HomeMy WebLinkAbout2004-03-24 Correspondence SPR i MEMORANDUM TO: North Andover Planning Board FROM: Julie Parrino, Town Planner RE: Special Permit Site Plan Review- 492 Sutton Street,Lawrence Municipal Airport, MacLeod Hanger Project DATE: February 19,2004 The applicant is requesting to construct a 6001 s.f metal hanger building and 2,029 s.f of pavement on the property of the Lawrence Airport. VHB has not conducted a review of the project, as the Board has waived the review requirement. No stormwater management has been provided for this project. There is a recently completed pavement removal project for Runway "Echo"which removed approximately 26,800 s.f of pavement. Comparing both projects, which are located within the same watershed, there is a net reduction of 70% impervious area. The engineer has stated that the combined peak rate of stormwater runoff from both project areas will result in a reduction of peak rates under post-construction conditions. The ZBA has issued a Special Permit and Variance for the project. My review is as follows: SITE PLAN REVIEW: i. NORTH ARROW/LOCATION MAP: This has been provided. ii. SURVEY OF LOT/PARCEL: The lease area is displayed on the plan. iii. NAME/DECRIPTION OF PROJECT: This has been provided in the title block. iv. EASEMENTS/LEGAL CONDITIONS: The site will be leased from the Lawrence Municipal Airport. Leased area 10,286 s.f. V. TOPOGRAPHY: This has been provided. vi. ZONING INFORMATION: Not shown on the plan. Identified as I2 on the application. vii. STORMWATER DRAINAGE: No BMP's being provided for this project. Recently completed Taxiway "Echo" pavement removal project removed approx. 26,800 s.f of pavement. Proposed project adds approximately 8,030 s.f of new impervious area. Comparing both projects, there is a net reduction of 70% impervious area. Roof drains are proposed and will be connected to an existing drain line. VHB did not review this project as the Board waived the review requirement. it i viii. BUILDING LOCATION: The 6,001 s.f building is displayed on the site plan. It is located, 18', 7' and 10' off the lease lines. ix. BUILDING ELEVATION: Building Elevation Plans submitted. Highest point of building 22.6 feet X. LOCATION OF PARKING/WALKWAYS: No walkways proposed. It appears 4 parking spaces are being provided. Xi. LOCATION OF WE OF INTENT: Application states no wetlands exist within 150 feet of the proposed lease area. xii. LOCATION OF WALLS/SIGNS: No walls or signs proposed. xiii. LOCATION OF ROADWAYS/DRIVES: No new roads or drives are proposed. Access road to the site is shown on the plan. xiv. OUTDOOR STORAGE/DISPLAY AREAS: There is no outdoor storage being proposed. xv. LANDSCAPING PLAN: No landscaping being proposed. Landscaping does not exist for the adjacent hanger buildings. xvi. REFUSE AREAS: No dumpsters are proposed. xvii. LIGHTING FACILITIES: One wall mounted light will be installed. Is this an outside light only, any internal lighting? xviii. DRAINAGE BASIN STUDY: No study was conducted however engineer states peak rate of stormwater runoff from both projects (proposed and pavement removal) will be reduced. xix. TRAFFIC IMPACT STUDY: No study conducted. xx, EROSION CONTROLS: None proposed. xxi. COMMONWEALTH REVIEW: Not required. xxii. UTILITIES: No water or sewer utilities are proposed. Electric, telephone and fire alarm wires will be installed underground. Will the service line of the utilities be located in pavement? xxiii. FISCAL IMPACT: No study has been completed xxiv. COMMUNITY IMPACT: No study has been completed, 1 I ADDITIONAL ISSUES It appears that no drainage mitigation was provided due to the removal of pavement on the Echo taxiway. Will this set precedent if another hanger project is proposed in the area? How many planes does the hanger accommodate?How are internal fuel spills addressed?
