Storm water drainage:all drainage is contained on site and discharged into the Merrimack River. No new drainage
facilities are proposed

Parking lot ligh ting:wall mounted fixtures at the entrances,flood light will be mounted on the side of the building that
faces away from the surrounding residential areas.

will be planted on the top of a 2'high landscape bean along the edge of the clearing. The line of clearing will be 15'from
the fence

PROI ECT DESCRIPTION
The proposed project consists of construction of a 7000 square foot steel frame and steel
exterior airplane hangar. The hangar will be located 50 feet off of Sutton Street, The front
of the building faces away from Sutton Street adjacent to several existing hangars and an
existing taxiway. The building will be accessed through the existing entrances and
taxiways. The hangar is to be{awned Merrimack Valley Flyers Association and is to bj
erected on land owned by Lawrence Municipal Airport.
STORMWATER DRAINAGE
The proposed site is adjacent to several other hangars and an existing taxiway where
drainage facilities currently exist. The airport itself is located on a site that is presently
over 500 acres in size and all drainage is contained on the site and discharged into the
Merrimack River. This project is small in comparison to the size of the airport and the
increase in run off from the site is negligible. No new drainage facilities are proposed
with this project. Since all of the run off increase is contained on the property before
being discharged to the river there will not be an off site impact as far as drainage is
concerned.
SIGNAGE
No signs are being proposed with this submittal.
PARKING LOT LIGHTING
The proposed new hangar would be lighted only by wall mounted fixtures at the
entrances. In addition, a double flood light may be mounted to shine over the taxiway in
front of the building and be used only when planes entered or exited at night. The flood
light will be mounted on the side of the building that faces away from the surrounding
residential areas so there will not be an impact upon the surrounding neighborhood.

REFUSE AREAS
The use of the building does not produce large amounts of trash. Receptacles will be
stored inside the building and the trash will be disposed of in the same manner as any,
other airport generated trash. i

ROADWAYS AND DRIVEWAYS/ TRAFFIC IMPACTS
The hangar will be located adjacent to an existing taxiway and.will be accessed from that
taxiway. No new entrances or curb cuts on to Town Ways are proposed.
The building will house two or three privately owned planes, so traffic impacts will be
minimal, Most trips will occur at off peak hours and trip generation totals will be very
small. Exact numbers are hard to predict.
LANDSCAPING
The proposed hangar is located adjacent to Sutton Street. The existing vegetation along
the fence that surrounds the airport is to remain, In addition, a row of 5' to 6' white pine
trees are proposed to be planted on the top of a 2' high landscape mound along the edge
of the line of clearing. The edge of the line of clearing is proposed to be no closer than 15
feet to the fence.
All disturbed areas that are not to be parking or drive areas will be toamed and seeded.
The proposed access drive on the Sutton street side of the building is for emergency use
only and is proposed to be gravel.
UTILITIES
The hangar is proposed to be serviced by municipal sewer and water. The services exist
on the site in the locations shown on the plan. Electric service also exists on Sutton
Street. The electric service is proposed as an overhead service from an existing pole on
Sutton Street.

FISCAL IMPACTS
The proposed 7000'square foot hangar building will have a positive fiscal impact for
North Andover. Studies done in towns with similar characieristics to North Andover have
shown that a commercial•development will raise more tax dollars than they will require
for.the services that they lase. This is logical since a development of this type will not
produce any school children(the school budget is about 50% of the total budget) and will
not require any rubbish service or highway ' aintenance. The project will require
municipal sewer and water, however these Jervices are funded by billing for use. The
only service required by the project will be police, fire, and general government.
COMMUNITY IMPACT
This project will not have a negative effect upon the community of North Andover. The
building proposed is part of an existing complex of hangar buildings. The use of the
building does not produce any odors, excess noise, or unsightly conditions that would
affect adjacent businesses and residents,
