Unfortunately, due to the winter conditions, we lost two-thirds of the trees, that had been planted. At this time, we are completing the above-noted project,:however we have been informed.by our Supplier, Shemin.Nurseries, Inc., 570 Main Street, Hudson, Massachusetts','that the replacement trees will not,be available until the second week in September, due to the fact that we have not received a;substantial enough amount of rain this Spring and Summer. We have re-ordered 46 (forty-six) 6' x 6" trees to replace the 6' trees that did not make it through the season. It has also been brought to our attention by the Building Inspector, that due to the order of conditions, he is unable to issue an Occupancy Permit until they have been complied with 100%. Presently, there are no available tie-downs for the airplanes on the field, at the East ramp, except for the Hangar spaces. Therefore, I respectfully request that the Board would give its consent allowing us 30 (thirty) days from this date to complete the Hangar project and allow the Building Department permission to grant a temporary Occupancy Permit so the Hangars can be legally occupied. As you are aware, you are holding a $5,000 cash bond for the completion of this work. It is our intent to complete this project as per plans and specifications as soon as .possible. Martin Building Technologies, Inc. 10 Winship Drive Wakefield,MA 01880 Re: 492 Sutton Street-Lawrence Airport Dear Mr. Martin, Thank you for submitting an accurate as- built plan drawn at a 1' 20' scale. This plan however, shows that the grass swale was not constructed as depicted on the plan approved by the Planning Board. The final grading around the hangers was also not constructed per the approved plan. The grass swale system is an integral part of the overall storm water management for the site. The Planning Board agreed to waive the requirement of on site detention with the understanding that the storm water would be channeled via existing swales through the airport ultimately ending up in the Merrimack River. Without the swale, it is unclear where this storm water will travel. If you wish to modify the approved plan,you must submit three copies of a revised plan along with a revised description of the drainage prepared by the project engineer. I will then review the proposed plan and will bring it to the Planning Board for final approval. The next Planning Board meeting is scheduled for November 18, 1997. I will place this item on the agenda for discussion upon receipt of a request for a modification to the plan,three copies of a revised plan and a description of the new drainage plan. The purpose of the Swale was to colloct run-off water fiam the hangars and p%ved areas and divert it westorly to that it would not run onto Sutton Street. Auer the plan was preparod and subtritted, the Board requested the addition of a planting bin along Sutton Street. The berm acts as a dike and inhibits the run-off>tom reaching Sutton Street. The stoma drainage runs along the base of the berm in a westerly fasWon to the same area intended for the swale. Although the swelo will serve as a stabilized channel clearly del. ng the direction of drainage flow, the berm construction has mimicked this desired result, and in our opinion, has negated the need for the well defined awale orisinolly shown on the plan. The planting berm channels the storm water into the existing grass swale therefore a Swale behind the hangers is not necessary. The Board also voted to issue the certificate of occupancy as the Board is holding bond money to cover the filial landscaping. An as-built plan has been submitted. As I informed you in my letter dated August 18, 1997, we re-planted forty-eight 6-6" White-Pine trees to replace those that had been previously planted, yet failed to survive the winter months. The enclosed site-plan also shows parking space locations for 25 cars, which was a requirement of the Building Commissioner. We have conformed to the requirements of the Massachusetts State Building Codes and have received all final signed acceptances, however the Building Commissioner will not issue a Certificate of Occupancy until a letter from your office is submitted, stating your approval as to the "As Built" conditions. will make myself available to,meet with the Planning Board's Representative, at their convenience, to inspect the site, if so desired.
