Dear Mr. Long: Hangers
The North Andover Planning Board held a public hearing on
March 15 , 1994 , in the Senior Center upon the application of the
Merrimack Group Corp. , 1 Parker Street, Lawrence, MA, requesting
modification, under Section 8 . 3 tof the North Andover Zoning ByLaw
of the Site Plan Review approiral for the construction of two
hangers totaling 16, 224 sq. ft. , dated September 2 , 1993 . The legal
notice was properly advertised in the Lawrence Eagle Tribune on
February 28 , 1994 and March 7 , 1994 and all parties of interest
were duly notified. The following Board members were present:
Richard Nardella, Chairman,.; John Simons, Vice Chairman, Joseph
Mahoney, Clerk and John Daghlian. Richard Rowen was absent.
The purpose of the modification was to review the proposed
construction of three hangers totaling 17 , 992 sq. ft. The premises
affected is located off of Sutton Street at the Lawrence Airport in
an Industrial-2 (I-2) Zoning District.
Mr. Steve Stapinski was present.
Mr. Mahoney read the legal notice to open the public hearing.

1, 500 sq. ft. added, layout basically the same
smoke and fire alarms will be installed, connected to

Mr. Mahoney read a letter from Chief Dolan requiring alarm
system.
On a motion by Mr. Mahoney, seconded by Mr. Simons, the Board
voted unanimously . to close the public hearing.

Modify decision .adding Fire Chief suggestions, and no other ,
use than aircraft storage.
On a motion by Mr. Mahoney, seconded by Mr. Simons, the Board
voted to approve decision with above modifications.
Attached are those conditions.

MOMFICATION TO SITE PLAN REVIEW APPROVAL '
SECTION 8.3 OF THE NORTH ANDOVER ZONING BYLAW. '
This modification was requested by Merrimack Group Corp, 1 Parker
Street, suite 1B, Lawrence, MA and dated February 23 , 1994 . The
modification is requested such that three hangers totaling 17 , 992
sf be constructed instead of two hangers totaling 16, 224 sf.

The. Planning Board makes the following findings regarding this
r MODIFICATION to the Site Plan Review as required by Section 8 . 31
of the North Andover Zoning Bylaws:
FINDINGS OF FACT:
1. This specific site is an appropriate location for an
aircraft hanger as it is an airport;
2 . The use as developed will not adversely affect the
neighborhood as an airport with hangers currently exists in
the neighborhood;
3 . There will be no nuisance or serous hazard to vehicles or
pedestrians ; t
4 . Adequate and appropriate.tfacilities will be provided for the
proper operation of the proposed use;,
5. The Planning Board makes a specific finding that the use is
in harmony with the general purpose and intent of the Bylaw.
Finally, the Planning Board finds that this modification
generally complies with the Town of North Andover Zoning Bylaw
requirements as listed in Section 8 . 35 but requires conditions in
order to be fully in compliance.
Therefore in order to fully comply with the approval necessary
to construct the facility as specified in the Site- Plan Review
application before us, the Planning Board hereby grants an
APPROVAL to the applicant provided the following conditions are
met:
SPECIAL CONDITIONS:
1. Prior to any clearing or construction:
a. The applicant shall mark in the field the edge of
clearing and limit of work area. This area shall
follow the grading line as shown on the plan entitled

"Site Development Plan of Land in North Andover, Mass;
I Proposed Aircraft Hangers" dated Julys 1993 ; rev.
12/31/93 . This limit of work shall be reviewed in the
field by the Town Planner and/or the Tree Warden.
b. a bond in the amount of $2000. 00 shall be posted for
the purpose . of insuring that a final As-Built plan
showing location of all, on site utilities, structures,
curb cuts, parking spaces and drainage facilities be
submitted. This bond shall be in the form of a check
�. made out to the Town Of North Andover. This check will
then be deposited into an interest bearing escrow
account.
the North Andover Division of Public Works shall review
and approve all plans, including storm water drainage.
The applicant shall provide a copy of the lease
agreement between the Merrimack Group Corp and the
Lawrence Airport Commission for the Planning Office
files.
2 . Prior to FORM U verification (Building Permit Issuance) :
a. This decision shalt be recorded at the Essex North
Registry of Deeds and a recorded copy delivered to the
Planning Staff.
3 . Prior to verification of the Certificate of Occupancy:
a. A final as-built showing the location of all on site
utilities, structures, curb cuts, parking spaces and
drainage facilities must be submitted to and approved
by the Division of Public Works.
b. The applicant must install a fire alarm system
connected to the Municipal Fire Alarm System.
c. The aircraft hangers must comply with all applicable
state fire and building codes.
4 . This approval is for the construction of airplane hangers
for the storage of airplanes only.
5. The contractor shall contact Dig Safe at least 72 hours
prior- to commencing any excavation.
6 . Gas, Telephone, Cable and Electric utilities shall be
installed as specified by the respective utility companies .
7 . All catch basins shall be protected and maintained with hay
bales to prevent siltation into the drain lines during

`ry construction.
8. No open burning shall be done except as is permitted during
burning season under the Fire Department regulations.
9. No underground fuel storage shall be installed except as may
be allowed by Town Regulations.
10. All signs within the project shall be of wood or stone, with
uniform lettering and design. The signs shall in no way be;
interior illuminated. (Neon or other means) .
11.. Any changes to the plans approved by the Planning Board
shall be reviewed by the Town Planner. Any changes which the
Town Planner may deem as major must be submitted to the
Planning Board for approval,.
12 . The provisions of this conditional approval shall apply to
and be binding upon the applicant, it ' s employees and all
successors and assigns in interest or control.
