The following items as required by Section 8.3(5) of the North Andover Zoning Bylaw are missing from your application: 1. Drawings prepared at a scale of l"= 40' 2. An engineer registered in the Commonwealth of Massachusetts must prepare all site plans 3. The Project description refers to the construction of hangers, not storage facilities. 4. Location Ma : A Location Map showing surrounding roadways and land uses adjacent to the site (1"= 1500') and showing at least one intersection of two existing Town roadways. 5. Topograp : The two foot contours shall extend at least fifty feet beyond the site boundaries by estimation of the professional submitting the plan. 6. Storm water.Drainage: Test pits must be dug in the proposed location for leaching areas on the site. This site will be subject to the DEP Storm water Management Policy. 7. Building Location: The overall height in feet and gross floor area in square feet of all structures must be indicated. Building Elevation: A drawing of the exterior of the building as viewed from the street must be submitted. 9. Location of Parking: How did you determine the appropriate number of parking spaces required? Has the building inspector approved this number? 10. Location of Wetlands: I understand from speaking with Mike Howard, Conservation Administrator that an order of Conditions denying this project was issued by the Conservation Commission. The Planning Board cannot go forward with this application until the Conservation Commission has approved the wetland line. 11, Location of Roadways/Drives: Identification of all driveways including the type of curb and gutter to be used and their dimensions. The driveways must be a minimum of 25' wide, 12. Landscaping Plan: Additional Landscaping will be required along Sutton Street to provide a visual buffer. 13. Refuse Areas: All dumpsters must be located a minimum of 25' from the edge of all structures as required by the NAFD. All dumpsters must also be enclosed. 14, Utilities: All utilities including water line locations, sewer line locations and profiles, and storm water drainage systems must be shown on the plan. I recommend that you withdraw your current application and re-file when all of the required information has been provided. Given the number of required items missing in the current application I would anticipate that the Planing Board would deny the application if it came before them. I would be happy to meet with you to review the submittal requirements. PROJECT DESCRIPTION The proposed development area is located in the extreme Southwesterly section of the Lawrence Municipal Airport. The site area is approximately 2.1 acres of land having (3781)of frontage along the Northerly side line of Sutton Street. The Area is located within the industrial(1-2)Zoning district and must conform to the dimensional requirements as set forth in the Town of North Andover Zoning rules and regulations. The westerly boundary is also the Zoning Boundary line with the adjacent zone being(R-4)single residence. The north and east boundaries abut other lands of the Lawrence Airport. The topography of this area is a gentle slops from Sutton Street towards the northerly boundary where a surface drainage area exists. The ground cover is a fight to moderate treed area with light low brush. The tree stand average 6" to 10" in diameter with a predominant soil wood characteristic. The parent soil is Woodbridge throughout the entire area. Refcr to the soil's section for farther identification. The wetland boundary along the northerly boundary was flagged and is shown on the existing condition plan as well as the grading plan. The petitioner intends to file a Notice of Intent with the Conservation Commission and will address the relative set back and impact this development will have on the surface drainage area. The petitioner proposes to construct(4) four buildings to be used as a self-storage facility. The ground foot print area will be approximately 34,200SF and will be build at rade lower respective of the existing typography. Access and driveway areas between buildings are shown on site layout with the finish surface being bituminous concrete. The peripheral area around (3)three sides win remain treed with some added grass and planting areas. The existing parking area with 37 spaces as shown on site plan will more than accommodate the proposed development. The entrance will be gated with a card access only. The proposed buildings will be single story steel frame with corrugated steel exterior walls and roof. Lighting will be covered halogen units located at the ends of the building and in the approximate centers. They will be controlled by motion, otherwise will remain off. The site will be developed consistent with the existing grades with minimal charge. The petitioner intends to construct a free standing sign adjacent to Sutton Street and in the vicinity of the offiice. The sign will conform to the Zoning standards and will be landscaped with annual and perennial flowers. The sign will be illuminated by ground cover spot lights. The site will be facilitated by existing sewer, water and electricity located on site. There should be no measurable impact to the traffic in this area, due to the fact that in existing developments the average is (1)one car per hour per(100)hundred units. Construction schedule for this development will begin in October of this year with the first two buildings being built by the first of November. The remaining buildings will be built in early 1999. The property has been a part of the Lawrence Airport since its inception and has been zoned 1-2 to allow this type of development with the required set backs of 50 feet.
