Re: Application for Site Plan Review - five airplane hangers
Dear Mr. Gianquitto,
I have reviewed your application for site plan review dated September 2, 1998 for the
construction of five airplane hangers located at the Lawrence Municipal Airport. The following
items as required by Section 8.3(5) of the North Andover Zoning Bylaw are missing from your
application:
1. An engineer registered in the Commonwealth of Massachusetts must prepare all site plans.
2. Location Mat: A Location Map showing surrounding roadways and land uses adjacent to the
site (1" = I500') and showing at least one intersection of two existing Town roadways.
3. Topography: The two foot contours shall extend at least fifty feet beyond the site boundaries
by estimation of the professional submitting the plan.
4. Storm Water Drainage: A mechanism must be proposed for the collection and treatment of
storm water for this site. Test pits must be dug in the location of any proposed leaching pits,
This site will be subject to the DEP Storm water Management Policy.
5. Building Location: The overall height in feet and gross floor area in square feet of all
structures must be indicated.
6. Building Elevation: A drawing of the exterior of the building as viewed from the street must
be submitted.

7. Location of Parking: How did you determine the appropriate number of parking spaces
required? Has the building inspector approved this number?
8. Location of Wetlands: I understand fiom speaking with Mike Howard, Conservation
Administrator that an Order of Conditions denying this project was issued by the
Conservation Commission. The Planning Board cannot go forward with this application
until the Conservation Commission has approved the wetland line.
9. Location of Roadways/Driyes: Identification of all driveways including the type of curb and
gutter to be used and their dimensions. The driveways must be a minimum of 25' wide.
10. Landscaping Plan: Additional Landscaping will be required along Sutton Street to provide a
visual buffer,
11. Refuse Areas; Are there any dumpsters proposed? All dumpsters must be located a
minimum of 25' from the edge of all structures as required by the NAFD. All dumpsters
must also be enclosed.
12. Utilities: All utilities including water line locations, sewer line locations and profiles, and
storm water drainage systems must be shown on the plan.
I recommend that you withdraw your current application and re-file when all of the required
information has been provided. Given the number of required items missing in the current
application I would anticipate that the Planing Board would deny the application if it care
before them. I would be happy to meet with you to review the submittal requirements.

Notes:This is a reminder that your must submit written withdrawals of the two site plan review
applications at the airport today. If you do not submit a written withdrawal the Planning Board
must go forward with the public hearing process. A legal notice will be placed in the newspaper
and the Board will go forward with a hearing on October 6. However,given the number of
missing and incorrect items required for a complete application I would anticipate a denial of the
application by the Board. Therefore I again recommend that you withdraw these applications until
such time as a full and complete application is submitted.

RE: West Side Flyers -Request for Return of Consulting Fee
Dear Amy:
Please be advised that this office represents Donald Gianquitto and the West Side Flyers in
connection with their application for approval to construct hangars at the Lawrence Municipal
Airport.
As per our telephone conversation of this date, please return Mr. Gianquitto's advance
payment of consulting fees. It is my understanding that this project is not going forward and that
my client's $3,000.00 will be returned.
We also seek the return of Mr. Gianquitto's filing fee since his application for Planning
Board approval was withdrawn by his engineer, James Curran.
