section l of the by--law in
deciding on this application.
We are asking, at a minimum; that the water main be extended from
Holt Road and fire hydrants be located on that new main at the
accepted locations and spacing. Also that the hangers be equipped
with fire detection and warning systems which are connected to the
municipal fire alarm system.

contact me if you have any questions regarding this matter.

Dear Mr. Mahoney:
Having studied the AVPRO Development T-Hangar land plan, as
supplied by the North Andover planning board, we find the
proposed location of the T-Hangar buildings to be
unacceptable.
The access road to the North Ramp is used by taxiing aircraft
and the automobiles entering and exiting the airport. As it
exists today this is not a safe situation. The addition of
more aircraft ground traffic mixing with the present auto
traffic would create a more dangerous situation. As the use
of the North Ramp increases, the amount of automobile traffic
will also increase.
There have been several, close encounters with the aircraft
and auto mix. On two separate occasions hangars have been
damaged by automobiles veering to avoid taxiing airplanes.
Future hangar development should be as shown on the Master
Plan, perpendicular to Echo Taxiway with entry and egress
directly to the Echo Taxiway. Since the master plan
recognized this traffic problem we do not think it should be
ignored in making your decision.
Knowingly compromising safety would leave the Airport
Commission and the City of Lawrence in a position of
liability for allowing this condition to develop. This
objection in no way intends to avoid future hangar buildings,
we are only concerned with the dangerous location.

Regarding the subject project, please find enclosed herewith a print of the plan depicting the proposed
construction of 4 hangars at the Lawrence Airport.
I have reviewed the plan with the Conservation Agent and there appears to be no wetland impacts. I
have also submitted a copy of this plan to the NADPW for their informal review.
Given the above, I appreciate your informal review and comment on the project and upon my receipt
of same, will amend the plan if necessary, and subsequently proceed to file it for action with the
Board.
