Tymon, AICP PLANNtjG 6 UUVER Town Planner rMAlT Town of North Andover 1600 Osgood Street—Bldg 20—Suite 2-36 North Andover, MA 01845 RE: North Ramp Road—Lawrence Municipal Airport Dear Ms. Tymon, On behalf of our client M.E.M.L.V., LLC we respectfully request to be placed on the agenda for the May 19, 2009 Planning Board meeting. We are seeking a waiver from the requirements of Section 8.3 (Site Plan Review)under Zoning Bylaw Section 8.3.2.C.i. (Waiver of Site Plan Review)for the proposed hangar construction project at the address listed above. We believe that this new building will not have a significant impact within the site as it will be located among buildings of similar use and character. The building will not have a significant impact on adjacent properties and streets as it will be located well within the limits of the airport and will not be visible from outside the site. Pedestrian and vehicular traffic in the area of the proposed hangar is negligible. The hangar be used solely for airplane storage and will not create any additional, or interfere with existing, pedestrian or vehicular traffic. The proposed hangar will be located in an area of the airport that is currently reserved for outside storage of airplanes. The proposed hangar will not require any public services and will not be contributing to any public infrastructure. The building will not be connected to any source of water and will not be fitted with restrooms. The project will not have a significant impact on the environment because it will not create any additional impervious area. The proposed hangar will be located in an area that Civil Engineers ® Land Surveyors • Land Planners is currently paved, so there will be no effect on the quantity, quality or rate of storm water runoff. The hangar is located among other hangars at the airport and will not be a detriment to any of the Town's unique or historic resources. The hangar will be located within the airport such that it will not be visible from abutting properties. The hangar will be approximately 1,000 feet from the nearest property line. Please feel free to contact us at any time to discuss the project. Thank you. Sincerely, DO E ONSULTANTS,INC. Patrick Bower, P.E. Project Engineer
